Kundi demands cancellation of recent population census

DERA ISMAIL KHAN, Jun 15 (APP):Minister of State for Poverty Alleviation and Social Safety Faisal Karim Kundi on Thursday demanded cancellation of recent population census conducted in Dera Ismail Khan Division.

According to a press release issued here, the minister wrote two letters to the Prime Minister and the Federal Minister for Planning and Development in support of the demand made by the political parties, social organizations and All Parties Conference (APC) held on June 7,against the results of the census in the division.

He demanded that the results of the census should be canceled immediately and action should be taken against the responsible persons involved, adding, the public complaints must be addressed.

Govt. presents optimized budget to tackle economic challenges

ISLAMABAD, Jun 15 (APP):Minister for Federal Education and Professional Training, Rana Tanveer Hussain, expressed his satisfaction with the recently unveiled budget, considering it the best possible outcome given the prevailing tough economic conditions.

During his budget speech in National Assembly, he said that huge damage was inflicted on the economy during the tenure of the PTI government. He revealed that even PTI members themselves had expressed concerns about the struggling economy in their tenure and sought its revival.

The minister said the situation was even more challenging than initially anticipated, as revealed during the initial briefing to us in 2021 on the state of the economy.

Reflecting on the efforts of the PML-N government from 2013 to 2018, he highlighted their successful endeavors to overcome various challenges, particularly in the energy and power sectors. Furthermore, he criticized the circumstances that led to Nawaz Sharif’s removal from Prime Minister’s office, citing the controversial Aqama case and the subsequent formation of a Joint Investigation Team (JIT).

He recalled that during Nawaz Sharif’s last tenure as Prime Minister, foreign reserves stood at around 22-23 billion US dollars, inflation was approximately two percent, and the exchange rate was Rs. 105 per dollar.

He said that PML-N government utilized foreign loans with responsibility and invested in infrastructure and other projects such as ports, motorways, and metro systems, ultimately leading to a prosperous Pakistan.

However, he expressed disappointment with the PTI government, accusing them of lacking vision and resorting to acts of aggression against parliamentary and state institutions, including an attack on Parliament and PTV.

The minister further alleged that the 2018 general elections were marred by manipulation, citing pre-poll and election day rigging. He accused the PTI Chairman of undermining the parliament, engaging in embezzlement, and participating in corrupt practices.

He emphasized the importance of industrial growth while acknowledging that agriculture remains the backbone of the economy, and therefore, priority has been given to enhancing agricultural production. The minister highlighted the government’s unwavering commitment to supporting farmers through a range of incentives aimed at strengthening the agricultural sector.

Additionally, he praised the PML-N leadership for their consistent encouragement of talented youth, emphasizing their commitment to nurturing young minds and providing them with opportunities for growth and development.

Concluding his statement, the minister reaffirmed the PML-N’s commitment to the country’s progress and development, highlighting the party’s determination to overcome the risks of default that existed when they assumed power.

Ayaz Sadiq vows to tackle smuggling, tax evasion for economic growth

ISLAMABAD, Jun 15 (APP):Minister for Economic Affairs Sardar Ayaz Sadiq on Thursday reiterated his firm resolve of the government to take all appropriate measures to end menace of smuggling and tax evasion for enhancing revenue collection to attain sustainable economic growth in the country.

Addressing the ceremony of study conducted by Ipsos on “Unveiling tax evasion: a close look at five sector in Pakistan”, the minister stressed the need of complete harmonization among the federal and provincial tax collecting authorities to plug the tax leakages.

The minister said that government was striving to take all the stakeholders on board for making viable tax policies to stop tax evasion and enhance local revenue collection, besides incentivizing local manufacturing sector to discourage the imports.

He said the unrealistic polices of last government of Pakistan Tehreek-e-Insaf have sparked the imports as it jumped to $85 billion, which not only put huge pressure on local foreign exchange reserves but it also suffered the domestic industry.

First time in the history of Pakistan, the transfer and postings were put on sale during last four years, he said adding that as a result all those who purchased these posts work for their vested interests rather than serving the country.

He stressed the need to bring all the industry under track and trace system to stop tax evasion, besides removing tax anomalies at federal and provincial level as well as simplification of tax return by the Federal Board of Revenue to overcome accumulated losses of Rs 500 billion.

He said that the Federal Board of Revenue was also directed to expedite work on track and trace system to discourage the smuggling, besides controlling the tax evasion.

The IPSOS, a global market and social research organization, in its latest report highlighted that the mammoth gap in tax collection, arising from illicit trade in five sectors of Pakistan including Real Estate, Tobacco, Tyres and Auto Lubricants, Pharmaceuticals and Tea. “The total loss being caused by these 5 sectors alone is approximately Rs 956 billion to the national exchequer”, it added.

As per research, tax evasion in the real estate sector is driven by legislative gaps, poor valuation methods, under-invoicing and cash transactions. Estimates suggest that the untaxed potential in the real estate sector could range up to Rs 500 billion. 

The report emphasizes enhanced documentation and enforcement by the regulators to curb tax evasion. 

The tobacco industry in Pakistan is one of the most heavily taxed industry in the country, hence, it is also the most lucrative to avoid taxes. Locally manufactured tax evaded cigarettes hold a significant part of the market and an estimated 38 percent of the overall cigarette market in Pakistan is composed of such brands.

IPSOS research has found that the illicit trade in cigarettes stands at 48 percent of the total market. This includes 38 percent of locally manufactured tax evaded cigarettes and 10 percent of smuggled cigarettes.
According to the research, 48 percent or around Rs 2 billion cigarette packs are evading taxes to the tune of Rs 240 billion annually. 

“65 percent of the tyre market is met by illegal or smuggled tyres, while only 20 percent of the total consumption is locally manufactured and 15 percent is imported legally. Federal Board of Revenue (FBR) data of 2022 reveals that Rs 20 billion was collected from the industry which was contributed by the documented players, having 35 percent share of the market.
Industry experts say that 25% of the tyre import is under-invoiced which increases the loss to government to the tune of rs 50 billion in total.

The government collected Rs 87 billion in taxes from the lubricants industry. This collection is done against the 70 percent of the industry as 30 percent of the oil is reclaimed.

If the use of reclaimed oil is clamped down, then the government can add a staggering Rs 56 billion to its kitty. A total of Rs 106 billion is being evaded from the Tyre and Auto Lubricant Sector.

Pharmaceutical sector is plagued by the menace of counterfeit and smuggled drugs. The financial impact of these illicit drugs is almost Rs 60-65 billion and this loss is further exacerbated by the presence of unregistered and unlicensed pharmacies along with a lack of awareness of the regulators to differentiate between legitimate and illicit drugs. 

Estimated amount of tax evasion in tea sector is Rs 45 billion annually. According to report, Large-scale importers meet approximately 55-60 percent of the country’s tea demand, while small traders fulfil the remaining 40-45 percent. 

The study suggests that if tax evasion of more than Rs 956 billion in five sectors can be controlled then Pakistan can cover the total cost of the Public Sector Development Program (PSDP) and this huge amount is also enough to fully finance Benazir Income Support Program (BISP).

The report also indicates that collecting this huge amount of tax by curbing evasion through stringent enforcement, Pakistan can enhance the Federal Education Budget by 10 times.

This amount is more than enough to build Mohmand dam, this sum of Rs 956 billion can be used to construct more than 1700 km of motorways and this amount could also be used to provide clean drinking water to all the population.

ISLAMABAD, Jun 15 (APP):Minister for Water Resources, Syed Khursheed Shah Thursday assured the National Assembly that the allocation of funds for the “Greater Karachi Water Supply Scheme,” commonly known as K-IV, would be prioritized to ensure its timely completion.

Speaking on the floor of the assembly, he said, the required funds for the project were allocated last year, and the necessary amount would be set aside during the current year as well.

He emphasized that the project would not experience any delays and would be completed as expeditiously as possible.

Furthermore, the minister highlighted potential of the agriculture sector in resolving the country’s economic crisis.

The minister expressed his belief that by focusing on agriculture, the economy could be strengthened.

MNAs appreciate development-oriented budget, condemn May 9 incidents

ISLAMABAD, Jun 15 (APP):Members of the National Assembly on Thursday appreciated the government for presenting a development and relief-oriented budget despite limited financial resources to achieve a sustainable growth path.

Participating in the NA debate on the Federal Budget 2023-24, Shamim Ara Panhwar of the Pakistan Peoples Party Parliamentarians (PPPP) welcomed the proposal to increase salaries and pensions of government employees and asked for effective measures to mitigate the financial sufferings of the inflation-hit segments of the society.

She stressed the need for making more allocations for the uplift of the agriculture sector and switching over the agricultural tube-wells to solar energy, which would help reduce the cost of production.

She termed the perpetrators of the May 9 incidents ‘anti-state elements,’ for attacking the military installations and memorials of the martyrs.

Nuzhat Pathan of the Pakistan Tehreek-i-Insaf (PTI) congratulated the government for tabling a development-oriented budget despite facing severe financial constraints mainly caused by the failed policies of past regime.

She said Pakistan was the only nuclear power which was struggling to have a strong economy, emphasizing to move the economic wheel at a faster pace to achieve the required goals of growth trajectory.

The lawmaker regretted the May 9 vandalism of military installations and an insult to the martyrs’ memorials by the workers of a political party.

She apologized to the House and the leadership of Pakistan Muslim League-Nawaz for the past actions she had done following the lines of PTI chairman, who had introduced the politics of hatred and violence in the society.

Mir Munawar Ali Talpur of the PPPP said the people of Sindh faced widespread destruction including the washing away of crops and livestock due to floods and heavy rains last year, but were still waiting for an appropriate relief.

He lauded the government’s announcement to solarize tube-wells for promoting the agriculture sector as it would help achieve national food security.

He sought details of the Naya Pakistan Housing Scheme that had been launched by the Pakistan Tehreek-e-Insaf (PTI) government to provide cost-effective accommodation facilities to the low-income groups.

He expressed concern over the grant of prompt bail to the PTI leadership in different court cases, recalling that the PPPP leaders always remained deprived of such a facility.

Maulana Kamal-ud-Din of the Muttahida Majlis-e-Amal Pakistan (MMAP) asked for an effective mechanism to prevent the smuggling of goods and their sale in open markets, and immediate stoppage of the tax evasion as pointed out by Minister for Defence Khawaja Muhammad Asif in the House the other day.

He said the Balochistan province needed an improved road infrastructure and water resources, especially for irrigation purposes to uplift the agriculture sector, considered the backbone of the national economy.

Tahira Aurangzeb of the PML-N appreciated the coalition government for exhibiting greater unity to pull the country out of the financial crisis and put it on a consistent path of development and prosperity, setting aside party interests.

She expressed confidence that the budgetary measures would help achieve the set targets of national development and reduce the financial sufferings of downtrodden segments of society.

The lawmaker acknowledged the government’s measure to launch a health insurance scheme for the working journalists and the artist community for which appropriate funds had been allocated in the upcoming budget plan.

Muhammad Abu Bakar of the Muttahida Qaumi Movement Pakistan (MQMP) said it was the special budget session and the lawmakers should focus on discussing matters related to the common man and the national development instead of a political party that was no more in active politics due to its wrongdoings.

He said the country’s tax-collection system should be streamlined, besides expanding the tax base and preventing tax evasion by different sectors.

The lawmaker said Allah Almighty had bestowed the country with great natural resources and minerals but due attention was not given to their exploitation as per the existing potential that could lead toward achieving self-reliance in the financial sector.

Mussarat Rafique Mahesar of the PPPP said the May 9 incidents had saddened the whole nation and demanded strict action against the elements involved in the anti-state activities.

She said the last PTI government did nothing for the welfare of the common man during its three-and-a-half-year rule, rather ruined the national economy and state organizations due to its failed policies.

She said it was a welcoming decision of the government that it did not impose any new tax in the budget, besides allocating unprecedented development funds.

Gold prices increase by Rs 1,700 to Rs 220,700 per tola

ISLAMABAD, Jun 15 (APP): The per tola price of 24 karat gold increased by Rs 1,700 and was sold at Rs 220,700 on Thursday against its sale at Rs 219,000 the previous day.

The price of 10 grams of 24 karat gold also decreased by Rs 1,458 to Rs 189,215 from Rs 187,757 whereas the price of 10 grams 22 karat gold went up to Rs 173,447 from Rs 172,111, All Sindh Sarafa Jewellers Association reported.

The price of per tola and ten-gram silver remined unchanged to close at Rs 2550 and Rs 2,186.21 respectively.

The price of gold in the international market decreased by US$ 19 to $1929 against its sale at $1948, the association reported.
