Domestic dispute claims lives of 4 family members in Paharpur Tehsil
DERA ISMAIL KHAN, Nov 28 (APP): A domestic dispute on Tuesday claimed four members of a family, including three women, in Rahmani-Khel area of Paniyala, Paharpur Tehsil on Tuesday.
According to police, accused Toofan, son of Rasool Khan, killed his wife over a domestic dispute in Rahmani Khel, and in retaliation the brothers of the deceased woman shot dead his father Rasool Khan, mother and daughter (their niece).
The woman was reportedly pregnant.
Meanwhile, relatives of the three deceased started a protest by placing the bodies on the CPEC Road. The police were negotiating with the protesters to clear the road.
PM Kakar leaves for Kuwait on an official visit
ABU DHABI, Nov 28 (APP): Caretaker Prime Minister Anwaar-ul-Haq Kakar on Tuesday left for Kuwait City for an official visit after concluding his two-day visit to the United Arab Emirates.
At the Al-Bateen airport, UAE Minister of Energy and Infrastructure Suhail Mohamed Al Mazrouei and Pakistani diplomatic staff saw off the prime minister, PM Office Media Wing said in a press release.

During his visit to Kuwait, the Caretaker Prime Minister will meet with Crown Prince of Kuwait Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah and Prime Minister Sheikh Ahmed Al-Nawaf Al-Ahmad Al-Sabah. During the visit, a new era of economic and economic cooperation between the two countries will begin.
A number of MoUs will be signed for mutual cooperation in various sectors including manpower, information technology, minerals and mining, food security, energy and defense.
CM KP decides to involve NAB in project cycle
PESHAWAR, Nov 28 (APP): As an important step to make the officials working in development projects more confident as well as to ensure the completion of projects in a timely and transparent manner, Caretaker Chief Minister Khyber Pakhtunkhwa Justice (R) Syed Arshad Hussain Shah has decided to involve NAB representatives in project cycle including conception, planning and execution of development projects.
He directed the quarters concerned to send a formal letter to the higher authority of NAB in this regard.
He was presiding over the 15th meeting of the Board of Directors of Khyber Pakhtunkhwa Urban Mobility Authority (KPUMA) held here at Chief Minister’s House on Tuesday.
Caretaker Provincial Minister for ST&IT Dr Najeeb Ullah, administrative secretaries of concerned departments, DIG Traffic Police, MD KPUMA, CEO Trans Peshawar and other board members attended the meeting.
Touching upon the need and importance of the decision regarding the involvement of NAB representatives in the project cycle, the chief minister said that the whole exercise will not only ensure transparency in the development works but also give confidence to the working officers, resultantly, they will not feel any hesitation and fear regarding implementation of the projects.
The chief minister directed that all matters related to development projects should be kept fair and transparent in all respects from the very beginning so that implementation of projects is not delayed due to fear of accountability in the future.
“This process will help to ensure the completion of development projects within the stipulated timelines”, he remarked.
The board has approved the proposed nomination committee with TORs to recommend/nominate the non official members of the board as well as to further rationalize the number of board members.
The proposed committee will also recommend necessary amendments in the relevant law for that purpose.
The board accorded conditional approval to the proposed budget of the Authority for fiscal year 2023-24.
The board has also approved financial audited report of the Authority for the fiscal year 2021-22 and allowed to share the same with all the stakeholders.
The financial audited report had been conducted through an independent chartered account firm.
Ongoing development projects and other various matters related to the sustainability of Bus Repaid Transit project were also discussed in the meeting.
The chief minister while taking notice of the delay in the completion of BRT commercial plazas has convened the meeting of PDA and other relevant departments with the purpose of taking stock of progress on the construction of those commercial plazas and to decide the future course of action in order to ensure speedy completion of the projects.
The chief minister, on the occasion, directed the Trans Peshawar and other autonomous bodies to pay special attention to their self-reliance, adding that all the autonomous bodies/institutions would have to ensure efficient and judicious use of available resources for this purpose.
Syed Arshad Hussain Shah said that BRT was a project of public welfare and we have to take concrete steps in order to run it on a sustainable basis.
He agreed in principle to the proposed advertisement plan and installation of a solar plant in BRT Bus Depot and directed the concerned authorities to come up with final action plan in this regard within the next two weeks.
Chinese company to set up first foot-and-mouth disease-free ranch in Pakistan
BEIJING, Nov 28 (APP): A delegation from Pakistan’s Ministry of National Food Security and Research visited the Royal Cell Company in Nanning, China, and had a meeting to discuss potential collaboration.
Royal Cell Company presented its programs in Pakistan, which included the establishment of the first officially certified foot-and-mouth disease-free ranch and a buffalo embryo production experimental centre.
Tent Cuijin, Chairman of Royal Cell Company, expressed their plans for further expansion in Pakistan, stating, “The visit of the delegation aims to attract more investment for the establishment of disease-free ranches in Pakistan.
In addition to constructing more ranches, we aim to establish associated dairy and meat processing plants, expanding our collaboration to include dairy products including powdered milk, UHT (Ultra Heat Treated) milk and meat products such as beef jerky.”
The Pakistani delegation emphasized the importance of scientific research and technological cooperation between China and Pakistan, hoping that Royal Cell Company would facilitate such collaboration, China Economic Net (CEN) reported on Tuesday.
Muhammad Masood Anwar, Secretary of Livestock and Dairy Development Department in Punjab, stated, “We are particularly interested in collaborating on embryo transplantation technology. By establishing connections between research institutions in Punjab Province and Guangxi Province in China, we can jointly breed high-yielding buffalo varieties.”
The meeting concluded with a mutual agreement to foster partnerships between Pakistan and China in research, development and value addition within the buffalo industry.
This collaborative effort holds immense potential for enhancing product quality, increasing production efficiency and creating new market opportunities for buffalo products from both countries.
Speakers underscore media role in educating masses on global climate debate
ISLAMABAD, Nov 28 (APP): The speakers at a roundtable discussion on the climate change and role of media on Tuesday underscored the media’s role as crucial in educating the masses on the climate debate taking place at the global level.
The Centre for Strategic Perspectives (CSP) at the Institute of Strategic Studies Islamabad (ISSI), organized a Round Table discussion on “Climate Change and the Role of Media”, a news release said.
The keynote Speaker at the event was Chief Executive of the Civil Society Coalition for Climate Change (CSCCC), Aisha Khan, Foreign Office Spokesperson, Ambassador Mumtaz Zahra Baloch and Secretary, Ministry of Climate Change and Environmental Coordination, Asif Hyder Shah were among the prominent speakers.
Director CSP, Dr. Neelum Nigar in her introductory remarks stated that the acknowledgment of Pakistan’s pivotal role in COP-27, particularly in the establishment of the Loss and Damage Fund, underscores the country’s proactive stance on this global issue. In this context, the role of media was pivotal in the global discourse on climate change, acknowledging its influence in shaping public perceptions, policy priorities, and advocacy endeavors.
In his welcome address, DG ISSI Ambassador Sohail Mahmood highlighted the escalating seriousness of climate change, noting that it was already acknowledged as an “existential threat” for humanity. He recalled that the UN Secretary-General had recently pointed to the shift from “global warming” to “global boiling,” and had underscored the need for immediate, dramatic action to handle the climate crisis. In the wake of this global warming trajectory, Pakistan faced severe impacts which left no room for complacency.
Ambassador Sohail Mahmood asserted that addressing the menace of climate change required a comprehensive, whole-of-society approach, positioning it at the forefront of national priorities. He highlighted the importance and urgency accorded to this issue in the National Security Policy (2022-26), which called for mobilizing a cohesive national response and building a climate-resilient Pakistan.
The Director General also highlighted Pakistan’s proactive role on the international stage, raising awareness about the global dimensions of the climate threat faced by the country. Emphasizing the pivotal role of the media, he acknowledged its unique capacity to educate the public on the causes, impacts, and potential solutions of climate change through accurate and evidence-based reporting.
In her remarks, Aisha Khan emphasized the crucial need to comprehend the meaning of climate change to fully grasp its impact and effects. Regrettably, in Pakistan, the term “climate change” had not resonated with ordinary people. Its usage in diverse contexts had led to a lack of clarity, overshadowing its significance in critical areas such as food security, water security, energy security, and more.
Aisha Khan also highlighted the pervasive confusion surrounding the term and stressed the vital role of the media in resolving this issue. As a widely accessible source of information, the media could play a pivotal role in bridging the gap between the common man and the multifaceted threats and challenges posed by climate change.
Ambassador Mumtaz Zahra Baloch, in her remarks on the media’s role, highlighted that discussions on climate change could often be overly scientific and technical, posing challenges to general understanding. This was precisely where the media stepped in, breaking down complex information in a way that was accessible and easily comprehensible for the general public. She emphasized the importance of the media’s role in bringing international discussions and debates on climate change to the national audience, avoiding any politicization.
Mumtaz Zahra Baloch stressed the need for the media to educate the masses on the threats and challenges posed by climate change, particularly when discussions occur on a global stage. Identifying a challenge, she noted the dearth of climate change experts in the media and emphasized the importance of developing expertise within media outlets.
In his remarks, Secretary Climate Change Asif Shah highlighted various government initiatives on addressing climate change and related factors. Among others, he pointed out that the Ministry had formed working groups with provinces to coordinate on diverse climate-related issues. Regarding the media’s role, he emphasized its power to influence the masses with accurate information. He added that the Ministry was actively working on establishing a ‘COP Cell’ dedicated to COP matters, ensuring a sustainable cycle of policy and work continuity despite personnel changes. Additionally, the Ministry was going to launch a ‘COP Portal’ with crucial information and a real-time data bank, providing open public access to information relating to mitigation and adaptation actions and policies.
During the interactive discussion, representatives from various media houses shared their views and presented multiple suggestions for mainstreaming the issue of climate change in public discourse.
The event was concluded with a vote of thanks by Ambassador Khalid Mahmood, Chairman Board of Governors ISSI.
Pakistan fully committed to eradicate polio virus: PM Kakar
ABU DHABI, Nov 28 (APP): Caretaker Prime Minister Anwaar-ul-Haq Kakar on Tuesday appreciated the Gates Foundation’s support to the Government’s efforts to secure a polio-free Pakistan and reaffirmed Pakistan’s unwavering commitment to rid the country of this debilitating virus.
The caretaker prime minister received a telephone call from Bill Gates, co-chair of the Bill & Melinda Gates Foundation (BMGF) this evening to discuss progress in the ongoing efforts to eradicate polio from Pakistan.
The prime minister is currently on an official visit to the United Arab Emirates, PM Office Media Wing said in a press release.
During the telephone call, the prime minister and Gates followed up on their discussion in New York when they met on the sidelines of the UN General Assembly session in September.
In this regard, the caretaker prime minister briefed Gates on the polio vaccination drive currently in progress across Pakistan.
Prime Minister Kakar assured Gates that the government of Pakistan was fully committed to delivering on the promise of a healthier, safer and financially inclusive Pakistan and counted on reliable partners such as BMGF in this endeavor.
The issues of malnutrition and maternal health also came under discussion.
The prime minister expressed satisfaction at the excellent cooperation between the government and BMGF.

Senate body passes ‘The Pakistan Council for Science and Technology (Amendment) Bill, 2023’
ISLAMABAD, Nov 28 (APP): The Senate’s Standing Committee on Science and Technology on Tuesday unanimously passed “The Pakistan Council for Science and Technology (Amendment) Bill, 2023”.
The committee, which met with Senator Sardar Muhammad Shafiq Tareen in the chair at the Parliament House, was told by the mover Senator Shahadat Awan that the bill was aimed at maintaining parliamentary oversight over the Council by making it mandatory for the body to submit its annual report to the Parliament.
While discussing the implementation status of recommendations, the Secretary of Ministry of Science & Technology (MoST) Ali Raza Bhutta stated that the ministry had complied with the committee’s recommendations, and had submitted its report in that regard.
He also briefed the committee on the pending promotions in all departments, especially Pakistan Standards and Quality Control Authority (PSQCA), and the reasons for delay.
Ali Raza Bhutta mentioned that the promotions were pending due to the absence of a regular director general and inter-departmental disputes in the PSQCA. The ministry had, however, directed the Authority to expedite the pending promotion cases, he added.
Regarding vacant posts, the Secretary MoST stated that the ministry had scrapped the ongoing process due to the committee’s suspicions, and new posts would be announced after analyzing the required workforce of PSQCA.
The committee recommended the ministry to continue recruitment after addressing all the lacunas.
The committee was briefed on the terms, conditions, and tenure of the existing Director General of the Pakistan Halal Authority.
The Secretary MoST said that the current DG, Akhtar Ahmed Bughio, was appointed on April 10, 2023, for a term of three years, and his period was extended in May 2023 for further three years, entitled to all perks and privileges of Grade 21 of the civil services.
The Senate body also deliberated on the recovery of Rs 2.5 million in unjustified benefits from the DG PHA.
The DG PSQCA stated that it transpired from the initial inquiry that the money was transferred without following prescribed rules. A detailed report would be submitted to the committee upon the conclusion of the investigation, he added.
The committee also discussed the inquiry conducted on the illegal appointment of Ali Bux Soomro and Khalid Ahmad Bulbani in the PSQCA.
The DG PSQCA said according to the PSQCA records, no inquiry had been conducted against the mentioned individuals, and they were recruited following all the required procedures.
Senator Sardar Muhammad Shafiq Tareen stated that a copy of an inquiry had been submitted before the committee, indicating that an inquiry was initiated against the said individuals for illegal appointments.
The Secretary MoST maintained that the ministry would investigate the matter and submit its report to the committee upon conclusion.
Senators Dr Muhammad Humayun Mohmand, Sana Jamali, Engr Rukhsana Zuberi, Dr Afnan Ullah Khan, Muhammad Asad Ali Khan Junejo and Shahadat Awan, besides the senior officers of relevant departments attended the meeting.
