Four martyred, nine injured in Quetta blast

QUETTA, Apr 10 (APP): At least four people were martyred and nine other sustained injuries in a blast near Qandhari Bazaar area here on Monday.

According to police sources, the blast occurred near the SP vehicle which was in the vicinity of the Qandhari Bazaar.

As a result, four people embraced martyrdom while nine others sustained injuries.

According to Media Coordinator Health Department Balochistan Dr. Wasim Baig, four martyred people namely Maseem Abbasi, Muhammad Shuaib, Hikmatullah and Kulsoom daughter of Hameedullah were brought to the Civil Hospital for medico-legal formalities.

He said that injured victims including Dilbar Khan, Nisar, Muhammad Ramzan, Lal Muhammad, Naseebullah, Jan Muhammad, Haris, Mir Gull, and Khalid were brought for treatment in the civil hospital.

The law enforcement agencies reached the site and started the investigation into the incident.

IESCO ensuring uninterrupted power supply during Ramazan: Dr Amjad

ISLAMABAD, Apr 10 (APP): Chief Executive Islamabad Electric Supply Company (IESCO) Dr. Muhammad Amjad Khan has said that the company was fulfilling its promise of an uninterrupted supply of electricity to the customers during the holy month of Ramazan, especially during Sehar and Iftar hours.

Owing to round-the-clock monitoring and alert operation formations, no major fault was reported on more than 1300 feeders and 116 grid stations of IESCO, he said in a statement issued here Monday.

He expressed the hope all formations would continue this standard of performance in future also. He appreciated Chief Engineer Operations Muhammad Aslam Khan being an overall in-charge of all field operations activities.

Golden Jubilee Convention demands constitution, democratic civic education as compulsory part of curriculum

ISLAMABAD, Apr 10 (APP): The Golden Jubilee Convention of the 1973 Constitution on Monday demanded that the constitution and democratic civic education shall be made a compulsory part of the curriculum.

The National Assembly organized a convention on the 50th Anniversary of the Constitution of 1973 whereas the members of the Parliament presented resolutions on multiple topics of democratic and constitutional significance.

The resolution presented by Federal Minister for Information and Broadcasting Marriyum Aurangzeb and unanimously adopted by the Convention held here at the National Assembly Hall also demanded that the Constitution should also be made part of the educational activities of all schools, colleges, universities, training institutions of police and other law-enforcement agencies under the control of the provincial governments.

The resolution said the Fundamental Rights enshrined in the Constitution of 1973, along with an unbiased account of constitutional and democratic developments in Pakistan, shall be included in the textbooks of all relevant subjects (like ‘Pakistan Studies’, ‘History’ or ‘Social Studies’, ‘Urdu’, ‘English’ or any other) taught in the schools, colleges and universities in the provinces.

It further said that extra and co-curricular activities at the educational campuses shall privilege themes related to parliamentary democracy, fundamental rights, and Constitutionalism in Pakistan.

The resolution said the public service broadcasters and independent private media under their public service obligations shall devote a fair amount of time to expand their understanding about the Constitution and its relevance as a vibrant contract between the citizens and the State.
It said that the provincial governments shall reach out to the people of Pakistan to raise awareness about the importance of the Constitution and to encourage its preservation and protection.

This House resolves to uphold in letter and spirit the constitutional provision under the Eighteenth Constitutional Amendment under which the subject of education has been devolved to the provinces.
Therefore, this House urges the provincial governments to take necessary action and do the needful.

The federal government shall urge all provincial governments and the government of the federating units to implement this resolution and ensure that courses on the importance of the Constitution and a study of its salient features, specifically those relating to human rights (women, minorities, children, due process, and international human rights obligations) and the trichotomy of powers, are included in the curricula of all educational institutions in the provinces.

The resolution further sad, the Constitution of the Islamic Republic of Pakistan, adopted on April 10, 1973, serves as the supreme law of the land and the cornerstone of the democratic framework of the country.

The 50th anniversary and Golden Jubilee celebrations of the adoption of the Constitution of the Islamic Republic of Pakistan provide an opportunity to reflect upon its significance and promote greater understanding of its provisions among the citizens of the country, especially children and youth;
Recognizing that the Constitution of the Islamic Republic of Pakistan is the basic document governing the structure and polity of the state, and that it is crucial for the future of Pakistan and its people to maintain the continuity of democratic governance embedded in the supremacy of the Constitution.

Acknowledging that democratic civic education is an important instrument to provide necessary knowledge, historical context and develop necessary skills to actively and effectively participate in the pursuit of democratic governance;
Mindful of the fact that a significant percentage of the population of Pakistan, particularly the youth, do not have access to formal education and are not fortunate to learn about core concepts like Constitutionalism, federalism, and representative parliamentary institutions;

Endorsing the Joint Communiqué of the 17th Speakers’ Conference (April 15, 2014, Islamabad) that suggested changes in educational curriculum to inculcate in the minds of the new generation the importance of democracy and to make them aware of the democratic struggle for parliamentary democracy.
Before presenting the resolution the minister congratulated members of the committee constituted to make arrangements to of the celebration of the golden jubilee of the constitution.

She termed the historical day and said that today the country’s direction had been put on the right path.
The minister said that real history hidden from the people of the country would be included in the national curriculum to make them aware about the constitution.

She said that the unfinished agenda of the parliamentary sturdy program launched by the Sardar Ayaz Sadiq in the universities had been completed by including constitution and democratic civic educational compulsory part of the curriculum.
The minister congratulated the speaker National Assembly for completing the young parliamentary associated internship program launched by the then speaker Sardar Ayaz Sadiq for their awareness raising.

Justice Isa, reassures commitment to Constitution, democracy

ISLAMABAD, Apr 10 (APP): Senior Puisne Judge of the Supreme Court Justice Qazi Faez Isa on Monday reassured the people by emphasizing the commitment of the apex court judges to uphold the Constitution of the Islamic Republic of Pakistan in order to safegaurd principles of democracy and constitutionalism in the country.

Speaking at a convention in connection with the Golden Jubilee celebrations of the 1973 Constitution, he said :“Let me assure you on behalf of my institution that the apex court stands with this sacred document of the Constitution. After the blessings of Allah Almighty, we have the blessings of the Constitution, and it is recognized by all of us.”

He stated that the Constitution had been passed unanimously by the elected representatives at that time, with no negative votes except for four absentees.

He urged everyone to acknowledge and understand the sacred document of the Constitution, and to implement it in its true spirit. He also shared details about his induction as a judge of the Balochistan High Court (BHC) and highlighted the contributions of his late father, Qazi Muhammad Isa, who was a leader of the Pakistan Movement.

The bureaucracy, judiciary, and Parliament existed to serve and facilitate the people. The judiciary had the responsibility to decide cases in accordance with the Constitution, while the bureaucracy must implement laws that were beneficial for the people, and the Parliament should enact legislation for the welfare of the people.

He emphasized that the Constitution guaranteed fundamental rights to the people, and it was distinct due to the articles related to the right to information, freedom of the press, and other important rights. The Constitution had given unprecedented power to the people, he added.

He further stated: “I shall protect and defend the Constitution of Pakistan. As a judge, I will decide cases on their merit, and there will be no favor or opposition to anyone.”

He also lauded the Prime Minister for declaring April 10th as the Day of the Constitution.

IBCC introduces QR code-based attestation on certificates to ensure authenticity

ISLAMABAD, Apr 10 (APP):The Inter-Board Committee of Chairmen (IBCC) has achieved a milestone by introducing QR code-based attestation on certificates to ensure authenticity with enhanced security.

The complete process of attestation had been digitized to provide improved efficiency, increased accuracy better accessibility and enhanced transparency, which had not only benefited the organization, but also facilitated the public at large, IBCC Secretary Dr Ghulam Ali Mallah said in a statement on Monday.

He said the new attestation method would now feature a QR code-based ticket pasted on certificates, which could be scanned using a smartphone or any other QR code reader application.

“This step will not only make the attestation process faster and more efficient, but it will also reduce the cost for both the organization and the student,” he added.

Dr Mallah said the initiative would ensure that the attestation certificates issued by the IBCC were tamper-proof, easily verifiable, and accessible to everyone anytime and anywhere. “This shall prevent fraud and forgery of educational documents.”

With the QR code-based attestation certificates, he said any individual or institution could now easily verify the authenticity of the certificate and the qualifications of the certificate holder ensuring that only qualified and deserving candidates were selected for employment or higher education, while also providing a secure and reliable way of verifying academic qualifications.

The IBCC secretary said, “This is a moment of pride as we introduce QR code-based attestation, which will ensure the security and accessibility of educational documents, and will also help in eliminating fraud and forgery. IBCC is committed to providing innovative and reliable services to the education sector, and we believe that this new initiative will greatly benefit students, institutions, and employers alike.”

NUP unique public project to assist youth of low-middle income groups: Ali

ISLAMABAD, Apr 10 (APP):Parliamentary Secretary for Defence, Ali Zahid briefed the House that the National University of Pakistan (NUP) was a unique model of public sector project which was intended to extend equal opportunities to the youth of lower and middle-income families.

He added that the federal cabinet had already approved the Bill which was also vetted by the Law Division.
Zahid informed that the President of Pakistan would be the Vice Chancellor of the University whereas the Chief of Army Staff (COAS) or his nominee would be the chairman of its board of directors.

He added that the University would offer multidisciplinary programmes ranging from natural and applied sciences, engineering, emerging technologies, management sciences, computing, social sciences, humanities, and arts.

Later, MNA Mohsin Nawaz Ranjha on his point of order in connection with the Golden Jubilee of the Constitution of 1973 said the Constitution of 1973 gave rights to the masses and provided a regulatory framework for the state.
Ranjha paid tribute to the formulators of the Constitution namely Shaheed Zulfiqar Ali Bhutto, Mufti Mahmood, and Hafeez Pirzada who gave a unanimous constitution to the country.

MNA, Ahmed Hassan Dehar said Fakhruddin G. Ebrahim the former justice of the Supreme Court and Chief Election Commissioner of Pakistan had claimed that the ECP did not fall under the domain of the Apex Court.

However, the Apex Court could not infringe on the rights of the ECP in holding free and fair elections in the country.
