Govt making efforts to promote culture, tourism of KP: Minister

PESHAWAR, Nov 28 (APP): Provincial Minister for Information and Tourism, Barrister Feroze Jamal Shah Kakakhel here Tuesday stated that the government was making incessant efforts to promote culture, tourism and project the natural beauty of Khyber Pakhtunkhwa.

He added that the day is not far when tourists from around the world would visit KP to witness its beauty throughout the year.

He addressed a painting exhibition, culture showcase, and art display organized by the Department of Art and Design at the University of Peshawar in collaboration with the Khyber Pakhtunkhwa Culture and Tourism Authority (KPCTA) for students of merged districts, providing opportunities to showcase their work.

The event was inaugurated by Caretaker Minister for Tourism, Barrister Syed Feroze Jamal Shah Kakahel, along with Minister for Finance, Ahmad Rasool Bangash, senior artist Jehanzaib Malik, Head of the Art and Design Department, Dr. Imrana Ayaz, Manager Events Haseena Shaukat, Manager Culture, Hamayoon Khan and Deputy Manager Visual Arts and Craft Tehsin Ullah also attended the event.

Minister for Tourism, Syed Feroze Jamal Shah Kakahel, appreciated the work and efforts of the students and faculty members.

He emphasized the importance of promoting culture and ensuring that new opportunities and exposure platforms are regularly provided to students.

He highlighted the cultural diversity of KP, including merged districts and said that they would welcome tourists visiting KP to see its rich heritage and associated culture.

He added that the university aims to expand the dynamics of linkages for the benefit of the students and praised the KP Culture and Tourism Authority for collaborating to encourage the students work.

The exhibition was held at Nishtar Hall, Peshawar and aimed to promote female artists from KP, encouraging them to explore new opportunities in their respective fields and showcase their talents.

The exhibition was attended by a large number of university students and visitors, including professionals, who expressed deep interest in the hard work of the students and acknowledged their level of professional expertise.

The students displayed a wide range of artwork, including paintings, cultural showcases, and art displays.

The students expressed their gratitude to the KPCTA for organizing the event, mentioning that such events would help them showcase their skills and provide opportunities to collaborate with students from other universities.

Caretaker minister also distributed cash prizes and commendation certificates among the students.

Sara Hazibullah got first prize of Rs. 15000, Anosha Wazir second prize of Rs. 10000 while Alishba Hassan stood third and received Rs. 5000.

MoCCC to showcase Pakistan’s Climate-Resilience initiatives  at COP28, sensitize world on climate adaptation significance

ISLAMABAD, Nov 28 (APP): The Ministry of Climate Change and Environmental Coordination  (MoCCC) is all set to represent Pakistan through its delegation to be led by Caretaker Minister for Climate Change and Environmental Coordination, Ahmed Irfan Aslam at the international climate summit (COP28) to be held in Dubai from November 30 to December 12 and would sensitize the world on climate adaptation significance and its climate resilience-related projects.
MoCCC, Secretary Syed Asif Hyder Shah in a pre-COP media briefing informed the environmental journalists about the preparations of the Ministry vis-à-vis the 28th Conference of the Parties (COP-28) to the United Nations Framework Convention on Climate Change.
Setting the background for the journalists, Shah mentioned that during the previous COP-27 meeting held in Sharm El-Sheikh, Egypt, the country played a major role in bringing global agreement on Loss and Damage Fund due to its position as G-77 plus China chairmanship and  floods in 2022.
The current, COP-28 conference would focus five key agendas mainly Loss and Damage Fund architecture and its operationalization, first Global Stock Take (GST) report, mitigation work program, global goal on adaptation and climate finance (new collective quantified goal), he added.
The secretary informed that the first effort was to create the fund as an interim fund and then after three years it would made a standalone fund, whereas its criteria to extend climate finance should focus on developing countries.
“However, the rich developed countries want the fund to be focused on small island developing states (SIDs) and least developed countries, but Pakistan argues that developing countries should also be part of it,” Asif Hyder Shah said.
He further mentioned that it would be the first ever GST report which would review the eight years’ performance after Paris Agreement as the reports indicated that the world was not on the right track due to exacerbating climate crisis and carbon emissions.
He added that Pakistan had no liability of it due to its miniscule carbon emissions, whereas the major greenhouse gas emissions (GHGs) emitters would have to revise their nationally determined contributions (NDCs) and net zero emissions targets.
“Adaptation is very important for countries like Pakistan. It is important to understand that mitigation is reduction in emissions and adaptation is preparing for disasters through capacity build up,” the secretary said.
Climate finance, he said was so far focusing on mitigation but Pakistan also wanted to focus adaptation.
“The slogan of Pakistan for this year is ‘Build Resilience Together’, whereas previously it was ‘What Happens in Pakistan Will Not Stay In Pakistan,” he added.
“Pakistan will sensitize the world that adaptation is equally important as mitigation whereas the Annexed-I countries have given $1 billion target for global climate finance but Pakistan will take its position to scale up this target and it should be more than that,” he said.
Commenting the pavilion of Pakistan at COP-28 Expo, he said the ministry would set up a pavilion while maintaining austerity and we had panel discussions on critical issues starting from Living Indus and Recharge Pakistan and showcasing of climate resilience building projects.
On reporting and communication of COP activities, the secretary briefed that timely and perpetual information sharing mechanism was crucial and the ministry was establishing a COP cell and a communication cell dedicated to share correct information related to the global climate conference engagements of the country delegation.
Responding to media queries, the secretary said to disseminate information, the Ministry of Information and Broadcasting was the mainstay of the Ministry whereas this time the NDRMF web-portal would share realtime data of COP activities.
“Dr Adil Najum will be part of Living Indus Initiative dialogue to be held on December 2nd and it will be the first ever event to be hosted by Dr Adil Najum, a world renowned climate and global studies expert,” he added.
He clarified the mediapersons that the COP agenda was rigid and strictly restricted to global climate issues, whereas during the leaders’ summit plenary the countries give statement which would be participated by 136 heads of states.
“Globally, the adaptation finance of $34 billion has been diverted from the total pledged climate fund of $100 billion which is doubled for mitigation. Pakistan’s adaptation alone needs $120 billion by 2030 which will not come from COP but through bigger plan and efforts to be stemmed from the national level,” he said.
Shah mentioned that the COP forum did not discuss individual countries but rather debates broader rules and frameworks.
On the COP pavilion of Pakistan, he said the pavilion shape had been changed over time and the countries with more funding set it in line with their priorities which was mostly used for discussions.
“Not a single penny has been taken from the Government of Pakistan for establishing the COP pavilion and it is being supported by the donors and other,” he said.
A total of 28 panel discussions would be held on wide ranging critical issues at the Pakistan Pavilion at COP-28, he added.
He informed that there were around five statements including three of them to be read by the Prime Minister at the Forum whereas the rest included the country’s position on the issues indicated in the previous statements.
“Pakistan needs some $348 billion USD by 2030 for meeting its adaptation and mitigation agenda. The Prime Minister will definitely highlight that we have to decarbonize but also have to develop at the same time which is not possible without international support,” he ended.

Green Horizon Conference mulls over solutions for countering Pakistan’s environmental challenges

ISLAMABAD, Nov 28 (APP): Green Horizon Pakistan, the one-day groundbreaking national conference on climate change that attracted attention and participation from notable stakeholders, policymakers, and experts on Tuesday focused on addressing the challenges and solutions for countering the country’s environmental challenges.

The event was attended by a wide array of significant entities including government officials, environmental advocates, and academics who came together to explore innovative approaches for combating climate change through market-driven solutions.

The conference was based on technical dialogues that drew on available sciences and the latest findings on Electric Vehicles, Sustainable Appliances, and Carbon Credits and their benefits for Pakistan, a news release said.

The conference featured distinguished consultants, Asad Mahmood, and award-winning Dr. Naveed Arshad, who not only delivered impactful policy briefs but also made firm demands from the government to mobilize the private sector investment in the mitigation of climate change, promote international cooperation on climate change, consider carbon markets as a platform for countries to work together to reduce emissions on a global scale and should actively engage in regional cooperation and knowledge sharing on carbon markets, learning from the experiences of other countries and exploring opportunities for joint initiatives.

Dr. Naveed Arshad, who was bestowed with Tamgha-e-Hilal by the government of Pakistan, served as the keynote speaker at the Green Horizon Pakistan.

He shared insights into the potential of EVs for revolutionizing the country’s transport sector. His policy brief emphasized government investments in RND, increased public awareness on sustainability, and stimulated the domestic EV manufacturing landscape.

His authority on EVs and environmental policies gave the participants a comprehensive analysis of sustainability and the need for mitigating the environmental impact of household consumption.

Furthermore, Mr. Asad Mahmood delved into the intricacies of sustainable appliances and carbon markets in Pakistan. He shed light on the potential for economic growth, and environmental security by stressing the need for establishing a robust carbon market mechanism for incentivizing businesses to reduce their carbon footprint.

The conference came at a crucial point when the Conference of Parties (COP) is around the corner where representatives from different countries will deliberate on the means of mitigating global warming and climate change.

The conference served as a catalyst for meaningful discussions and collaborations among stakeholders, fostering a sense of shared responsibility for building a greener and more sustainable future for Pakistan.

Green Horizon Pakistan serves as a platform for generating dialogue among key stakeholders to address the climate crisis in Pakistan. The policy, discussions, and community engagement aimed to contribute to the development of sustainable outcomes for a greener, prosperous Pakistan.

Green Horizon Pakistan was held by the Centre for Peace and Development Initiatives (CPDI) and was funded by the Friedrich Naumann Foundation (FNF).

Caretaker FM, EU Commissioner discuss ongoing development cooperation

ISLAMABAD, Nov 28 (APP): Caretaker Foreign Minister Jalil Abbas Jilani and European Union Commissioner for International Partnerships Jutta Urpilainen on Tuesday discussed the ongoing development cooperation engagement between Pakistan and the EU.

The foreign minister met with EU Commissioner in Brussels, the Foreign Office Spokesperson posted on X.

They also agreed to intensify collaboration under EU flagship projects including Global Gateway and Horizon Europe.

President calls for national policy to address mental health issues

ISLAMABAD, Nov 28 (APP):President Dr Arif Alvi on Tuesday emphasized the need for formulation of a national policy to address the mental health issues as 24% population of the country was suffering from various mental health problems.

He stressed upon an institutional framework and public-private partnership to provide mental health services to the people.

The president expressed these views while chairing a follow-up meeting at the Aiwan-e-Sadr on mental health in Pakistan, the President Secretariat Press Wing said in a press release.

A detailed presentation by the Ministry of National Health Services, Regulations & Coordination on the National Mental Health App “Humraaz” highlighted that more than 240,000 calls had been received since its launch in April 2023.

The meeting was attended by Caretaker Minister for National Health Services, Regulations and Coordination Dr Nadeem Jan and representatives of the National Commission for Human Rights, the World Health Organization, and senior government officials.

Representatives of the provincial health departments, Gilgit-Baltistan, Azad Jammu and Kashmir, Pakistan Psychiatric Society, Taskeen Health Initiative, Pakistan Psychological Association, Pakistani American Psychiatric Association of North America, British Pakistani Psychiatrists Association, and other organizations working on mental health attended the meeting via video link.

The president appreciated the launching of “Humraaz” that was providing mental health assistance and counselling services to the people in need.

He called for improving the effectiveness of the Humraaz app, besides strengthening the mental health support system in the country.

He highlighted that mental health was a major concern for Pakistan which required coordinated efforts by both the public and private sectors to utilize their expertise.

He further emphasized the need for an integrated approach on all mental health-related programmes and initiatives to effectively address the mental health challenge being faced by the country.

President Alvi stressed upon the need for the capacity building of human resources, besides providing online trainings to overcome the shortage of mental health professionals.

The meeting underscored the need for raising awareness about mental health issues to educate the people about the importance of seeking mental health counselling.

The role of the family in providing psychological support and helping manage health issues was also highlighted.

During the meeting, the need for collective measures and an integrated approach involving various stakeholders, including relevant ministries, Pakistani psychiatric associations based in the United States and the United Kingdom, and civil society was also stressed.

The minister for health services appreciated the role played by President Dr Arif Alvi and the First Lady in raising awareness about various health issues in Pakistan.

He expressed the hope that the precedent set by the Presidency would be sustained and followed.

Ali Mardan Domki stresses to ensure quality health facilities, proper utilization of allocated resources

QUETTA, Nov 28 (APP): Caretaker Chief Minister of Balochistan Mir Ali Mardan Khan Domki on Tuesday stressed ensuring quality health facilities to the masses and proper utilization of allocated resources for the health sector.

CM Ali Mardan Domki visited Sheikh Khalifa Bin Zayed Medical Complex Sariab road Quetta and inspected various departments.

The chief minister has also inaugurated the Hospital Management Information System (HMIS) in the Sheikh Khalifa Bin Zayed Medical Complex.

Speaking on the occasion, Mir Ali Mardan Khan Domki said that the government has allocated a significant amount of fund to ensure better and quality medical facilities for the people of the province.

He said that with the functioning of HMIS in the Sheikh Khalifa Bin Zayed Medical Complex, the data of all the patients coming to the hospital will be protected and due to the connection with the central database, the patients will be able to get medical assistance in all fields easily.

The functioning of the Post Graduate Management Institute will further improve the medical services of the hospital.

Briefing the chief minister on the occasion of his visit to Sheikh Khalifa Bin Zayed Medical Complex, Secretary Health Abdullah Khan said that efforts have been taken to bring reforms in the health sector to improve the health sector.

He informed that medicines are being supplied to all the districts of the province.

In Sheikh Khalifa Bin Zayed Medical Complex, the HMIS project which has been delayed since 2018 has been completed within a week and our effort is to complete all the pending projects in the health department.

On occasion, Executive Director of Sheikh Khalifa Bin Zayed Medical Complex, Dr. Zulfiqar Ali said that steps are being taken to improve the services and modern medical machinery and quality treatment facilities available in this 250-bed hospital.

He said that the completion of ongoing projects in the hospital will significantly improve the medical facilities.

On the occasion, Mir Ali Mardan Khan Domki awarded shields to the doctors and healthcare staff who have completed the Hospital Management Information System and provided outstanding medical services in various fields.
