Amid continuing Israel’s Gaza attacks, UN Chief urges global backing of two-state solution

UNITED NATIONS, Jan 17 (APP): Unremitting conflict in Gaza has already sparked regional insecurity and is clear evidence that the international community needs to throw its weight behind a two-state solution in the Occupied Palestinian Territory to resolve the enduring crisis “once and for all”, UN Secretary-General Antonio Guterres said Wednesday.

Speaking at the annual World Economic Forum in Davos, Switzerland, the UN chief referred to reports of ongoing heavy Israeli bombardment of Gaza which had left tens of thousands of civilians dead and prompted repeated warnings from UN humanitarians of approaching famine and disease among the 1.9 million people displaced, and said “spillover” from the conflict in the wider region was “already taking place”.

A fully-fledged confrontation between Israel and Lebanon where rocket and weapons exchanges on the border with Israel had already claimed lives “would be a total disaster”, the UN Secretary-General emphasized.

Any escalation “needed to be avoided at all costs”, he said, just as attacks by Houthi fighters in Yemen on ships in the Red Sea had demonstrated that all efforts to date to resolve the Gaza crisis were “not enough”.

“It’s very important to address the humanitarian situation in Gaza, it’s very important to have a humanitarian ceasefire…but we need to find once and for all a total commitment of the international community for a two-state solution to exist in Israel and Palestine as the basis for a stable and peaceful Middle East for the benefit of everybody,” he said.

The only way for Israelis and Palestinians to live together in security “is if each one of them has a state”, the UN chief said, expanding on his earlier remarks about the importance of respecting countries’ territorial integrity, in particular Ukraine’s, nearly two years after the Russian invasion.

“From Russia’s invasion of Ukraine, to Sudan, and, more recently, Gaza, parties to conflict are ignoring international law, trampling on the Geneva Conventions and even violating the United Nations Charter,” Guterres said, before noting that geopolitical divisions had become a major threat to the “faltering” global economy.

In a call to world leaders and the private sector to prevent further damage to governmental trust and the institutions that form the bedrock of global cooperation, the UN Secretary-General urged them to back reforms of financial institutions “to get the world back on track to safety, prosperity and peace”.

Many of the world’s ills were the result of a disconnect between “the rich, the big and the rest of the world”, he told the world’s economic elite, in an appeal for a “serious negotiation” between industrialized nations and emerging economies that were “drowning in debt”.

Countries in the Global South were so crippled by high interest rates that they were unable to future-proof their citizens when implementing the Sustainable Development Goals (SDGs) had never been more important, Guterres insisted, just many countries remained “hellbent” on raising emissions of greenhouse gases.

“The fossil fuel industry has just launched yet another multi-million-dollar campaign to kneecap progress and keep the oil and gas flowing indefinitely,” the UN chief said, in a wide-ranging address highlighting how many nations seemed “powerless to work together” to stop the climate threat, while in Switzerland “glaciers are disappearing before our eyes”.

Taking aim at Big Tech, the UN chief also urged action against the “serious unintended consequences” posed by Artificial Intelligence (AI), for which – like climate change – there was “no effective global strategy”.

AI technology offered enormous potential for sustainable development, “but the International Monetary Fund has just warned that it is very likely to worsen inequality”, he said, before laying into technology companies’ pursuit of profit that involved a “reckless disregard” for human rights and personal privacy.

In the face of these 21st century problems, together with enduring geopolitical divides it was “little wonder” that people everywhere were losing faith “in governments, institutions, and financial and economic systems”, the Secretary-General insisted.

And although the Russian invasion of Ukraine and the Middle East crisis represented serious new threats to global peace and security because they had split the permanent members of the UN Security Council in a way that had not been seen for years, Guterres said he was optimistic that progress on other key areas of global cooperation was possible.

“A lot can be done on the economy, a lot can be done on the climate and a lot can be done on technology” he said, thanks to “a new, multipolar global order with new opportunities for leadership, balance and justice”.

The reformed and inclusive multilateral system was needed to avoid an “epidemic of impunity” that had seen some countries “doing whatever it takes to further their own interests at all costs”, the UN chief continued, as he also railed against “obscene” inequality that had reportedly left the world’s richest men earning $14 million per hour.

“At the same time, more than half the world, nearly five billion people, have become poorer,” Guterres noted.

Ashrafi strongly condemns Iran’s airspace violation

ISLAMABAD, Jan 17 (APP): The Prime Minister’s Special Representative on Religious Harmony and Pakistani Diaspora in the Middle East and Muslim Countries, Hafiz Muhammad Tahir Mehmood Ashrafi, on Wednesday strongly condemned Iran’s unprovoked airspace violation.

Ashrafi, in a video message, emphasized that though Iran was a neighbouring Muslim brother country but such violations were against Pakistan’s sovereignty and integrity, which was unacceptable.

Ashrafi, who is also Chairman of Pakistan Ulema Council, said Pakistan respected Iran’s geographical boundaries and expected reciprocation from it.

He emphasized that adherence to international law was imperative, underscoring the importance of respecting each other’s independence, security, and sovereignty.

He said terrorism was a global issue, stressing the need of a collaborative strategy to eliminate the menace from the region.

Ashrafi called upon the Iranian government to tender an apology for its illegal act and give assurance that no such aggression would occur.

He said Pakistan had the right to give a fitting response, emphasizing that entire nation stood unitedly with its security forces.

No one should be in the delusion that Pakistan could be destabilized as it robust armed forces were fully capable to safeguard its sovereignty and geographical boundaries, he added.

He, however, expressed optimism that the two countries would resolve the issue through mutual understanding.

PM Kakar appreciates Bill & Melinda Gates Foundation’s ongoing collaboration with Pakistan

DAVOS, Jan 17 (APP): Caretaker Prime Minister Anwaar-ul-Haq Kakar on Wednesday appreciated the Bill & Melinda Gates Foundation’s ongoing collaboration with Pakistan, especially its critical support across such sectors as public health, social initiatives, and financial inclusion, as well as during the COVID-19 pandemic and the floods of 2022.

The prime minister met Bill Gates, co-chair of the Bill & Melinda Gates Foundation, on the sidelines of the 54th annual meeting of the World Economic Forum, PM Office Media Wing said in a press release.

Prime Minister Kakar and Gates discussed a range of social support initiatives being undertaken in Pakistan, emphasizing the need to further consolidate the gains while scaling up efforts throughout the country.

He also outlined the government’s collaborative efforts to combat poverty and malnutrition.

 

Azerbaijan declares 2024 as “Green World Solidarity Year”: Amb Farhadov

ISLAMABAD, Jan 17 (APP): Ambassador of Azerbaijan Khazar Farhadov said on Wednesday that the year 2024 has been declared as “Green World Solidarity Year” in the Republic of Azerbaijan and it will host the COP29 International Climate Conference in December in Baku.

He was addressing as the chief guest at the special session on climate The Center of Climate Diplomacy, in collaboration with COPAIR (Center of Pakistan and International Relations), organized a thought-provoking roundtable conference on the topic “Shaping Tomorrow’s Resilience.”

The event aimed to shed light on the urgent and immediate challenges posed by climate change and the need for collective attention and collaborative action.

The guests and experts from various fields gathered to address the conference, emphasizing the pressing nature of climate change and the necessity for immediate action.

Ambassador Farhadov said President of the Republic of Azerbaijan Ilham Aliyev has signed an Order on declaring 2024 as the “Green World Solidarity Year” in the country.

“The focal points of our current energy policy revolve around the development of green energy and the facilitation of its transport to global markets. Liberated Karabakh and East Zangezur, as well as the Nakhchivan Autonomous Republic, have been declared green energy zones,” he added.

The ambassador said the protection of the environment stands as a priority in the extensive restoration and redevelopment processes unfolding in the liberated territories. Innovative approaches such as “smart city” and “smart village” are implemented in these areas, contributing to ecosystem restoration.

Shedding light on the impact of conflicts on the environment, he informed that Armenia’s three-decade occupation of Azerbaijani territories extensively damaged the ecosystem, wildlife and natural resources.

He informed that government of Azerbaijan’s goal is for renewable energy to constitute 30% of electricity generating capacity by 2030 and to reduce its greenhouse gas emissions by 30 percent from 1990 levels by 2030 and by 40 percent by 2050.

He stressed that the country is ambitious to deliver on its national climate commitments and aims to strengthen multi-lateral partnerships and global cooperation which is also evident from the plans to export 4GW of renewable energy to Europe through Black Sea.

Other participants who graced the ceremony were CEO of NDMRF Bilal Anwar, Zulekha (NDMA), Usman Manzur (Programme Officer, UNDP), Aftab Alam Khan (CEO of Resilient Future International), Dr. Usman Mustafa (Advisor on Economy and SDGs), and Dr. Fozia Kanwal (POODA).

Iranian attack inside Pakistan’s territory, a serious breach of sovereignty, violates int’l law, spirit of ties: FM Jilani

ISLAMABAD, Jan 17 (APP): Caretaker Foreign Minister Jalil Abbas Jilani on Wednesday firmly underscored that the attack conducted by Iran inside Pakistani territory, on January 16, was not only a serious breach of Pakistan’s sovereignty but was also an egregious violation of international law and the spirit of bilateral relations between Pakistan and Iran.

“Expressing Pakistan’s unreserved condemnation of the attack, the Foreign Minister added that the incident has caused serious damage to bilateral ties between Pakistan and Iran. The Foreign Minister added that Pakistan reserved the right to respond to this provocative act,” the Foreign Office Spokesperson said in a press release.

The caretaker foreign minister who is currently leading the Pakistan delegation to the Ministerial Meeting of the Non-Aligned Movement in Kampala, Uganda, received a telephone call from Foreign Minister of Iran Hossein Amir Abdollahian.

Stressing that terrorism was a common threat to the region and required concerted and coordinated efforts to combat this menace, Foreign Minister Jilani underlined that unilateral actions could seriously undermine regional peace and stability.

No country in the region should tread this perilous path, he stressed.

 

 

 

Fake news – a biggest threat to democracy & journalism: Solangi

ISLAMABAD, Jan 17 (APP): Caretaker Minister for Information, Broadcasting and Parliamentary Affairs Murtaza Solangi on Wednesday saidthat the fake news had become the biggest threat to democracy and journalism.

Highlighting the issue of fake news, disinformation and misinformation on the social media platform ‘X’, the minister referred to the doctored notifications and statements of institutions being circulated on social media regarding elections.

Condemning a fake press release issued in the name of the Election Commission of Pakistan, he said such unethical moves were on the rise as the date of elections was nearing in.

“Today, a fake directive was forged and circulated in the name of Principal Secretary to the Prime Minister. Now the Chief Election Commissioner is being targeted. Today fake news is the biggest threat to democracy and journalism,” the minister remarked.

Alternative Dispute Resolution essential to alleviate strain on judiciary: Mushaal

ISLAMABAD, Jan 17 (APP):Special Assistant to Prime Minister for Human Rights and Women Empowerment, Mushaal Hussein Mullick, has said that Alternative Disputes Resolution (ADR) is gaining considerable recognition in Pakistan due to its potential to alleviate the burden on the overburdened court system.
She was addressing a Workshop organized by Legal Aid and Justice Authority (LAJA), Ministry of Human Rights. The Workshop was aimed at capacity building and imparting training to ADR practitioners in ADR methods such as mediation, arbitration, and negotiation.
The workshop was addressed by a distinguished panel consisting of Senior Judge Federal Sharia Court Justice Syed Muhammad Anwar, DG National Police Bureau Ehsan Sadiq, DG. LAJA Dr. Rahim Awan, DG HR Ministry of Human Rights Abdul Sattar, and Executive Director PCHR Choudhary Shafique. The workshop was attended by a large number of aspiring ADR practitioners.
In her address she said that the Government, legal community, and various institutions had been taking initiatives to promote ADR and integrate it into the legal framework. She further said that ADR had many advantages to benefit from including; efficiency, cost effectiveness, Confidentiality, and Flexibility.
Mushaal underscored the transformative potential of Alternative Dispute Resolution (ADR) in alleviating the strain on the judicial system. She emphasized that the core objective of ADR was to complement traditional courts and mitigate the backlog of cases. She pointed out that there were 750 cases per judge in Pakistan rendering the conventional court trial process resource intensive and time consuming.
She said that one of the key functions of LAJA was to provide legal aid/assistance to poor and vulnerable groups, particularly women and children and enhance public awareness of legal aid and laws in Pakistan. She further said that ADR if institutionalized would prove to be a valuable tool in empowering women, girls and marginalized communities because of its quick dispensation of justice.
Mushaal acknowledged the efforts of the Legal Aid and Justice Authority formed under the LAJA Act 2020 to institutionalize the concept of ADR and establish reconciliatory committees across Pakistan. She further said that these efforts by LAJA would help to prepare a pool of Master Trainers on ADR in the country through capacity building and training sessions on modern ADR techniques and enable the ADR practitioners in dispute resolution mechanisms.
Mushaal emphasized that training ADR practitioners should be our key priority. She further said that the workshop was an important avenue to explore the challenges, opportunities, and new developments in alternative dispute resolution in Pakistan.

Poor inflows leads to reduction of outflows to  only 100 cusecs from Mangla  Dam

MIRPUR, Jan 17 (APP):The water level in the Mangla dam rose on Wednesday due to slow-paced, insufficient inflows of 4400 cusecs of water, which continued to release only 100 cusecs of water for the fifth day in a row, according to official sources.
The second-largest reservoir in the nation, Mangla Dam, was discovered to be continuously dry approximately five days ago as a result of the ongoing, slow-paced inflows caused by sporadic snowfall on the highest peaks of the Himalayan state of Jammu and Kashmir. This was due to the reported snowfall on the highest upper reaches of the state.
 As a result, there was an extraordinary drop in river water flow that fell into the reservoir, thus lowering the water level to a greater extent.
According to official sources who spoke with APP on Wednesday, the water level at Mangla Dam, which is situated in the AJK district of Mirpur, was recorded as 1157.65 feet on Monday, compared to a maximum conservation level of 1242 feet and a live storage capacity of 2.097 MAF in the reservoir.
According to the sources, the dam’s water level is currently rising gradually but at the slowest rate.
The water level in the Mangla Dam reservoir was measured at 1157.65 feet by Wednesday, January 17, 2024, following the discharge of 84.35 feet of water from the reservoir due to the continuing season’s continuous due intake of water.
It should be noted that Mangla Dam, the nation’s largest reservoir in terms of water storage, was seasonal impounding on August 17, 2018, when it was filled to its maximum conservation capacity of 1242 feet. The Mangla Dam reservoir currently has 2.097 million acre feet (MAF) of water available, the media wing of WAPDA announced on Wednesday.
On Monday, the Mangla dam reservoir’s Jhelum River inflows were measured at 3300 cusecs, while the dam’s outflows were only 100 cusecs.
In the meantime, on Monday, the barrages, reservoir levels, and overall positions of the river inflows and outflows at Tarbela, Mangla, and Chashma remained as under.

China achieves high quality development targets in 2023: Chinese CG

It has continued to rebound and show positive trends, with the solid promotion of high-quality development, he added.

According to customs statistics, in 2023, the total value of China’s goods trade imports and exports reached 41.76 trillion yuan, representing a year-on-year growth of 0.2%. The combined exports of the “new three” products—electric passenger vehicles, lithium batteries, and solar cells—reached 1.06 trillion yuan, reflecting year-on-year growth of 29.9%, Chinese CG said, adding that this indicates a sustained optimization and upgrade of China’s export product structure, reflecting a new trend in high-quality development of the Chinese economy.

Elaborating the achievements of the People’s Republic of China, the Consul General said the foreign capital and foreign enterprises continue to show confidence in China’s innovation resources and business environment, as evidenced by their increasing investments in the country. In the first 11 months of 2023, the actual utilization of foreign investment in China exceeded 1 trillion yuan, maintaining a historical high. The Chinese market has become a stage for testing and honing the competitiveness of enterprises.

Referring to Tourism development, he said the consumer demand continues to recover, with Chinese citizens showing increasing interest in tourism, fitness, entertainment and health maintenance. During the 3-day New Year’s holiday in 2024, domestic tourism in the country saw 135 million trips, marking a remarkable year-on-year growth of 155.3% and ushering in a strong start for consumption.

In the first 11 months of 2023, investment in China’s high-tech industries grew by 10.5% year-on-year, surpassing the overall investment growth rate by 7.6 percentage points, Yang Yundong said.

He said renewable energy has become a new force in ensuring China’s power supply, with an installed capacity reaching 1.45 billion kilowatts, accounting for over 50% of the country’s total power generation capacity and surpassing historical records in thermal power installations.

He said the industrial economy was steadily recovering as on November 4th, the domestically produced large cruise ship “Adora Magic City” was named and delivered, marking China’s capability to simultaneously build aircraft carriers, large liquefied natural gas transport ships, and large cruise ships. This achievement symbolizes the culmination of China’s shipbuilding industry, known as the “three pearls”, he added.

Looking ahead to 2024, the world economy and trade face challenges of increasing trade protectionism and escalating geopolitical conflicts, the Consul General said China’s economy demonstrates strong resilience, substantial potential, and vitality. It benefits from the institutional advantages of a socialist market economy, the demand advantages of an enormous market, the supply advantages of a comprehensive industrial system, and the talent advantages of a large number of high-quality workers and entrepreneurs.

He said in order to build China into a great modern socialist country in all respects, we have adopted a two-step strategic plan: basically, realize socialist modernization from 2020 through 2035, build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful from 2035 through the middle of this century.

He said over the past year, Chinese diplomacy had upheld fundamental principles while breaking new ground and forged ahead in China’s external work. We have created a favorable environment for building a great modern socialist country and advancing the rejuvenation of the Chinese nation.
