Punjab CM unveils upgraded emergency block at Children’s Hospital

LAHORE, Feb 16 (APP):In a significant development, Punjab Caretaker Chief Minister Syed Mohsin Naqvi inaugurated the newly upgraded emergency block at the Children’s Hospital on Friday.
Notably, the Chief Minister was accompanied by young blood cancer patients, Kaina’at and Abdul Mufti Hanaan, along with donor Sher Baz, to officiate the inauguration of the enhanced OPD block.
During his visit, CM Naqvi toured various floors, engaging with doctors and faculty members who lauded the hospital’s advancements, attributing them to the Chief Minister’s unwavering efforts.
Expressing admiration for the hospital’s transformation, CM Naqvi emphasized the need for all stakeholders to consider the hospital as their own abode, urging them to prioritize its welfare. He stressed the significance of a sense of ownership among healthcare professionals to uphold the hospital’s standards of excellence.
Furthermore, CM Naqvi reviewed the hospital’s information management system at the reception counter, where the OPD pharmacy, patient admissions, discharges, and medical store have been seamlessly integrated for efficient management. He commended the upgraded OPD block for its state-of-the-art facilities.
Acknowledging the tireless efforts of the health and C&W departments in swiftly completing the challenging task, CM Naqvi directed for the provision of additional benches in the waiting area to ensure comfortable seating for attendants.
The event was also attended by Provincial Minister Dr. Javed Akram, health secretary, secretary of C&W, commissioner of Lahore, and other dignitaries.

EPA’s enforcement team confiscates over 25kgs banned single-use plastics in D-17

ISLAMABAD, Feb 16 (APP):The enforcement team of the Pakistan Environmental Protection Agency (Pak-EPA) on Friday confiscated over 25 kilogrammes (kgs) of single-use plastic bags and issued three warnings to the perpetrators for violating the ban on one-time-use polythene bags being imposed in the federal capital.

The violators namely Pak-Cash & Carry, Labaik Bakers and Islamabad Mart at D-17 sector have been issued warnings whereas all hotels and market associations were consulted again and again to stop the use of prohibited single-use plastics under its slogan, “SAY NO TO SINGLE USE PLASTICS”, a Pak-EPA official told APP.
Earlier, the Pak-EPA had converted around 1,985 kgs of confiscated banned single-use polythene bags into green benches and planters in its effort to contain maximum damage to the environment and nature.
“Plastic pollution has become more visible both on land and in waterways around the world. Annually 459.75 Million tons plastic is produced globally. Till 2019 accumulatively 9.5 Billion Tons plastic has been produced. Annually 350 Million Tons of waste is generated globally, out of which, 35% from single-use plastics. Pakistan alone produces 3.3 Million Tons of plastic waste that is equivalent to height of two K2 mountains. The crisis prompted 175 nations to adopt a resolution at UNEA in 2022 to develop an international legally binding instrument to end plastic pollution from source to sea by 2024,” she said.
There has been a complete ban imposed on polythene bags (manufacture, import, sale, purchase, storage and usage) in Islamabad Capital Territory (ICT) under Polythene Bags Regulations on 14th August 2019 to effectively address the plastic issues particularly excessive use of single-use polythene bags in the country.
The Pak EPA had initiated an exhaustive consultative process with the line ministries, provincial environment departments, ICT administration, industries and other relevant stakeholders for developing Single-Use Plastics (Prohibition) Regulations, 2023 as well as restriction on use of Polyethylene Terephthalate (PET) bottles in Federal Ministries/Divisions.
The aim of Single-Use Plastics (Prohibition) Regulations 2023 is to fight littering and prevent carcinogenic and problematic plastic items from entering the market to achieve the following objectives: Reduce adverse impacts on human health and environment, Transition to a circular economy , Make solid waste systems more efficient by reducing burden ,Shifting responsibility of waste collection on polluters Encourage engagement of private sector and community in combating plastic pollution, she added.
It may be mentioned that the Single-Use Plastics (Prohibition) Regulations 2023 stated that due to lack of alternatives and need for transition to a circular economy, single-use plastic beverage containers shall contain at least 50% recycled plastic from 1st July 2028, based on ‘polluter pays principle ‘plastic waste may be collected by producers, importers and beverage companies, record keeping and disclosure of data by producers and importers of single-use plastics, whereas producers, importers, distributors, suppliers and beverage companies may be directed to initiate awareness campaigns and for enforcement of these Regulations, fines may be imposed by the Pakistan Environmental Protection Agency for violations.
The prohibition of single-use plastic items under these Regulations with timelines are as under: single-use polythene bags including but not limited to carrier bags and flat bags, drinking straw within two years of commencement of these regulations; plastic crockery including plates, bowls, cups, glasses, plastic cutlery designed for eating or serving food including forks, knives, spoons, chopsticks, plastic foodservice ware designed or used for serving or transporting food or beverage ready to be consumed including lidded container, box, cup, plate, bowl and stirrers including any plastic item designed to stir or mix beverages or to prevent a beverage from spilling from the lid of its containers from from August 1st, 2023.

Conference on ‘South Asia: Evolving challenges & petitioned opportunities’ held at PU

LAHORE, Feb 16 (APP):A national conference on “South Asia: Evolving Challenges and Petitioned Opportunities” was jointly organised by the Punjab University (PU) Centre for South Asian Studies and Paigham-e-Pakistan, here on Friday.
Speaking at the event, PU Vice Chancellor Prof Dr. Khalid Mahmood said that for development and prosperity of the country, everyone would have to play a role. Centre for South Asian Studies Director Prof Dr Naheed S. Goraya, President Centres of Pakistan International Relations Amna Munawar Awan, senior journalist Syed Moeed Jaffri, faculty members, researchers and a large number of students were present.
The PU VC said everyone knows the challenges facing the South Asian region and their solutions, but the problem was implementation of the solutions. He said researchers and teachers of higher education institutions talk about problems and solutions through research journals and the media, which policymakers usually did not value. He said that even the biggest problem of the world could be solved through dialogue adding that in
the age of digital media, access to information had not been a major issue. But, instead of increasing harmony, it had increased chaos. He said educational centres, which were aware of problems, needed patronage of the government institutions to get them out of financial crisis, for which policies should be expedited. He said the youth were the future of Pakistan, from whom the nation had hopes for its betterment.
Speaking at the moot, Amna Munawar Awan said the South Asian region was of worldwide importance due to its geo-political situation. She said that Pak-India relations and peace in Afghanistan were essential for development of the region. She said it was era of digital media; the world wanted to do trade/ business with Pakistan, but the country had been facing numerous problems. She said that India was promoting linkages with the Middle East to strengthen its industry. She said for development of Pakistan, it was necessary to overcome the leadership crisis and utilise capabilities of CPEC, BRI and educated youth. She said that cyberspace warfare is a big challenge for Pakistan, which required cyber experts to deal with it.
Journalist Moeed Jaffari said solution to problems come from educational institutions, for which it was necessary to promote high-quality research. He said people of different lifestyles, colours and races live in South Asia. He said in India, after about 12 miles, the language, lifestyle changes, but it is still developing. He said that change in society does not come at once; for that one had to work with continuity and unity. He said democracy could be
strengthened by positive changes in Pakistan’s bureaucratic system, teaching methods and curriculum.
Dr. Naheed S Goraya said South Asia was a region with 25pc of the world’s population, whose problems need to be understood. She said that the region was facing challenges such as proper use of human resources, peace,
sustainability, chaos, extremism and terrorism without which development is not possible. She said that the purpose of organising seminars and conferences by PU CSAS is to highlight the issues.

Committee set up for adopting Sahiwal recycling model to ensure twin cities cleanliness; Commissioner

RAWALPINDI, Feb 16 (APP):Commissioner Rawalpindi Division Liaqat Ali Chatta on Friday said that a special committee has been formed to improve the sanitation conditions of the twin cities, comprising Islamabad and Rawalpindi administration, Capital Development Authority and Cantonment Boards.
He said this while presiding over a meeting at his office regarding water supply and sanitation system of the twin cities.
President Rawalpindi Board Brigadier (R) Ijaz Qamar Kayani, Chairman Rawalpindi Waste Management Company Saqib Rafiq, MD Rana Sajid Safdar, Hanif Abbasi, CDA members and other concerned officers were present in the meeting.
The Commissioner said that it had been observed that even after great efforts, the cleanliness situation in the twin cities was not up to mark and to resolve the issue, a committee had been set up which will present Sahiwal-style recycling model on next Monday,
He said that the model would be immediately launched in the twin cities after the forum’s approval.
He directed the RWMC to make arrangements for its essential machinery which was completely defunct at present and include it in the upcoming Annual Development Programme to overcome the shortage of resources in cleanliness activities.
Chatta further said that the second important task of the committee was to deal with the rising issue of water deficiency.
He said that according to World Health Organization standards, the shortage of clean drinking water in the twin cities was around 47 percent which will increase with the passage of time and population expansion.
The Commissioner informed that Sahiwal Division was self-generating 35 percent of its budget through garbage recycling.
He  said that around 2,300 tons of garbage was lifted daily in Rawalpindi while as par the Sahiwal model, a major portion of the garbage would be recycled while only 30 percent of the remaining waste would be left for disposal.
Laiqat added that after adopting Sahiwal model the cost of disposal would be significantly reduced and at the same time income would be started from recycling.
He urged the residents to cooperate with  the sanitation staff in making the city neat and clean as no campaign could be successful without the active participation of the people.
Liaqat asked the residents not to set the garbage on fire and throw the waste in the bins placed in every corner of the city.
He said that RWMC had displayed banners across the city to inform citizens about the hazards of smog.

Police introduces “ICT-15” app for ensuring safety of citizen

ISLAMABAD, Feb 16 (APP):Islamabad Capital Police on Friday introduced an “ICT-15” application for IOS users; to ensure the safety of citizens.
According to a police spokesman, following the special directions of the Islamabad Capital City Police Officer (ICCPO), Dr. Akbar Nasir Khan, the Islamabad Capital Police ICT-15 mobile application has been introduced for IOS users, to ensure the safety of citizens.
He said that the purpose of this mobile app was to enable citizens to inform the police without any hassle or time delay and ensure immediate police assistance. Through this mobile app, citizens could promptly notify the police of any incidents or emergencies by sending audio messages or images.
Moreover, to utilize this service the citizens should first download the “ICT 15” mobile application from the App Store, he added.
He said that after installation, they need to enter their name, address, and mobile number. In case of an emergency, they could send an alert message along with audio or images.
Upon receiving the message, a representative of Islamabad Capital Police would immediately contact the affected individual to gather further details.
After registering the complaint, the concerned person’s information would be forwarded to the relevant police station and Dolphin (Emergency Response Unit). A police team would be dispatched promptly to assist, he added.
ICCPO Dr Akbar Nasir Khan stated that the Islamabad Capital Police are committed to ensuring the security of citizens and will not tolerate any elements to disrupt public safety.

Illegal mining, logging banned in District Swat

PESHAWAR, Feb 16 (APP):District Administration Swat has imposed a ban on mining and excavation for a period of sixty days hence forthwith.
According to district administration, ban has been imposed to protect aquatic life of River Swat and to bridges and public property.
It was said that ban is also imposed to reduce chances of dengue and malaria that are increasing from water accumulation due to illegal mining and excavation.
Moreover, illegal mining and excavation could also damage bridges and public properties and increase probabilities of floods in monsoon season.
District administration has also banned logging in protected areas, and use of chainsaw within limits of the district for a period of sixty days citing hazardous climate changes.
It was said that illegal logging would also help control and reduce harmful effects associated with climate change. The violators would be dealt under section 188, said an official statement issued on Friday.

Railways grants temporary stoppage for Awam Express at Golra Sharif Railway Station
