Money Bill 2023 tabled in NA to discuss fund allocation for KP, Punjab polls

ISLAMABAD, Apr 10 (APP): Minister for Finance and Revenue, Senator Mohammad Ishaq Dar on Monday tabled the Money Bill 2023 before the National Assembly (NA) to decide and discuss funds allocation for the provincial assemblies of Punjab and Khyber Pakhtunkhwa elections.

The minister tabled the Bill titled “Charge Sum for General Election Provincial Assemblies of Punjab and Khyber Pakhtunkhwa Bill 2023” in the light of the federal cabinet decision during the 51st session of the National Assembly.

Setting the context for the Bill, Senator Ishaq said this House passed a resolution in the light of the multiple verdicts of the Supreme Court to assert that the Supreme Court decision of majority decision was 4-3, which has negated the suo moto notice.

However, he said the house also emphasized upon the government not to implement the 3-0 decision of the Apex Court which was a minority verdict and should not be implemented in its resolution.

The finance minister underlined that the federal cabinet, in its recent meeting in the light of the resolution of this house, deliberated upon the Supreme Court decision and decided that the Apex Court decision to allocate funds for provincial assemblies’ elections of KP and Punjab should be tabled before this house, which should decide the matter.

He added that the Supreme Court in its decision had directed the federal government to provide Rs. 21 billion to the Election Commission of Pakistan to hold provincial elections. “These elections would be held without general elections of the National Assembly, Sindh and Balochistan assemblies,” he said.

The Money Bill 2023 was tabled in the light of the federal government’s decision as per article 81-E of the Constitution, the minister added.

He vowed that the coalition government was determined under the leadership of Prime Minister Shehbaz Sharif to purge the country from the menace of terrorism and pull out the country of its economic, political and constitutional crises so that prosperity and development would be the fate of the nation as usual.

The Speaker announced that the Bill was automatically referred to the committee.

Ishaq Dar, in the preamble of his speech, mentioned that from July 2022 to till date Pakistan has repaid 12 billion dollars in foreign debt. “We are paying each foreign payment in time,” he said.

He said that Pakistan had 9.6 billion foreign exchange reserves at present. “Pakistan reserves stand at a total of $9.60 billion — $4.10 billion available with the State Bank of Pakistan and $5.50 billion of commercial banks,” he added.
The minister said that a strategy had been devised by the government to take the country’s foreign exchange reserves to $13 billion by June 30.

He said that the government, under the leadership of PM Shehbaz Sharif, had also improved its relations with friendly countries and international partners.

The minister said that the government had also taken measures to stop the illegal flight of capital from the country which were showing encouraging signs.

He said the prime minister had recently announced austerity measures which would be adopted to control the country’s expenditures.

He said that the government had designed a policy to end the un-targeted subsidy and provide targeted subsidy to deserving low-income people. He said that funds for the Benazir Income Support Programme (BISP) had also increased from Rs. 360 billion to Rs 400 billion.

He said that the government believed in the supremacy of the Parliament and upholding the constitution and law of the land. He regretted that Pakistan Tehreek-e-Insaf under a planned conspiracy tried to create constitutional and legal crises in the country.

He was of the view that PTI had insulted people’s mandate by tendering their resignation from the membership of the National Assembly.

He said that the provincial assemblies of Punjab and Khyber Pakhtunkhwa were dissolved on instructions of Imran Khan before the legitimate period just to create uncertainty in the country.

The minister said that the elections would be held in the country as per the law and constitution, but they should be conducted across the country on the same day under the supervision of caretaker governments.

He was of the view that holding elections in the country simultaneously would decrease the total expense and ensure fairness and transparency. He said the constitution ensures the supremacy and sovereignty of the parliament.

Ishaq Dar said that due to the faulty policies of the PTI-led government, the country’s security, economic and internal issues indicated that holding immediate elections was not in the interest of the country.

He said that the process of the census was near completion at the cost of about Rs. 35 billion.

The minister said, “Confusion has been created about my attending the IMF meeting. There are speculations about my participation in the IMF session, the schedule of which was issued several weeks before these meetings.”
“I have cancelled my US visit in these circumstances on the instructions of the prime minister,” Ishaq Dar said.

He said that Pakistan was very close to signing the staff-level agreement with the International Monetary Fund (IMF), which is satisfied with the actions taken by the government to revive the loan programme.

The minister said that PML-N in its previous tenure 2013-18 had completed the first-ever IMF programme in the country’s history by completing all 12 reviews of the programme. He assured that his team was committed to completing the programme to the “best” of their abilities.

Ishaq Dar criticized PTI’s government for its economic policies by saying that a shattered economy was handed over to the coalition government.

Lashing out at former prime minister Imran Khan, the Finance Minister said that he not only harmed the development institutions and fuelled inflation in the country, but had also increased foreign debt. He deplored that during the last four years, the country’s debt had risen by four times and interest on these loans had multiplied.

Dar said that petty politics was being played on the economic situation of the country by spreading rumours about default, which he termed totally a non-sense attitude.

The economic crisis the previous government left was even deeper and more complex than that in 2013 and the 1990s. However, with the prudent policies of the incumbent government, the country had come out of a quagmire, he stressed.
“We are now in a position to move forward with full confidence”, he said adding that Pakistan had the resilience to meet the challenges as it had huge resources to cope with the problems.

He said that it pained him to see the economy fall to the rank of 47 in 2022 after it was predicted that Pakistan would join G20 by the end of 2030.

ISLAMABAD, Apr 10 (APP):Federal Minister for Poverty Alleviation and Social Safety Shazia Marri has strongly criticized the former Pakistan Tehreek-e-Insaf’s (PTI) government for removing the name of former prime minister Benazir Bhutto from the Benazir Income Support Programme (BISP), which was originally launched by the PPP government to assist the impoverished population of Pakistan.

Speaking on the Senate floor, Marri expressed her astonishment at the removal of Bhutto’s pictures from the Ministry of Poverty Alleviation and Social Safety, and called on the former PTI government to fund their own self-promotion instead.

NA Speaker calls for April 10 as National Day for constitutionadoption

ISLAMABAD, Apr 10 (APP): National Assembly Speaker Raja Pervez Ashraf has suggested that April 10, the day when the Constitution of the Islamic Republic of Pakistan was unanimously adopted by the Parliament, should be commemorated as a national day.

Speaking at the inauguration ceremony of the Yadgar-e-Dastoor monument, which celebrates the Constitution’s 50 years of existence, Raja emphasized the importance of honoring the Constitution’s adoption day.

The Speaker also praised the founding father of the nation, Quaid-e-Azam Muhammad Ali Jinnah, and former Prime Minister Zulfikar Ali Bhutto for their contributions to the creation and passage of the Constitution.

Earlier, Speaker Raja Pervez Ashraf, along with the members of the Parliamentary Committee for the Golden Jubilee of the Constitution of Pakistan, jointly inaugurated the construction of the Yadgar-e-Dastoor monument.

The event marked the beginning of the building of this historic monument in honour of the Constitution of the Islamic Republic of Pakistan. The Speaker and the committee members laid the foundation brick together, emphasizing the significance of the Constitution’s 50th anniversary.

Raja Pervez said Yadgar-e-Dastoor is set to be a landmark tribute to the Constitution, celebrating its 50 years of existence.

A countrywide architecture competition will be held to select a design for the monument, (Yadgar-e-Dastoor) and the Capital Development Authority (CDA) has been instructed to complete its construction before August 14, 2023.

The idea of constructing the Yadgar-e-Dastoor monument was conceived by the Parliamentary Committee for the Golden Jubilee of the Constitution of Pakistan, which is chaired by Senator Raza Rabbani.

During the inauguration of the countrywide festivities to celebrate the adoption of the Constitution, National Assembly Speaker Raja Pervez Ashraf expressed his honor to lead the event.

Three private member bills smoothly sail through Senate

ISLAMABAD, Apr 10 (APP): As many as three private members’ bills including the National Disaster Management (Amendment) Bill, 2022, the Export Processing Zones Authority (Amendment) Bill, 2023 and the Pakistan Environmental Protection (Amendment) Bill, 2023 on Monday smoothly sailed through the Senate.

The bills were piloted by Seemee Ezdi and Hidayat Ullah in the House.

The Senate approved two bills including the Export Processing Zones Authority (Amendment) and the Pakistan Environmental Protection (Amendment) unanimously and the National Disaster Management (Amendment) Bill, 2022 with a majority vote.

The statement of objects and reasons of the Export Processing Zones Authority bill says that Export Processing Zones Authority is a Pakistan Government venture conceived and designed to increase and improve the exports of the country.

Its main objectives are accelerating the pace of industrialization in the country and enhancing the volume of exports by creating an enabling environment for investors to initiate ambitious export-oriented projects in the Zones which would, as a corollary, create job opportunities, bring in new technology and attract foreign investment.

With the passage of time, the need has arisen to establish Private and Public Participated Export Processing Zones under the Export Processing Zones Authority Ordinance, 1980 (IV of 1980).

The purpose of this amendment is to define and include Private and Public Participated Export Processing Zones within the definition of Zones to meet the objectives.

Whereas, the statement of objects and reasons of the Pakistan Environmental Protection (Amendment) Bill, 2023 says that Industrial wastewater contains many hazardous organic compounds and inorganic compounds like heavy metals which can cause damage to the delicate aquatic ecosystem.

Pollutants have very long-lasting effects on the sustainability of local ecosystems and pose a serious threat to human health. The bill aimed at stopping individuals and factory owners from throwing any amount of untreated wet waste directly into the rivers.

Meanwhile, the amendment in the National Disaster Management Act, 2010 provides a suitable composition for the National Commission, reinstating the befitting rank in order to stream the nation’s fight against disasters and a binding provision for the Commission to meet a least once a year.

Moreover, the Chairman Senate referred back the Criminal Laws (Amendment) Bill, 2023 to the concerned committee after opposing by the Minister of State for Law and Justice Shahadat Awan for detailed deliberation.

The leaders in a joint statement issued in Islamabad lauded Pakistan Army Chief Syed Asmi Munir for his clear message on Kashmir saying the statement is a source of encouragement and strength for the Kashmiris who are confronting the worst Indian state terrorism for spearheading the struggle for the right to self-determination.

Pakistan, they said, is the real ambassador and benefactor of the Kashmiris and is effectively and successfully advocating the Kashmir cause at the international level. They hoped that Pakistan will never compromise on its principled stand on Kashmir.

The leaders appealed to the UN, OIC and human rights bodies to play their role in resolving the Kashmir dispute according to the aspirations of the Kashmiri people.

The tweet came as the country marked the golden jubilee of the formulation of the 1973 Constitution.

PM Sharif said the Constitution of Pakistan continues to be central to shaping the national character, identity, and future trajectory.

He termed the 1973 Constitution a sacred document that weathered many storms over the past 50 years and held the federation together.

“We pay our rich tribute to the framers of the Constitution for their political foresight,” he said.

Prominent Imam stabbed as he led prayers in a US city

NEW YORK, Apr 10 (APP):A prominent Imam was stabbed in the back while leading prayers at a mosque in Paterson, a city in the US state of New Jersey, on Sunday, according to media reports.

The Imam, Sayed Elnakib, was beginning the fajr prayers at the Omar Mosque in South Paterson when the assailant — a person named Serif Zorba — stabbed him twice at around 5:30 a.m. local time, (2:30 a.m. PST), the reports said.

The attacker was quickly restrained by other worshippers at the mosque.

Imam Elnakib, 65, was taken to nearby St. Joseph’s Medical Center where he was listed in serious but stable condition.

About 200 people were at the mosque, when the prayers began.

Authorities said the attacker was not a member of the mosque but had prayed there before, according to a New Jersey TV station.

The mosque will increase security but remain open, a spokesman for the mosque said.

Zorba, the alleged assailant, was later charged with first-degree attempted murder and two weapons offences. He was scheduled to make a first appearance in court on Monday afternoon, according to the Passaic County Prosecutor’s Office.

The City’s Mayor, Andre Sayegh, told reporters that he visited the Imam in the hospital and appreciated “the immediate apprehension of his assailant.”

Councilman Al Abdelaziz, who represents the neighborhood in which the attack happened, said that the community must “come together to support one another and denounce all forms of hate and violence.”

“While it is unclear what motivated the attacker, there is no justification for violence of any kind, especially in a sacred space,” Abdelaziz said.

Authorities believe the Imam’s attack was an isolated attack and not a hate crime.

The stabbing comes the day after the New Jersey chapter of the Council on American-Islamic Relations (CAIR) called for a hate crime investigation into vandalism targeting the Dr. Hani Awadallah public school in Paterson, according to a press release.

The word “Allah” in Dr. Hani Awadallah’s name on the sign in front of the school was defaced with an unknown dark substance.

“While the circumstances surrounding the incident remain unknown, the smearing of the word ‘Allah’ in Dr. Awadallah’s name is apparently intentional, with the remainder of the sign left untouched, making an immediate hate crime investigation into this incident necessary,” CAIR Executive Director for New Jersey Selaedin Maksut said.

“This incident is one of many throughout New Jersey. In 2022, we’ve recorded the highest number of complaints of anti-Muslim prejudices, at 152. Over the years, our records have shown that complaints increase around and during Ramadan, in part because Muslims are more visible and take up more space — physically and metaphorically.”

Paterson is reportedly one of the largest Muslim communities in the state of New Jersey, which has more Muslims per capita than any other state in the nation.

All available resources to be utilized to resolve people’s problems: AJK President

MIRPUR (AJK): Apr 09 (APP):: Azad Jammu and Kashmir President Barrister Sultan Mehmood Chaudhry on Sunday pledged to utilize all available resources to resolve the problems being faced by the people of the valley.

Speaking at an Iftar dinner hosted in his honour by City Mayor Chaudhry Usman Ali Khalid, here, the AJK president said that resolving the problems of Mirpur city was his first and foremost priority. He said that the remaining work on Rathoa Hariyam bridge would be completed soon and water supply problems in Mirpur city would be addressed on a priority basis.

Referring to several development projects initiated during his tenure as the prime minister of Azad Kashmir, Barrister Chaudhry said that he utilized all his resources to get Lakeview City rid from the menace of encroachment and widened the roads within the city.

He said that the construction of the bus stand, vegetable market, public parks, and library named after renowned Sufi poet Mian Muhammad Bakhsh had made the city more attractive and clean.

Moreover, the AJK president said that conducting the local body elections in the region was one of the promises he had made while taking the oath of his office. Stressing the need for effective and across-the-board accountability, the AJK president said that sustainable development and progress were not possible without the elimination of corruption from the state.

“In today’s democratic era, no society can prosper sans justice and fairness,” he said, adding that a transparent accountability process was imperative to root out corruption from the society. Meanwhile, the AJK president also thanked the newly elected Mayor Chaudhry Usman Khalid for hosting a grand iftar dinner in his honour.
