UNSC calls on states to ramp up cooperation to combat transnational crime

UNITED NATIONS, Dec 08 (APP):Adopting a presidential statement, the UN Security Council recognized the importance of enhancing international and regional cooperation to counter transnational organized crime during a day-long open debate on Thursday.
By the text, the 15-nation Council expressed concern over the serious, growing threats posed by transnational organized crime and acknowledged that — in specific contexts and regions — terrorists may benefit from organized crime, whether domestic or transnational.
The debate took place days after Canada and the US  accused the Indian government of being involved in targeting Sikh activists on the soils of the North American neighbours.
In this regard, Gurpatwant Singh Pannun, a pro-Khalistan leader,  went on to accuse India of ‘transnational terrorism’ after the US foiled a plot to kill him.
The US said that the plot to kill Pannun, an American and Canadian citizen who is a lawyer with the Sikhs for Justice (SfJ) , an advocacy group, was thwarted, after the June murder of another Sikh leader, Hardeep Singh Nijjar, in a Vancouver, Canada.
“The foiled attempt on my life on American soil by the Indian agents is transnational terrorism which is a threat to the US sovereignty, freedom of speech and democracy, so I will let the US government respond to this threat,”  said Pannun in an interview with The Financial Times.
India, he added,  was “using mercenaries” to target and kill Sikh activists who support calls for the establishment of Khalistan, an independent Sikh homeland.
The statement that the Security Council adopted expressed concern that transnational crimes may threaten the security of countries on its agenda.
The Council also called on all member states to improve border management and international cooperation to effectively constrain the spread of transnational threats.
It further urged member states to strengthen their judicial, law enforcement and border-control capacities and to develop their capabilities to investigate arms-trafficking networks.
Additionally, the Council recognized the importance of enhanced political and conflict-related analysis, including on criminal networks that support transnational organized crime and terrorism.
Following the adoption, UN Secretary-General Antonio Guterres observed that transnational organized crime — “often invisible, but always insidious” — is a vicious threat to peace, security and sustainable development. “
Amidst a world in crisis, illicit economies find fertile ground to grow,” he said, highlighting the effects of such crime in countries like Afghanistan, Colombia, Haiti, Myanmar and Somalia.
While transnational criminal activities can take many forms, their ramifications are the same — weakened governance, corruption, lawlessness, death and destruction.
Guterres said the links between organized crime and terrorism is another concern. In the Sahel region in Africa, for example, illicit trade in fuel, drugs, arms and natural resources, provides resources for armed groups, threatening the lives and livelihoods of millions.
Although the Security Council has long recognized the danger posed by transnational organized crime to international peace and security “we must do more to strengthen our defences,” he said, urging action in three priority areas.
As multilateral cooperation is “the only credible path to target the criminal dynamics that fuel violence and prolong cycles of conflict,” it must be strengthened, he said.
The Secretary-General urged Member States to fully implement the UN Convention against Transnational Organized Crime and its three additional protocols, and to work together on investigations and prosecutions.
He also expressed hope that countries would reach consensus on a new treaty on cybercrime, and that they would share and exchange data, noting that crime groups have been quick to exploit cryptocurrencies and digital tools.
His second point highlighted the critical need to strengthen the rule of law which is “foundational to our efforts to find peaceful solutions to conflicts, and tackle the multifaceted threats posed by transnational organized crime.”
Effective rule of law builds trust in institutions, creates a level playing field, and contributes to reducing corruption.  It also underpins human rights and enables sustainable social, political, and economic development.
However, “many countries are at grave risk of the Rule of Lawlessness,” he warned.  “From unconstitutional seizures of power to the trampling of human rights, governments themselves are contributing to disorder and a lack of accountability.”
 Guterres appealed for countries to strengthen prevention and foster inclusion, which includes stepping up efforts to achieve sustainable development for all.
Action required includes ensuring respect for human rights, tackling cybercrime more effectively, and advancing gender equality.
The head of the UN Office on Drugs and Crime (UNODC), Ghada Waly, echoed the Secretary-General’s call for collective global action.
She previewed a report, to be published on Friday, which reveals that organized criminal groups or gangs are responsible for almost a quarter of all homicides worldwide.
The impact of organized crime is also manifesting in alarming new ways, she said, “from shocking forms of violence in European port cities connected with the drug trade, to political assassinations and infiltration of prisons in parts of Latin America.”

Rupee gains 24 paisa against Dollar

ISLAMABAD, Dec 8 (APP): Pakistani Rupee on Friday gained 24 paisa against US Dollar in the interbank trading and closed at Rs283.87 against the previous day’s closing at Rs284.11.

However, according to the Forex Association of Pakistan (FAP), the buying and selling rates of the Dollar in the open market stood at Rs283.5 and Rs285.8 respectively.

The price of the Euro decreased by 27 paisa to close at Rs305.99 against the last day’s closing of Rs306.26, according to the State Bank of Pakistan (SBP).

The Japanese Yen went up by 01 paisa and closed at Rs1.96; whereas a decrease of 79 paisa was witnessed in the exchange rate of the British Pound, which traded at Rs356.67 compared to the last closing of Rs357.46.

The exchange rate of the Emirates Dirham and the Saudi Riyal decreased by 06 paisa and 07 paisa to closed at 77.30 and Rs75.68 respectively.

Tehsil chairmen, tribal elders discuss development process with Dr. Aamer Abdullah

PESHAWAR, Dec 08 (APP): A representative delegation of tehsil chairmen and tribal leaders hailing from the newly merged districts, called on Khyber Pakhtunkhwa Caretaker Minister for Newly Merged Districts Affairs, Industries, Commerce and Technical Education, Dr. Aamer Abdullah here Friday and discussed with him matters related to development process, public problems and possible cooperation for their solution.

The delegation was comprised on tribal leader and Tehsil Chairman from Bajaur Said Badshah, Tehsil Chairman South Waziristan Lower Taj Maluk, Tehsil Chairman North Waziristan Ahmad Said, Tehsil Chairman Upper Kuram Ehsanullah, Tehsil Chairman South Waziristan Upper Maulana Saleh and Tehsil Chairmain Orkazai Maulana Tahir Orkazai.

During the meeting, the caretaker minister said that the relevant authorities would be contacted for the purpose of including the consultation of local public representatives in the identification of new schemes under the Risk Project of the World Bank in the merged districts.

He said that the controversial committee formed in the previous federal government for the use of funds in the merged districts has been canceled by the federal government on the demand of the provincial government and now the funds which receive for utilization in these districts can be used through the province wherein,views of local chairmen will be included.

The caretaker minister said that due to financial constraints and ban imposed by the Election Commission, new projects had not been started, but we were trying to ensure funds provision to the ongoing projects in the merged districts.

He said that due to their consecutive efforts, TMAs of the merged districts had received funds to pay back salaries while assured that concerned ministers and administrative secretaries of the development sector departments would be asked to include the opinion of local body chairmen in the PC-I of the new proposed projects in the merged districts.

On a question of solarization of mosques in the merged districts, the caretaker minister said that at present, two solar energy projects were running in the merged districts, one of which was near to completion and the other was in preliminary stage. He added that they were trying to provide reasonable funding to these projects for their early completion so that people could start benefiting from their fruits soon.

The caretaker minister further said that fund had been released for the Ghalanai road and the stopped construction work in same road had started again. He said that in this way, efforts were underway to release funds to start work on important communication projects in Orakzai and Waziristan also.

PTI intra-party election plea rejected by ECP; hearing postponed to December 12

ISLAMABAD, Dec 08 (APP): The Election Commission of Pakistan (ECP) Friday dismissed Akbar S. Babar’s plea for a fresh round of intra-party elections within the Pakistan Tehreek-i-Insaf and adjourned the hearing till December 12.

A five-member ECP bench, led by Chief Election Commissioner (CEC) Sikandar Sultan Raja, considered a series of petitions submitted by PTI founding member Akbar S. Babar, Tahir Nawaz, Noreen Farooq, and others.

These petitions challenge the recently conducted intra-party polls of the Tehreek-i-Insaf (PTI).

Secretary of the Election Commission, Umar Hameed Khan, along with 14 petitioners and additional individuals, presented themselves before the commission.

The legal representatives of PTI’s founding member, Akbar S. Babar, and Raja Tahir Nawaz Abbasi asserted that the intra-party elections were not conducted in compliance with the rules and should be invalidated.

The bench, highlighting Election Act Section 215, dismissed Babar’s plea, stating the re-conduct of PTI’s intra-party elections should be dropped.

Lawyer Ali Hassan, representing petitioner Akbar S. Babar, contended that the PTI Election Commission was established just two days before the elections, without the creation of a voter list, and the elections took place shortly thereafter.

Speaking to the media persons outside the ECP, Akbar S. Babar asserted that a political maneuver was executed under the guise of democracy.

Urumqi welcomes first shipment of Pakistani frozen fish

BEIJING, Dec 8 (APP):A shipment, consisting of 388 kilograms of various Pakistani seafood varieties, including frozen puffer fish, frozen catfish, and frozen sardines, is being efficiently and orderly unloaded at Urumqi Diwopu International Airport on December 6.
This marks the first import of seafood through Urumqi Aviation Port this year, China Economic Net reported on Friday.
After the import, this batch of frozen fish will be promptly transported to Nanjing, China, to be exhibited at the first “China-Pakistan Economic Corridor Frozen Product Trade and Exchange Conference”.
Guan Jiangbo, head of the Comprehensive Business Division at Urumqi Diwopu Airport Customs, mentioned that this import of frozen fish enriched the variety of goods being imported through the port. “In the future, we’ll promote the import of high-quality goods, meeting the diverse demands of Chinese consumers,” he added.
Chai Ye, from the importing company based in Nanjing, termed this batch of frozen fish as an “exploratory move” by Pakistani merchants for participation in the exhibition. “If the market response is favorable, they plan to import more frozen seafood from Pakistan to the Chinese market.”

Pakistan earns $206.928 m by exporting transport services during July-September

ISLAMABAD, Dec 8 (APP): Pakistan earned US $206.928 million by providing different transport services in various countries during the first three months of the current fiscal year (2023-24) as compared to the corresponding period of last year.

This shows a decline of 6.78 percent as compared to $221.969 million earned through the provision of services during the corresponding months of the fiscal year (2022-23), the Pakistan Bureau of Statistics (PBS) reported.

During the months under review, the exports of sea transport services witnessed a decrease of 42.86 percent, going down from $52.660 million last year to $30.090 million during the months under review.

Among the sea transport services, the exports of freight services dipped by 69.59 percent from $42.060 million last year to $12.790 million whereas the exports of other sea transport services however increased by 63.21 percent from $10.600 million to $17.300 million current year, the PBS data revealed.

The exports of air transport witnessed an increase of 3.58 percent going up from $163.449 million last year to $169.298 million during July-September 2023.

Among the air transport services, the exports of passenger services increased by 2.84 percent, from $105.110 million to $108.100 million, whereas the exports of freight services dipped by 18.92 percent, from $ 8.670 million to $ 7.030 million, in addition, the export of other air transport services increased by 9.06 percent from $49.669 million to $54.168 million.

Meanwhile, the exports of road transport services during the months under review witnessed a growth of 69.75 percent going up from $3.670 million to $6.230 million during this year, it added.

Among the road transport services, the exports of freight services witnessed a decrease o f 12.93 percent from $1.160 million to $1.010 million, while the export of postal and courier services decreased by 40.18 percent, from $2.190 million to $1.310 million, the data revealed.

2000 adulterated milk wasted at Multan toll plaza

MUZAFFARGARH, Dec 08 (APP):In a major action against the adulteration mafia, the dairy safety team detected 2000 liter of mixed milk at Sher Shah toll plaza, Multan, and wasted it on the spot.
In a statement issued by the Punjab Food Authority (PFA) here Friday, the checking team led by its Director of Operations found the said quantity of adulterated milk completely short of fundamental dietary nutrients during routine kind of checking at the toll plaza.
After checking through the lacto machine the owner of vehicle number IDT- 6035 was served a warning notice.
It is however not mentioned whether the owner of the milk was fined and if found then how much it was.
DG food authority added in the statement that internal and external routes of the city were being checked thoroughly to control the supply of adulterated milk to dairy shops or individuals’ homes.

Fire eruption: Electricity fully restored on Taramri Grid Station

ISLAMABAD, Dec 8 (APP):The electricity supply that remained suspended for hours on Friday morning in nine feeders of 132-KV Taramri Grid Station due to a fire eruption in its main hole has fully been restored.
 The Spokesperson for Islamabad Electric Supply Company (IESCO) said that power supply to feeders including Lethrar Road, Park Enclave, Azad Shaheed, COMSAT, Khana East, Ghauri Garden-2, Waheedabad and Burma remained suspended due to the fire incident.
He said soon after the incident, GSO and relevant teams rushed to the site and launched restoration work. The IESCO also regretted the consumers for power suspension, he said.

Hazaragi language should be given sufficient representation on PTV Bolan: Solangi

QUETTA, Dec 8 (APP):Caretaker Federal Minister for Information and Broadcasting Murtaza Solangi on Friday said that like other regional languages of Balochistan, the Hazaragi language should also be given enough representation on PTV Bolan.
The minister, during his visit to the Pakistan Television Quetta Center, issued the directives to extend the duration of Hazaragi language programmes on PTV Bolan than the PTV management had planned.
He was briefed by the General Manager PTV and heads of multiple departments regarding PTV Bolan’s transmission, news bulletins, current affairs programmes and budget.
The minister, who reviewed the broadcast of PTV Bolan, later told a press conference that the broadcast of Hazaragi language programmes on PTV Bolan would be started from December 17.
“We will endeavour to meet the technical and human resource requirements of PTV Bolan on the priority basis”, he minister assured.

Gold rates dip by Rs.300 to Rs.218,600 per tola

ISLAMABAD, Dec 8 (APP):The per tola price of 24 karat gold witnessed a decrease of Rs.300 on Friday and was sold at Rs.218,600 against its sale at Rs.218,900  the last trading day.
The price of 10 grams of 24 karat also decreased by Rs.257 to Rs.187,414 from Rs 187,671 whereas that of and 10 gram 22 Karat gold went down to Rs.171,796 from Rs 172,032.
The price of per tola silver and ten-gram silver remained unchanged at Rs.2,600 and Rs 2,229.08 respectively.
The price of gold in the international market witnessed no change and was traded at $2,050, the Association reported.
