China’s Global Security Initiative ‘crucial in fight against terrorism’: Forum

BEIJING, March 29 (APP): Against the backdrop of recent terrorist attacks in Russia and Pakistan, diplomats and representatives from international and organizations are convening in South China’s Hainan to discuss the importance and potential impact of China-proposed Global Security Initiative (GSI) on global peace efforts.
Former special envoy for the China-Pakistan Economic Corridor (CPEC), Zafar Uddin Mahmood told the Global Times the GSI is of great importance in this context as it provides a fundamental path for achieving lasting security.
The initiative is dedicated to respecting and safeguarding the security of every country, rather than seeking dominance in international security affairs, let alone taking sides. This is the fundamental reason why the initiative is widely welcomed, Chen Xiaodong, China’s deputy foreign minister, said at the panel session during the Boao Forum for Asia.
The concept and the key points proposed in the GSI are very persuasive, conducive to handling conflicts between countries, and promoting trust and dialogue is a cornerstone, which enables us to establish trust in Asia, Sarybay Kairat, Secretary General of Conference on
Interaction and Confidence Building Measures in Asia, said in his speech.
On the recent terrorist attacks in Russia and Pakistan, Zhang Ming, Secretary General of the Shanghai Cooperation Organization (SCO), told the Global Times that he noted that those attacks resulted in significant casualties.
The SCO strongly condemns such terrorist acts, which prompted more agreements in the SCO to unite with the international community to resolutely combat the “three forces” of terrorism, separatism and extremism, Zhang said.
Highlighting the importance of the GSI against the background of severe terrorist acts shaking the region, Zafar Uddin Mahmood, former special envoy for the CPEC, told the Global Times that the GSI is of utmost importance to achieving permanent security.
Zafar elaborated it by saying that “we cannot assume that our security guarantee is already sufficient, as recent terrorist incidents have shown the need for increased vigilance. It is clear that we must raise our alert level and be prepared at all times.
“The solution must be a long-term process, requiring a plan to ensure permanent security. In this regard, China’s Global Security Initiative provides us a path to consider and research common solutions,” Zafar said.
Zhang said the GSI has contributed Chinese wisdom to making up for the deficit of peace in the world. China has provided solutions for countries around the world to address international security challenges and achieve common development and progress, Zhang noted.
In order to promote the international community’s efforts to eliminate conflicts through negotiations and resolve disputes through consultation, China has demonstrated its responsibility and commitment as a major country, Zhang said.
China is willing to work hand in hand with other Asian countries to coordinate the management of regional security affairs, combat terrorism and transnational crimes in a reasonable manner, strengthen security cooperation in areas such as nuclear facilities, cyberspace, outer space, public health, food and energy, Chen said in his speech.
As for how to further carry forward the GSI into practice, Zafar said he hoped that the SCO, an organization that continues to expand, will play a larger role in addressing security threats and challenges in order to advance the GSI. The SCO not only organizes joint drills in combating security risks, but also pays great attention to nurturing talents in this field, impacting both regional security as well as a broader global sphere.
Gilles Carbonnier, vice president of the International Committee of the Red Cross (ICRC), told the Global Times during the Boao Forum that he highly recognizes China’s GSI and Global Development Initiative, as they are also focused on restoring livelihoods in fragile situations and preventing violations of international humanitarian law.

BEIJING, March 29 (APP): The Boao Forum for Asia (BFA) annual conference 2024 concluded Friday in Boao, a coastal town in China’s island province of Hainan, with a series of consensus reached.
“All parties are more aware of the challenges facing the world today,” said Li Baodong, BFA secretary general, at the closing press conference, adding that all countries are encountering common challenges, including the sluggish global economic recovery and the persistence of regional conflicts. “Only by working together can we better handle the challenges.”
Asia is leading a new era of sustainable development, and China is the pillar of sustainable development of the world economy in the post-COVID-19 era, he noted.
China is advancing high-quality development and further opening up, and the country is expected to remain the largest contributor to global economic growth, he said.
 The consensus also underscores that innovation is the inexhaustible driving force for development, and countries around the world should accelerate actions on climate change.
The BFA annual conference this year took place from March 26 to 29, with the theme “Asia and the World: Common Challenges, Shared Responsibilities.”
The conference drew about 2,000 delegates from over 60 countries and regions and more than 1,100 journalists from nearly 40 countries and regions.
Founded in 2001, the BFA is a non-governmental and non-profit international organization committed to promoting regional economic integration and bringing Asian countries closer to their development goals.

Ramazan Package enhanced from 7.5 billion to 12.5 billion rupees: Finance Minister

KARACHI, Mar 29 (APP): Federal Finance Minister Muhammad Aurangzeb on Friday said that Prime Minister Shehbaz Sharif had enhanced Ramazan Package amount from Rs. 7.5 billion to 12.5 billion rupees so that people belonging to vulnerable segment of the society could be provided essential items on subsidized rates as compared to the open market.
He said this, while talking to media persons during his visit to a Utility Store here in the Defence area.
Finance Minister said under the Ramazan package, apart from Utility stores, 1200 mobile points were also set up to provide essential items to the people at their respective areas. He said there will be no compromise on the quality of the food items being sold through the Utility Stores.
Responding to a suggestion regarding donations from philanthropists to Utility Stores Corporation, the Minister termed it a good proposal and said as philanthropists of this city always generously helped the poor people and they must donate money to Utility Stores for the purpose.
Aurangzeb said there was a wrong impression that IMF was against the subsidies but the fact is that International Monetary Fund is against un-targeted subsidies while it wants the targeted subsidies be enhanced.
Finance Minister said exports has to be our total focus because through it country can earn foreign exchange reserves. He said Pakistan is an agriculture country and it must not import agriculture related commodities.
 Citing the wheat yield target, he said now our country was producing 26 m tons of wheat and if country enhances its yield target to over 40 m tons annually, it would become self sufficient.
In reply to question, Finance Minister said the IMF program is actually Pakistan’s program as its objective  was to get country out of the economic mess. “We have to enhance taxes to the GDP, decrease circular debts, end losses of the State owned Enterprises and IMF was also asking for these reforms which are in the best interest of our country”, he said.
 Muhammad Aurangzeb said more steps are needed for the improvement of the economy and the government was taking measures in that regard.

Hazrat Mujaddid Alf Sani’s Urs: Ministry executes computerized ballot for 200 devotees

ISLAMABAD, Mar 29 (APP): The selection process for participants in the Urs of Hazrat Mujaddid Alf Sani was conducted on Friday at the Ministry of Religious Affairs and Interfaith Harmony.
Under the supervision of Federal Secretary Religious Affairs, Dr. Syed Ata-ur-Rehman, the computerized ballot was executed in the ministry’s committee room.
Prior to this, the Ziyarat Wing officials informed the Secretary Religious Affairs about the reception of 400 applications nationwide for the Urs participation. From these, 200 devotees were selected through a provincial quota-based draw.
Following the draw’s completion, Secretary Syed Ata-ur-Rehman promptly endorsed and approved the results. The Ziyarat Department subsequently published the ballot outcomes on its official website.
Furthermore, successful devotees will receive notifications via Short Message Service (SMS). They are required to proceed by filling out an online form for an Indian visa and submitting their passports to the ministry.
It is noteworthy that the Ministry of Religious Affairs and Interfaith Harmony manages arrangements for Pakistani religious tourists under the 1974 Agreement, facilitating visits to six religious shrines in India.

Maryam Nawaz approves Nawaz Sharif Kisan card

LAHORE, Mar 29 (APP): Punjab Chief Minister Maryam Nawaz on Friday gave approval to the ‘Muhammad Nawaz Sharif Kisan Card Project’ aimed at uplifting the agriculture sector and socio-economic condition of farmers in the province.
The CM presided over the meeting related to agricultural reforms here. She said that under the Kisan card 500,000 small farmers would be given loans on easy terms. This loan will be worth  Rs 150 billion and given in one year. Farmers would also be given loans of Rs 30,000 for per acre land for purchase of seeds, fertilizers and pesticides.
Under the Nawaz Sharif Kisan Card different types of subsidy would also be provided to farmers, she added. The meeting decided that model agriculture centres would be established with the cooperation of the private sector. Modern agricultural machinery, training, pesticides and seeds would be provided at these model agriculture centres.
The CM gave approval to set up a modern agriculture center in each district in the first phase.
Maryam Nawaz directed the agriculture department to formulate data related to production and demand of every crop. For research and development of wheat, rice, cotton, the meeting also gave approval for setting up a state-of-the-art centre of excellence.
The meeting decided that a board would control administrative affairs of the centre of excellence
and research centre would be linked with regional universities while Research and Development Centre would be set up in Agriculture University Faisalabad with the cooperation of China at a cost of Rs 2 billion.
To stop the ssale of fake fertilizers and pesticides, an amendment would be made to the Agriculture Pesticide Act and Fertilizer Control Act. The meeting reviewed reorganisation of Punjab Seed Corporation and Punjab Agricultural Research Board. It decided to equip Agriculture Extension Wing with modern technology and to induct 500 agricultural graduates.
The meeting was told that farmers would be given 24800 modern equipment in two years which would cost Rs 7 billion. Punjab Agriculture Minister Syed Ashiq Hussain Kirmani, Punjab Senior Minister Marriyum Aurangzeb and others attended the meeting.

Finance Minister holds meeting with SBP Governor

ISLAMABAD, Mar 29 (APP): Minister for Finance and Revenue Muhammad Aurangzeb convened a significant meeting with the Governor of the State Bank of Pakistan (SBP), Jameel Ahmed during his visit to Karachi.
The meeting was also attended by Chief Executive Officers (CEOs) and Presidents of various leading banks in Pakistan, said a press received here on Friday.
The primary agenda of the meeting was to discuss and strategize on enhancing financing and lending to priority sectors to stimulate economic growth and development in Pakistan.
During the meeting, Finance Minister provided a comprehensive briefing on the current economic situation of the country, highlighting the government’s ongoing efforts to promote economic stability, fiscal discipline, and sustainable growth.
He emphasized the critical role of the banking sector in supporting the government’s development agenda and urged the banks to increase financing and lending to priority sectors, namely agriculture, Small and Medium-sized Enterprises (SMEs), and Information Technology (IT).
Muhammad  Aurangzeb urged the Pakistan Banks’ Association (PBA) to lead a task force comprising representatives from the banking sector, government and relevant stakeholders, with the primary objective to accelerate financing in the priority sectors and devise actionable strategies to overcome the existing challenges and bottlenecks hindering the growth of these vital sectors.
