Pakistan rejects a UNSC reform proposal seeking increase in permanent, non-permanent seats

ISLAMABAD, Feb 16 (APP): Pakistan has reaffirmed its opposition to adding new permanent members on the UN Security Council, stressing that any increase in permanent seats will compound the 15-member body’s paralysis, and prevent the majority of small and medium-sized states from serving on it.

The Pakistani envoy was participating in a discussion on a proposal — called “L69 Model” — from a group of Asian, African, Latin American, the Caribbean, and the Pacific Island states is aimed at restructuring the Council.

The group argues for an expansion of the Council, in both permanent (6 additional seats, bringing the total to 11) and non-permanent (5 additional seats, bringing the total to 15) categories of membership, with equitable geographical representation. The group introduced a document, L69, in 2007–2008 that served as the impetus for the IGN process.

“Our fundamental problem with the L.69 model is the proposed expansion of permanent seats,” Ambassador Akram said, underlining that permanent membership is the reason for the bouts of paralysis is in the Security Council.

“The problem cannot be the solution,” the Pakistani envoy added.

Full-scale negotiations to reform the Security Council began in the General Assembly in February 2009 on five key areas — the categories of membership, the question of veto, regional representation, size of an enlarged Security Council, and working methods of the council and its relationship with the General Assembly.

Despite a general agreement on enlarging the Council, as part of the UN reform process, member states remain divided over the details, as diplomats representing various groups push for their respective proposals.

India, Brazil, Germany and Japan — known as the Group of Four — are campaigning for permanent seats as they seek expansion of the Council by 10 seats, with six additional permanent and four non-permanent members.

On the other hand, the Italy/Pakistan-led Uniting for Consensus (UfC) group has proposed a new category of members — not permanent members — with longer duration in terms and a possibility to get re-elected.

“The model would create more permanent seats (accommodating 6 States) but create only 5 non-permanent seats to be available to the 182 remaining countries not included among the 11 old and new ‘permanent’ members,” he noted.

Noting that one of the elements in the L69 model seeks removal of items from the UNSC’s after a certain period of time, Ambassador Akram said that this could reward those states which manage to block formal discussions of those items.

Dry weather predicts across northern Sindh

Under these conditions, dry weather is expected across the northern Sindh on Saturday and Sunday.
Sukkur’s minimum temperatures will likely remain between 24-30 C on Saturday and Sunday.

SARGODHA, Feb 16 (APP):The Department of Plant Breeding and Genetics at College of Agriculture University of Sargodha organized a seminar focusing on the intricacies of vegetable seed production.
According to a press release issued by UoS here on Friday, the seminar provided a platform to experts, scholars, and a large number of students to delve into the challenges and prospects associated with the agriculture sector.
Dr. Amir Shakeel, Associate Professor PBG, University of Agriculture Faisalabad, emphasized the crucial role of innovation and technology in overcoming the challenges faced in vegetable seed production.
The issue of limited access to high-quality seeds was brought to the forefront.
The Chief Guest stressed the importance of investing in research and development to breed improved varieties that were resistant to pests, diseases and adverse environmental conditions
Dr. Khurram Zia, Associate Professor, Institute of Horticultural Sciences, University of Agriculture Faisalabad and Prof. Dr. Ijaz Rasool Noorka Chairman Department of Plant Breeding and Genetics also spoke on the occasion.

PHC asks ECP to scrutinize forms 45, 47; address grievances of candidates

PESHAWAR, Feb 16 (APP):Peshawar High Court (PHC) on Friday issued a detailed judgment in a case filed by independent candidates challenging the alleged discrepancies in forms 45 and 47 of the general elections.
The three-page judgment written by Justice Shakeel Ahmed asked the Election Commission of Pakistan (ECP) to look into the reservations of the petitioners as per law and should fully scrutinize the forms 45 and 47 and the forms 45 available with the applicants.
It further said that the Returning Officers should allow the petitioners to compile the results as per Section 95 of the Election Act, 2017.
It said that if the ROs have already compiled the results, then the applicants should contact the appropriate forum i.e. Election Commission.
The court asked the election commission to allow the petitioners and hear them as per law, and take decision before issuance of the official gazette notification.
It said that the contentions of the petitioners were similar and that there was a discrepancy in forms 45 and 47 results.
It said that the petitioners had complained that there had been a flagrant violation of Sections 92 and 95 of the Election Act while compiling the results.

In conclusion, Ambassador Akram highlighted UfC’ proposal, saying it provides the most pragmatic way to make the Security Council more representative of, and accountable, to the general membership of the United Nations.

54 kite flyers, sellers arrested; 2000 kites, 65 string rolls recovered

RAWALPINDI, Feb 16 (APP):Rawalpindi district police while conducting raids in different areas managed to arrest 54 kite flyers and sellers and recovered 2000 kites, kite flying string rolls, 65 sound systems, liquor bottles and other items, said a police spokesman here on Friday.
He informed that Naseerabad police recovered 685 kites and 12 string rolls from 10 accused namely Danish, Mohsin, Moeez, Saqlain, Zarmash, Zohaib, Rafaqat, Pervaiz, Waqas and Yousaf.
Race Course police in their operation recovered 425 kites, 19 string rolls and sound system from the possession of 13 accused, Haq Nawaz, Yashua, Hasan, Zahid, Mazhar, Saif, Wasif, Hamad, Subhan, Mustafa, Waleed, Raheel and Irtaka.
Airport police arrested 13 kite flyers namely Adnan, Junaid, Zubair, Junaid, Zaryab, Munib, Jalal, Faraz, Sahil, Rehan, Hamza, Jahanzaib and Dawood. Police also recovered 35 kites, a liquor bottle, and sound system from their possession.
The spokesman informed that Civil Lines Police in their operation rounded up five accused, Attiq, Zeeshan, Khanos, Rehan and Zain with 269 kites with 8 string rolls.
Similarly, R.A Bazar police recovered 225 kites and two string rolls from 2 accused, Waseem and Mansoor.
Taxila police seized 290 kites with 8 string rolls and netted 2 accused, Syed Hashim and Bilal while Westridge Police recovered 60 kites with 3 string rolls from the possession of 3 accused namely Hamza, Haseeb and Shahzaib.
He informed that Saddar Wah, Kahuta, Rattaamral, Waris Khan and New Town police conducted raids in their respective jurisdiction and arrested six accused namely Hassan, Waseem, Munib, Haroon, Ahmed and Rehan with 208 kites, 12 kite flying string rolls and other items.
The spokesman said that Rawalpindi district police had devised a plan to foil plans to celebrate the banned festival of Basant and control aerial firing.
More than 1500 police personnel had been deployed on large rooftops in densely populated areas to check kite flying on Thursday night and Friday, where they were equipped with binoculars as well as other resources to apprehend those violating the law by flying kites. Drone cameras were also being used to track those involved in aerial firing, he said.
The spokesman informed that police had finalised a plan to put a stop to kite flying despite the clear-cut ban on Basant.
“Keeping in mind the need to protect the citizens from any untoward incidents, more than 1500 police officials were deployed to thwart any plans for Basant and drone operators are being used to monitor kite-flying,” he said.
Police officials have reiterated time and again that flying kites is a potentially dangerous sport that can lead to the loss of life, and those found disregarding its cost to human lives will be prosecuted according to law.
The parents, teachers, scholars and civil society were also taken into confidence to play their role in preventing the celebration of Basant. The Rawalpindi police had also launched an awareness campaign about the hazards of the risky sport with the help of religious scholars, who were asked to make announcements on their respective mosques’ sound systems about the demerits of kite-flying.
The police had finalized arrangements for live monitoring of all densely populated areas, while all Station House Officers (SHOs) had been directed to ensure strict surveillance of kite sellers in their areas.
The police teams were trying to trace and arrest culprits involved in buying and selling killer strings and kites through social media, he said adding, that monitoring of courier services and passenger vehicles coming from Khyber-Pakhtunkhwa was also being tightened, so that any kites and chemical strings being brought to the city for Basant could be seized.
SSP Operations, Rawalpindi, Hafiz Kamran Asghar said that no one would be allowed to violate the ban and strict action in accordance with the law would be taken against kite flyers and sellers.

ANF recovers 108 kg drugs in five operations

RAWALPINDI, Feb 16 (APP):Anti-Narcotics Force (ANF) while conducting five operations across the country managed to recover 108 kg of drugs and arrested six accused including a woman, said an ANF Headquarters spokesman here on Friday.
He informed that in an operation, 920 intoxicated tablets were recovered from the possession of the Muscat-bound passengers including a woman, arrested at Multan Airport.
34 grams of weed was recovered from a parcel sent from UK at courier office in Rawalpindi while 101 kg hashish was recovered near Rughni Road Chaman.
In fourth operation, 5 kg weed was recovered from the possession of an accused rounded up near Karachi Railway Station.
1 kg opium and 590 grams heroin were recovered from the possession of three suspects arrested from Model Town, Bahawalpur.
Separate cases under the Anti-Narcotics Act have been registered against the arrested accused while further investigations are under process.

Urs of Baba Peera Shah Ghazi Begins Feb 24th

MIRPUR-AJK, Feb 16 (APP):The two-day Urs of Baba Peera Shah Ghazi the eminent saint and preacher of Islam in the subcontinent will begin on February 24 at his shrine in Khari Sharif, Mirpur district with great religious fervor and respect.
According to APP Correspondent, the Urs also known as Damri Wali Sarkar, is one of the most popular and revered events in the region, attracting thousands of devotees from across Azad Jammu and Kashmir (AJK) and Pakistan.
The Urs will be inaugurated by AJK Prime Minister Ch. Anwar ul Haq will perform the ritual of ablution of the saint’s mausoleum and lay a floral wreath.
The devotees will also offer prayers and pay homage to the saint, who is credited with spreading the message of Islam and peace in the subcontinent along with his associate Auliya Karam.
The Urs will feature various religious and cultural activities including speeches by eminent scholars, naat recitations, and mystic poetry by the famous poet and saint Hazrat Mian Muhammad Buksh (RA), who was also a disciple of Baba Peera Shah Ghazi.
The Urs will conclude on February 25 with a special prayer for the unity and solidarity of the Muslim ummah, the security and prosperity of Pakistan, and the success of the Kashmir freedom movement.
The authorities have made special arrangements to facilitate the pilgrims and ensure their safety and comfort. A local holiday has been declared in Mirpur district on February 25 for the convenience of the participants.

FIA arrested 2 accused involved in illegal currency business

PESHAWAR, Feb 16 (APP):FIA Commercial Banking Circle Peshawar conducted a grand operation by arresting two alleged accused involved in illegal currency (hundi) business here on Friday morning, FIA spokesman said.
He said, on the directive given by the Director Peshawar Zone Nisar Tanoli, the crackdown continues against the elements involved in the illegal hundi business. The spokesman said that the FUA team arrested 2 suspects during raid operations.
Karimullah and Shahzad Ahmed Umar are among the arrested accused, he informed.
The accused were arrested from Mingora Swat and Deans Chowk Saddar Bazar Peshawar. Domestic and foreign currency recovered from the accused during the raid. Giving complete details, the spokesman said that a total of 1350,000 Pakistani rupees, 400 Saudi riyals, 150 Qatari riyals and 500 Chinese yen were recovered from the accused.
Hundi references and records related to foreign currency were also recovered from the accused. The accused could not satisfy the authorities regarding the recovered currency. Cases were registered against the accused with further investigation underway, the Spokesman said.
