Rains, snowfall kill six, injure 14 in KP: PDMA

PESHAWAR, Feb 20 (APP): At-least six people including two young brothers were killed and 14 others injured in various incidents related to rain and snow in various parts of Khyber Pakhtunkhwa.

Provincial Disaster Management Authority (PDMA) said on Tuesday that due to rains and snowfall continuing in different parts of the province for the last three days, six people including two young brothers and a child were killed while 14 others injured.

It said the rains totally destroyed two houses and caused partial damage to 16 other houses. In Malakand Division, a man woman and in Mardan a woman were killed in rain related incidents. It further informed that a man in Swat and a child in Dir Upper were killed in roof collapse incidents due to rain. In Kurram district a child, man and four women were injured.

In Katlang tehsil of Mardan two little brothers identified as Mashal (5) and Danyal (6) were killed in a water pool created by the rain. The local people and rescue workers retrieved their bodies from the pool.

CM inaugurates sports gym of police training college

LAHORE, Feb 20 (APP):Punjab Caretaker Chief Minister Mohsin Naqvi on Tuesday inaugurated the sports gymnasium of Police Training College Lahore and directed to arrange the latest exercise machines in the gym while inspecting the facilities provided for the trainee policemen.
In his address to the trainees, the CM advised them to uphold integrity and pursue lawful means of livelihood. He emphasized that those who earn through lawful means would find blessings and abundant sustenance provided by Allah Almighty. Expressing confidence, he stated that trainees could earn respect and honor by choosing a lawful livelihood and urged them to work diligently for their force.
Highlighting the extensive renovation of the training college within a few months, the CM remarked on its transformation from an archaic building with inadequate facilities to a center of excellence. Upon entering the premises, he felt a palpable sense of improvement, likening it to a training center in New York or Los Angeles.
He credited IG Usman Anwar for the commendable upgrades in police stations, transforming their appearance significantly. Mohsin Naqvi remarked, “We used to boast about the transformation of every police station, but now we can proudly extend that to every police training center as well.” He acknowledged IG Usman Anwar and his team for their dedicated efforts towards safe city projects and police welfare.
The IG Police echoed gratitude towards CM Naqvi for his relentless efforts in advancing police welfare. He emphasized the significant shift in Punjab police’s trajectory before and after CM Mohsin Naqvi’s tenure, signifying an era of remarkable progress and development.

CM inaugurates upgraded Mayo Children’s Hospital

LAHORE, Feb 20 (APP):Punjab Caretaker Chief Minister Mohsin Naqvi, accompanied by children Masooma Fatima and Ibrahim suffering from kidney disorders, inaugurated the upgraded Mayo Children’s Hospital, here on Tuesday.
The upgradation of Mayo Children’s Hospital has been completed in record time, showcasing exceptional speed and quality. The hospital’s bed capacity has been increased to 360 beds.
The CM inspected various wards of the state-of-the-art hospital and commended the high-quality work of the upgradation. The Secretary Communication and Works provided a briefing on the project, while the Secretary Health highlighted the improved treatment facilities.
Talking to media after the inauguration, Mohsin Naqvi stated that the first phase of the upgradation, totaling 360 beds, has been completed. The Mayo Children’s Hospital was part of the Mayo Hospital Upgradation Plan, which has a total cost of Rs 10 billion. He mentioned that Mayo Hospital currently has 2,484 beds and 1,763 doctors, and human resource problems have been addressed by Secretary Health Ali Jan.
CM Naqvi praised the hard work of the entire team involved in the upgradation, especially acknowledging the Department of Communication and Works, Secretary Sohail Ashraf, and XEN Maryam for their dedicated efforts. He also applauded the commitment of professors, doctors, and staff at Mayo Children’s Hospital.
He highlighted that the malfunctioning CT scan machine at Mayo Hospital, inactive since 2017, has been repaired and made functional. Additionally, necessary machinery and equipment have been provided, including the procurement of elevators for Mayo Children’s Hospital and other hospitals. He mentioned the completion of upgradation for 104 hospitals, including 32 teaching hospitals, as well as the construction, repair, and maintenance of 104 highways. Naqvi announced that the detailed performance report of the entire year will be shared with the media in the coming days.
Regarding former Chief Minister Shehbaz Sharif, Naqvi expressed respect and acknowledged his vast experience and contributions. He thanked Sharif for appreciating the government’s speed of work.
Responding to a question about cricket, Naqvi emphasized the need to separate politics from the sport, stating that politics has damaged cricket. He expressed optimism for the improvement of cricket in the future.
Regarding the Ameer Balaj murder case, Naqvi assured that the accused has been apprehended, and efforts are underway to identify the mastermind.
Provincial Information Minister Amir Mir, Secretaries of Health, Information, Special Secretary Health, Vice Chancellor of King Edward Medical University, DG Nursing, and other officials were also present.

PTA launches data center to enhance service delivery

ISLAMABAD, Feb 20 (APP):Pakistan Telecommunication Authority (PTA), inaugurated its Tier 3 compliant data center here on Tuesday.
The ceremony was attended by Caretaker Federal Minister for Information Technology & Telecom, Dr. Umar Saif, said a news release.
The newly established data center is engineered to deliver efficiency and reliability, boasting 24×7 Network Operation Center (NOC) and Security Operation Center (SOC) to ensure seamless operations and robust security measures.
On this occasion, the caretaker Federal Minister said that this initiative aligns with our vision for a digitally stronger Pakistan and underscores the government’s dedication to providing advanced and secure digital services.
Chairman PTA, Major General (Retd) Hafeez Ur Rehman, appreciated the efforts of all stakeholders involved in the successful establishment of the data center which will serve as a centralized platform for managing and provisioning a diverse range of e-services to consumers and telecom operators.

Sindh Cabinet approves increase in Abiana, water charges to meet M&R expenditures

KARACHI, Feb 20 (APP):The provincial caretaker cabinet in its meeting held under the chairmanship of Sindh Chief Minister Justice (Retd) Maqbool Baqar has made some decisions, including increasing the rate of Abiana and water, surveying unsurveyed land, rewriting the record of rights, and agreeing that the land of Pakistan Steel Mill can be used for industrial purposes by the federal government.
 The meeting was held at CM House on Tuesday and was attended by provincial cabinet ministers, Chief Secretary Dr Fakhre Alam, Chairman P&D Shakil Mangnejo, Secretary Local Govt Manzoor Shaikh, Secretary Finance Kazim Jatoi and others.
The  cabinet  agreed that the land of Pakistan Steel Mills could be used by the federal government for establishing  an Export Processing Zone.
However, there is a condition that the land must be used only for industrial purposes. It should be noted that during 1973-74, the Sindh government granted land to Pakistan Steel Mill. At present, Pakistan Steel Mills is using/controlling 13344.34 acres of land.
Minister for Irrigation, Ishwar Lal told the cabinet that the Abiana Rate and Water Supply Rate needed to be gradually increased to meet the Maintenance & Repair (M&R) requirement of irrigation infrastructure.
The Abiana (water charges) recovery is much less than the M&R expenditure for reasons, including Abiana  are very much on the lower side and were revised in the year 1999.
The average annual Abiana collection is Rs 528.45 million against the average annual M&R expenditure of   Rs 4,464.77 million.
As per Sindh Irrigation Department study 2014, the average annual M&R requirement is Rs 11353 million.
Secretary Irrigation Niaz Abbasi giving a comparison of the Sindh and Punjab rates said that Sindh collected abiana for wheat at Rs 53.3 per acre in 1999, 2021 and 2024 while Punjab collected Rs 150 in 2021 and Rs 400 in 2024.
 Similarly, Sindh collected Rs 181.87 in 1999, 2021 and 2024 for Sugarcane while Punjab collected Rs 250 in 2021 and 1600 in 2024.
The cabinet was told that the rate of Sindh for Cotton remained at Rs 93.09 per acre while Punjab has 250 in 2021 and Rs 1000 in 2024.
The abiana rate for Rice in Sindh was Rs 88.78 while the Punjab has a rate of Rs 250 in 2021 and Rs 2000 in 2024.
Similarly, the abiana rates for vegetables, fodder and orchards in Sindh are 142.14, Rs 53.3 and 142.14 respectively while the rate in Punjab is Rs 1200, Rs 400 and Rs1000 in 2024 repetitively.
The cabinet approved an increase of the abiana rate for Crops and water charges for Municipal/Domestic, Industrial and Commercial uses by 100 per cent.
The current rate for Abiana is Rs 53 (Riverine water) and Rs 363 (Tube well and Lift Machine) per acre and it would be increased to Rs106/726 per acre.
The water rates for Municipal/domestic rates are Rs 0.50 per 1000 gallons and the new rate would be Rs 4 per 1000 gallons which shows a 800 percent increase.
The water rate for industrial/commercial is Rs 1.0 per 1000 gallons and its new rate would be Rs 8.0 per 1000 gallons.
The cabinet observed that the Municipal Corporations, water board, WASA and even industrial areas of Karachi, Hyderabad and. Sukkur do not pay a single penny of water to the irrigation department.
The cabinet was told that Survey work would be started in each district, for which 32 Survey teams were being constituted comprising one Revenue Surveyor six Tapedars and an Inspector of Revenue and City Surveys.
Every survey team would be equipped with a DGPS and other allied accessories including an operator.
At the end of the day, the work done by the field survey teams would be sent in soft format to the Lab.
The Lab is to be established at the Directorate, which would process data and prepare the land records, and then the record so prepared will be sent to the DC concerned and Mukhtiarkar Estate for authentication.
City Survey; Due to the influx of the rural population to the urban areas, a sufficient number of towns require to be city surveyed for extension of existing survey or new survey.
City survey operations are proposed to be conducted at the Divisional, District and Taluka Headquarters (153 in total) to prepare the necessary Record of the Rights of the residents and also to keep proper account of the Government lands.
The scope of re-writing includes special revision of old Land Records through online portals VF-VIIA, VF-II and VF-I.
Minister Revenue Younus Dhaga told the cabinet that Re-writing committees for record of rights would be constituted.
The Verification committees would also be formed to carry out such multidimensional tasks, it is proposed that the Directorate of Survey and Settlement, BOR start the operation/work within the available man power, however, additional technical assistance from the market would be required, to meet the necessities.
The cabinet approved the plan and its budget of Rs 2,922.19 million, however, the chief minister said that during the current financial year 2023-24, 10 per cent of the total amount that came to Rs 290 million would be released while the remaining 90 per cent amount of Rs 2632.19 million would be allocated in the next financial year budget (2024-25) accordingly.
Recruitment of Sub-registrars: The cabinet approved an amendment in the Sindh Registration Rules 1940 to pave the way for the recruitment of sub-registrars through the Sindh Public Service Commission.
Sub-Registrars are appointed 50 per cent by promotion from Senior Clerks who have passed the departmental examination and 50 per cent through initial appointment.
The departmental examination is conducted internally by the IG Registration.
SMBR Zahid Abbasi said that to meet the requirement of e-registration and improve efficiency, the department proposes amendments to the Sindh Registration Rules, 1940, regarding the initial appointment, conduct of departmental examination, and training for Sub-Registrars.
According to the amendment the initial appointment and departmental examinations of the Sub-Registrar will be conducted/made through the Sindh Public Service Commission. Only departmental examination-qualified senior clerks will be eligible for promotions to Sub-Registrar. Sub-registrars appointed through initial appointment must pass the departmental examination for confirmation into service. The Training Management & Research Wing, SGA & CD will conduct academic training for six months, and departmental training will be conducted for the remaining six months.
Free Text Books & exam fee: Minister of Education Dr Rana Hussain told the cabinet that Sindh Education Foundation (SEF) has 2723 eduactional institutions with an enrolment of 890,000.
To meet the demand of textbooks for the 890,000 students of Foundation Assisted Schools, the STBB has worked out and demanded an amount of Rs. 964 million in the current year.
Secretary Education Ms Shireen Narejo requested the cabinet to grant additional funds Rs.500 million for the provision of Textbooks for SEF Schools and Rs.140 million for payment of Board Examination Fees as applicable on the Foundation’s Schools / Centre(s) during the current financial year 2023-24 and make it part of regular budget from next financial year. The cabinet approved the funds.
 Caretaker Health Minister Dr Saad Niaz told the cabinet that the NICVD has requested a grant of Rs628.311 million for the purchase of MRI Machine. The cabinet after discussion approved the funds and ordered their release.
Recruitment of officers & Vaccinators: Minister Health Dr Saad Niaz told the Cabinet that four officers and 455 vaccinators were required to be recruited on a contract basis for one year for strengthening of EPI under the World Bank disbursement link indicators in Sindh Health Support Program (SHSP), a Foreign Funded Project.
The cabinet approved the proposal and accorded the permission to start recruitment on merit.
Secretary Energy Rehan Baloch said that Karachi Water Board has requested for shifting of its 42 sewerage pumping station K.Electric Feeders from high losses feeders to low loss (load shedding feeders). The shifting of the feeders would cost around Rs324.46 million. The cabinet approved the funds and directed the energy department to get the feeders shifted at the earliest.

HDA Employees dues: Minister Local Government Mubeen Jumani told the cabinet that a grant in aid of Rs500 million was required to clear the pending pension, salaries, service benefits and other ancillary matters of the employees of Hyderabad Development Authority.
The CM said that the retired employees of KMC and even KDA were approaching him for payment of their pensions and retirement benefits. He approved Rs500 million for HDA employees.
On the recommendation of the Local Govt department and the cabinet the CM approved Rs3000 one-time grant-in-Aid for KDA to clear outstanding due of its working and retired employees.
The cabinet also approved Rs300 million for payment of salaries to the employees of Sehwan Development Authority.
Rehabilitation of Islamkot RO Plant: The provincial cabinet on the request of the Public Health Engineering Department approved Rs434.109 million for the rehabilitation of 1.5 MGD mega RO plant Islamkot, District Tharparkar. A technical team of NED andMehran Universities had assessed the rehabilitation cost, therefore the amount was approved to start the repair and maintenance work.
The provincial cabinet on the request of the Forest department approved Rs51.216 million for 23 candidates/Range Forest Officers (BS-16) selected through SPSC to send them to Pakistan Forest Institute Peshwar for a four year couse.
The provincial cabinet on the request of the Irrigation Department approved the extension of $71.7 million IDA credit upto June 2028. Under the credit facility Guddu and Sukkur barrages would be rehabilitated.
Law Minister Omar Soomro told the cabinet that additional funds of Rs167 million were required for the installation of Floor Air Conditioners in the High Court. The cabinet approved the funds.
 Secretary Local Govt Manzoor Shaikh briefing the non-ADP scheme has been prepared to construct Road from from Ahsanabad to High Court Housing Society Scheme-33 Karachi for Rs99.945 million. Karachi Development Authority would execute the scheme. The chief minister said that the scheme would be funded by the local government department from its intra-sectoral savings.
Minister Revenue Younus Dhaga told the cabinet that the Survey Superintendents of Karachi, Khairpur, Larkana, Mirpurkhas and Land Records Officer, Hyderabad have reported that un-assessed land approximately 4.5 million acres is available in their divisional jurisdictions for surveying.

SMIU VC addresses the Orientation Day

Addressing the Orientation Day organised by Directorate of Students Affairs and Counselling of SMIU for newly enrolled students in the session of Spring 2024, at the Sir Shahnawaz Bhutto Auditorium, Dr Mujeeb Sahrai welcomed the students at the Alma-Mater of Founder of Pakistan Quaid-e-Azam Mohammad Ali Jinnah and said in our country besides other resources there is a youth energy that must be properly used for progress of the country and its people.
“There is 60 per cent of youth population in the country, therefore, their services for the country must be according to the demands of the present day age. We have to make the country developed with the help of the young generation,” the vice chancellor said and added that the newly enrolled students are fortunate that they have succeeded in getting admission at SMIU.
Therefore, they pay complete attention to their study here and also participate in co-curricular activities being organised by SMIU’s student societies.
The vice chancellor stressed that the students benefit from the facilities being provided by the SMIU to them.
“SMIU has the most learned and experienced faculty, thus the students shall get quality education over here,” Dr. Mujeeb Sahrai concluded.

All arrangements to be made on Shab-e-Barat: Mayor Karachi

KARACHI, Feb 20 (APP):Mayor Karachi Barrister Murtaza Wahab on Tuesday said that lighting, cleanliness and other arrangements will be made inside the boundaries and routes of the cemeteries to facilitate the citizens going to the graveyard for Fateha khawani on the occasion of Shab-e-Barat.
A facilitation centre will be established at all the graveyards with deployment of city wardens, 1122 ambulance a fire tender and tanker of drinking water and a team of city wardens will be deployed for the movement and parking of vehicles outside the cemeteries, he said this while addressing a meeting held in his office on Tuesday regarding the arrangements for Shab-e-Barat.
Municipal Commissioner S.M.Afzal Zaidi, Director General Technical Services, Director General Parks, Senior Director Coordination, Director Municipal Services, Director Cemetery, Director City Warden, Chief Fire Officer, Chief Engineer Electrical and other officers were also present on the occasion.
Barrister Murtaza Wahab said that a large number of citizens come to the graves of their relatives and friends to offer Fateha on Shab-e-Barat, so keeping in view the past experiences, all arrangements should be made including cleaning of the roads around the cemeteries, lighting and water supply.
He directed the Senior Director Municipal Services to visit all graveyards, especially Mohammad Shah Graveyard, Sakhi Hasan, Mewa Shah, Azeempura and Model Colony cemeteries and ensure cleanliness arrangements.
The Mayor Karachi said that the Director Graveyard has been appointed as the focal person in connection with all the arrangements, so all the departments will remain in touch with the director cemetery and ensure the implementation of the instructions received in this regard.
He said that arrangements have been made in all the graveyards run by KMC regarding Shab-e-Barat, every effort is being made so that there is no shortage anywhere, disinfectant spray and city wardens are also being deployed around the cemeteries, which will help in traffic flow and better arrangements on narrow streets and roads, providing better facilities to the citizens is the top priority.
The civic administration should play its effective role, especially during holy festivals and important occasions.

‘Multan division ideal for early sowing of cotton’; Saqib Ateel

MULTAN, Feb 20 (APP):Secretary of Agriculture South Punjab Saqib Ateel said that the Multan division was ideal for early sowing of cotton because of low challenges to the crop.
He said this while paying a visit to a cotton field being developed through the Integrated Pest Management Model (IPM) at 5-Kassi in Tehsil Kabirwala. The sucking pests did not affect the early sown cotton, Saqib hinted while talking to farmers.
The early sown cotton gets more time for proper nurture of the crop due to climate factors and it also helps to improve cotton quality, he added.
He urged farmers to use triple gene-seed varieties as these were highly resistant against pink bollworms.
On this occasion, Deputy Director of Agriculture Rana Muhammad Arif and other officials were also present. They also briefed the secretary about the overall cotton situation in the district.

561 centers set up for 176,359 candidates for SSC annual exam in Faisalabad division

FAISALABAD, Feb 20 (APP):The Board of Intermediate and Secondary Education, Faisalabad, has established 561 examination centers in the division for 176,359 candidates for 1st annual Secondary School Certificate SSC Part-II(10th ) examination-2024, which is starting from March 1.
According to board sources here Tuesday, 336 examination centers including 159 for females and 24 combined have been set up in district Faisalabad. At least 40 centers including 14 for females and 11 combined in district Chiniot, 93 including 33 for females and 22 combined in district Jhang and 92 including 34 for females and 22 combined in district Toba Tek Singh.
Over 148,046 regular candidates including 79,247 females while 28,314 private candidates including 12,087 females will appear in the examination.
The number of boys in science groups including regular and private is 75,430 while in the arts group is 9,595, however, the girls’ number in science groups including regular and private is 67,011 while in the arts group is 24,323.
