ISLAMABAD, Apr 18 (APP): Prior to President Asif Ali Zardari’s address to the Joint Session of Parliament on Thursday, Prime Minister Muhammad Shehbaz Sharif had an interaction with parliamentarians of the Pakistan Muslim League-Nawaz (PML-N) and allied parties.

He went across the National Assembly Hall to exchange greetings, besides shaking hands, with the members of Parliament (MPs), including Pakistan Peoples Party Chairman Bilawal Bhutto Zardari.

Earlier, the prime minister was accorded a warm welcome by the treasury benches by thumping desks as he entered the hall.

Time to turn a new page: President calls for meaningful dialogue, political reconciliation to end polarisation, overcome challenges

ISLAMABAD, Apr 18 (APP):President Asif Ali Zardari on Thursday, stressing for turning a new page and making a fresh start, called for a meaningful dialogue, parliamentary consensus and fostering an atmosphere of mutual respect and political reconciliation to do away with the polarisation and overcome the challenges pervading the country.
“In my considered view, it is time to turn a new page… The challenges we face are not impossible to overcome. They just require the fundamentals of a meaningful dialogue and parliamentary consensus… We can effectively tackle our challenges and foster an atmosphere of mutual respect and political reconciliation,” the president said addressing the Joint Session of the Parliament.
Chaired by National Assembly Speaker Sardar Ayaz Sadiq, the joint sitting was attended by members of the National Assembly and Senate, while in the galleries were provincial chief ministers and legislators, diplomats, and representatives from political parties.
The president’s address was in pursuance of Article 56 (3) of the Constitution which marked the beginning of the first parliamentary year, following the general elections.
The address encompassed major national and international matters, and challenges from economy, poverty, social welfare, women empowerment and foreign policy to Kashmir and Palestine as well as climate change.
He said having given away his powers to the Parliament, his role was as a unifying symbol of a joint robust federation, where all people and provinces should be treated as equal before the law.
As a new beginning, he said, the country needed to build its strengths by investing in people, focusing on public needs, and harnessing its resources to create pathways to inclusive growth.
“We have little time to waste. The country needs us to move on from the polarisation so common now to contemporary politics,” he remarked and sought the role of two Houses of the Parliament in rebuilding public confidence in the parliamentary process.
Calling for resetting the political atmosphere with “more light than heat”, he emphasised reforms to promote good governance and turn challenges into opportunities.

President Zardari said that by embracing the visions of the great leaders Quaid-e-Azam Muhammad Ali Jinnah, Shaheed Zulfikar Ali Bhutto, and Shaheed Mohtarma Benazir Bhutto, “we can effectively tackle challenges and foster an atmosphere of mutual respect and political reconciliation”.

The president emphasised that in order to align the country with the 21st Century requirements, it was imperative to move forward on reforms with good governance for the provision of optimal social entitlements to the citizens.

He said besides working on economic reforms, spurring jobs, reducing inflation and expanding the tax net, the Federal Government should also promote positive working relationships and effective coordination, within the constitutional framework, with the provinces.

“This is absolutely essential for promoting an inclusive national development agenda and rolling out policies that execute tangible action on the ground.”

President Zardari stressed the government to intensify its efforts for attracting foreign direct investment, implementing comprehensive ease-of-doing-business reforms and simplifying the existing regulations to provide an enabling environment to both foreign and domestic investors.

At the same time, he also emphasised to diversify exports, enhance the competitiveness of domestic products in global markets, introduce value addition, and venture into new international markets. Similarly, the huge untapped potential in the agriculture, marine life, information technology and textile sectors should also be exploited to earn foreign exchange, he added.

Commending the establishment of the Special Investment Facilitation Council (SIFC), he said it was a step forward in the right direction as it was aimed at attracting and facilitating investments in key sectors.

As regards climate change impacts, the president said Pakistan had been serially devastated by different impacts of climate change, especially in the shape of catastrophic floods in 2022. “We urgently need to invest in climate-friendly and climate-resilient infrastructure to mitigate the rapidly compounding risks of climate change.”

Speaking about the importance of the provision of primary & secondary education, President Zardari pointed out that as a massive number of children were out of school, all the provincial governments should focus their energy on transformative reforms in the education sector.

He also highlighted the urgent need of rebuilding and scaled-up expansion in the health sector, saying that regular investments in the primary and secondary health infrastructure, as well as human resources, were needed to ensure that every citizen had access to quality healthcare services and that no one lacked medical care.

He said a large number of population was slipping to extreme poverty due to a combination of factors including climate impacts and sheer cost-of-living pressures.

“It is our responsibility to ensure that they move out of extreme vulnerability, with the ability to access opportunities for jobs, and resources to reinvest in farms, livestock and small businesses.”

The president viewed that the Benazir Income Support Programme (BISP) had been providing a lifeline to millions of vulnerable women across the country, offering them financial assistance and social protection, while giving many women the incentives and seed capital to start up small businesses.

The number of beneficiaries of the poverty alleviation programme had risen to over 9 million, he added.

The president expressed the hope that the new government would actively work to reduce social and economic fragility while aggressively promoting girls’ education and health, including programmes to reduce maternal mortality and enhance mother and child nutrition.

Highlighting the Kashmir issue, the president reminded the world of the unsung sacrifices of Kashmiri people in their ongoing struggle for the freedom of Indian Illegally Occupied Jammu and Kashmir.

He said the revocation of Articles 370 and 35A was part of India’s strategy to reduce the Kashmiri Muslims to a minority in their own homeland, and called upon India to reverse all illegal measures taken on or after August 05, 2019.

“I assure our Kashmiri brothers and sisters that Pakistan will continue to provide moral, political and diplomatic support to the people of occupied Kashmir until they get their right to self-determination,” he said and termed the implementation of the United Nations Security Council’s resolutions a key to durable peace in South Asia.

President Zardari also expressed deep concerns over the tidal wave of indiscriminate killings of innocent Palestinians and genocide committed by the Israeli forces. He reiterated Pakistan’s condemnation of the brutality and impunity of the occupation forces and commitment to its principled support for the establishment of an independent and viable Palestine state, based on the pre-1967 borders, with Al-Quds Al-Sharif as its capital.

Referring to the resurge of terrorism and its threats to the nation’s security as well as regional peace and prosperity, he called the menace a shared concern that required collective efforts. He urged the neighboring countries to take strong notice of terrorist groups involved in launching attacks against Pakistan’s security forces and people.

“Today, I reaffirm the nation’s resolve to eliminate terrorist elements. My late wife, the twice-elected Prime Minister of Pakistan, Mohtarma Benazir Bhutto Shaheed, gave her life standing up to terrorists, so you will never find me wanting in building the unity and momentum behind such an effort,” he remarked.

He said the country’s armed forces and law enforcement agencies had rendered immense sacrifices and played a heroic role in the fight against terrorism and defence of national frontiers.

Coming to foreign policy, President Zardari thanked the friendly countries, particularly Saudi Arabia, United Arab Emirates, China, Turkiye, and Qatar for supporting Pakistan in difficult times. He also recognised the United States, European Union and United Kingdom having a history of cooperation with Pakistan in many sectors and hoped to grow that further.

The president particularly expressed gratitude to China for its unwavering support to Pakistan in various fields, and reiterated the country’s steadfast commitment to collaborating with it to advance shared goals of fostering regional peace, promoting connectivity, and stability, including the completion of the China-Pakistan Economic Corridor.

“We will not allow hostile elements to jeopardize this vital project or undermine the strong bond between our two nations, and will take all necessary measures to ensure the security of our Chinese brothers and sisters.”

President Zardari said he drew inspiration from Quaid-e-Azam Muhammad Ali Jinnah, Shaheed Zulfikar Ali Bhutto, and Shaheed Mohtarma Benazir Bhutto, who spent their lives being advocates for democracy, tolerance, and social justice.

Expressing his complete faith in political leadership, public institutions, civil society and youth, he said, “I am certain that together, in a fresh start, we can chart a course towards a strong and prosperous Pakistan.”

President Zardari addresses Joint Session of Parliament for 7th time

ISLAMABAD, Apr 18 (APP): President Asif Ali Zardari on Thursday had the distinction of addressing the Joint Session of Parliament for seventh time.

This was his inaugural address to the 16th National Assembly as he had previously addressed the 13th National Assembly for five times and the 14th National Assembly once.

President Zardari addressed the joint parliament sessions on September 20, 2008; March 28, 2009; April 5, 2010; March 22, 2011; March 17, 2012; and June 10, 2013.

According to the constitutional provisions, the President should address a Joint Session of Parliament at the commencement of the first session of National Assembly following a general election and at the outset of each parliamentary year as well.

MoU inked to revolutionize country’s IT sector

ISLAMABAD, April 18 (APP):National University of Science and Technology (NUST) and D.I Khan New City have joined hands to revolutionize Pakistan’s information technology sector and drive economic growth in the region through signing a Memorandum of Understanding (MoU).
           According to an official source, the MoU will serve as a significant step towards the pursuit of educational excellence and economic development.
          The MoU was signed by Dr Rizwan Riaz, Pro-Rector Research, Innovation, and Commercialization (RIC) NUST, and Jehangir Saifullah Khan, Chairman D.I Khan New City.
        Under this strategic alliance, the expertise of NUST in higher education as the premier science and technology university of the country, will combine with D. I. Khan New City’s commitment to socio-economic development, particularly in marginalized communities.
       The collaboration, fuelled by National Science and Technology Park and brought to fruition by NUST Professional Development Centre (PDC), seeks to harness power of innovation to drive economic growth and create opportunities for sustainable development.
       It is to be mentioned here that NUST will offer affordable, internationally recognized IT courses and certifications, ensuring access to quality education for learners across Pakistan and equipping them for employment in the ever-evolving digital landscape.

Rupee sheds 04 paisa against dollar

ISLAMABAD, Apr 18 (APP):Pakistani Rupee on Thursday depreciated by 04 paisa against the US dollar in the interbank trading and closed at Rs278.43 against the previous day’s closing of Rs278.39.
However, according to the Forex Association of Pakistan (FAP), the buying and selling rates of the dollar in the open market stood at Rs277.5 and Rs280.25 respectively.
The price of the Euro increased by Rs1.63 to close at Rs297.48 against the last-day closing of Rs295.85, according to the State Bank of Pakistan (SBP).
The Japanese Yen remained unchanged to close at Rs1.80, whereas a decrease of 57 paisa was witnessed in the exchange rate of the British Pound, which was traded at Rs347.34 compared to the last closing of Rs346.77.
The Emirates Dirham and the Saudi Riyal increased by 01 paisa each to close at Rs75.81 and Rs74.22 respectively.

IT minister ensures provision of conducive environment for IT sector

LAHORE, Apr 18 (APP):Minister of State for Information Technology (IT) and Telecommunication Shaza Fatima Khawaja has ensured the IT enterprises, investors and experts to provide a conducive environment for prosperity and progress.
Addressing the inaugural ceremony of a three-day 24th ICTN Asia Conference and Exhibition at the Expo Centre here on Thursday, she said: “As a minister of IT, it is her profound honour and privilege to be standing before the vibrant business community, brilliant minds and enthusiastic workforce that is driving IT sector, not just for Pakistan, but making way for Pakistan to becoming a regional IT hub”.
“I am delighted to welcome our delegation from Digital Corporation Organization (DCO) and it’s an honour to have them here and it’s an honour to be a founding partner for the Digital Corporation Organization and that is a testament to Pakistan’s readiness to be one of the leading partners and stakeholders in the global IT ecosystem,” she said.
She said that this was not a mere interaction of enthusiasm for technology, but it was a collection, it was a point to deliberate how IT was becoming the linchpin for transforming the world, societies, governance, economies, and transforming future.
The minister said: “The opportunities that the IT holds for us, for our nations, for our people come with challenges that we are ready to face and ready to overcome”.
She said that Pakistan’s digital progress and Pakistan’s position as a global stakeholder was underscored by its vibrant youth as tens of thousands of IT university graduates that were being produced every year, by its connectivity, adding that details and the landscape had already been presented to you by the Pakistan Software Export Board representative, but she added that she would like to say that the host of opportunities that lie in Pakistan, with its technical expertise, with its IT experts and with low labour costs generally.
She said that she would promise from this platform, her supportive government was adamant to provide an ecosystem which was conducive to development of the IT sector as well as the private sector and the government, through its policy, legislation, providing infrastructure or skill support, the government would help the stakeholders by doing any thing and every thing that the government can do for the sector.
“We are here to help, we are here to support, and we are here to stand behind you, to help you, to promote you, and to ensure that you have the platforms and an environment which is conducive to your growth,” the minister ensured.
She said: “Our IT vision is also driven by a whole-of-government approach that involves and trickles down from the vision of Prime Minister Shehbaz Sharif whose main statement to us in every meeting and gathering is that the government has no business doing business as the government’s business is to support businesses, is to facilitate businesses, and to help businesses grow.”
She added that: “It is all supported by our whole-of-government institution, which is the Special Investment Facilitation Council (SIFC) , which is providing that trust and helping to remove any hurdles and barriers that are there, in the growth and  facilitation of the sector.
She said:” It is our vision to digitize the ecosystem, to enhance our knowledge-based economy, and to ensure that all of this collectively spurs economic growth in the country”.
The minister assured her unwavering commitment to the cause of growth of the IT sector.
“We have multiple departments, and I am really pleased to see the support that is being given to this platform by the Pakistan Software Export Board from the ministry of IT,” she added.
She said that participation and support to such events and gatherings ensures that we gather around regularly and interact with our potential partners, adding that with the help of such gatherings with our potential industry partners, the government has an opportunity to understand the industry better.
The minister said:” We have achieved many milestones in the recent past, and one of them that has gathered support and approval from the prime minister is the formulation of National Digital Commission that will be driving Pakistan’s efforts towards a digital ecosystem in three verticals – economy, governance, and society.
She expressed her hope that the national effort would also provide a lot of opportunities for the private sector to grow with the help of the government and to support the government.
 She said that the government also recognized the potential of startups and the startup ecosystem that was here in Pakistan.
She said that the country had  absolutely brilliant minds, adding that she can quote such wonderful, innovative examples of the young people that she met during her previous portfolio as the special assistant to prime minister for youth affairs who have potential to innovate, to create, to solve the problems that are faced, to help the society grow, and to ensure inclusive growth absolutely phenomenal.
It’s truly inspiring and humbling to witness the immense potential of Pakistani youth, she said.
“We see it as our duty to foster and support the venture capitalist ecosystem in Pakistan,” the minister said and informed that in the recent budget, the prime minister highlighted the importance of the IT sector, entrusting her with the task of formulating a dedicated budget to promote IT and added that this led to the establishment of startup funds to support innovation and entrepreneurship.
The minister said that the startup fund support from the government served as a crucial incentive for both local and international venture capitalists to invest in Pakistani startups.
She said that this initiative reflected the government’s unwavering trust in the potential of these startups to overcome financial and technical hurdles in product development and scaling. Recognizing the vital role of IT infrastructure, the Ministry of IT is actively investing in technology parks and special technology zones, underscoring Pakistan’s commitment to fostering innovation and growth in the tech sector, she said.
She said that the government was initiating a plan for national fiberization to ensure that there was good connectivity and the connectivity infrastructure and the basic architecture on which the IT industry grows is accessible and available and affordable for the industry at every level.
She said:” The importance of the availability of infrastructure also encourages to promote a scheme which we call E-Rozgar Centers. And these E-Rozgar Centers and E-Learning Centers are initially created in Punjab when Prime Minister Shehbaz Sharif  was the chief minister Punjab.”
She said that these E-Rozgar Centers and E-Learning Centers at that point played a critical role in providing office spaces and plug-and-play opportunities for young, small, medium, and micro enterprises.
Similarly, she said the vision of the government, to make digital devices available was also something that she would like to mention.
“We intend to carry forward those efforts now in order for us to be able to increase internet penetration, to increase access to digital devices, “ she said and added that in this regard, the government was also right now focused on ensuring a conducive policy for manufacturing of these devices in Pakistan and hopefully in near future also contributing to the export of these devices.
The minister said that the freelancing sector of Pakistan was another icon that can not be ignored.
She mentioned Pakistan’s top five freelancing economy status, highlighted tax reliefs, and emphasized future infrastructure like Erosgar centers and co-working spaces. She envisions freelancers evolving into micro, small, and medium enterprises, boosting Pakistan’s economy and exports.
She lauded the Prime Minister’s Youth Program for skilling 100,000 youth since 2013, with a recent focus on IT-driven skills. She mentioned the expanding focus on IT training, from low-tech to high-tech, including web 3 and artificial intelligence.
She extended gratitude to event organizers, government officials, and private sector partners who played crucial roles in organising the event.
Secretary General of the Digital Cooperation Organization (DCO) Deemah Alyahya as the chief guest also spoke.
Later, the guests gave away shields to the prominent partners of the exhibition.
The minister also cut the ribbon to inaugurate the exhibition.

Romina for climate diplomacy to address environmental degradation challenges

ISLAMABAD, Apr 18 (APP): Prime Minister’s Coordinator on Climate Change, Romina Khurshid Alam Thursday emphasized on climate diplomacy to address the climate challenges including global warming, melting of glaciers, urban deforestation, heat waves, endangered rare species and carbon credits.

She stated this in a meeting with Danish Ambassador Jakob Linulf who called on her here, a news release said.

The both sides agreed on closer collaboration, knowledge sharing and designing of joint activities on climate change.

The coordinator underscored the equitable distribution of funds to developing countries for fighting against the climate crisis.

“It is now or never to deal with climate crisis to save our future generations which will otherwise suffer heavily if attention is not paid at this point of time,” she underlined.

Romina stressed upon regionwise solutions of climate as few countries had drought issues while others had flooding challenges.

The Danish ambassador while extending his felicitations to PM’s coordinator on assuming responsibility on such an important subject applauded the proactive role and her vision to address the climate challenges.

The coordinator thanked the ambassador for extending help to Pakistan during 2022 floods.

The both sides reiterated their resolve to deepen cooperation on climate change.

Romina expressed her gratitude for visiting and also extended invitation to her Danish counter-part to formalize the cooperation on climate.

Gold rates dip by Rs 1,700 to Rs 250,200 per tola

ISLAMABAD, Apr 18 (APP): The per tola price of 24 karat gold witnessed a decrease of Rs 1,700 and was sold at Rs 250,200 on Thursday as compared to its sale at Rs. 251,900 on the previous day.

The price of 10 grams of 24 karat gold decreased by Rs1,458 and was sold at Rs 214,506 against the sale price of Rs215,964 and 10 gram 22 karat gold also decreased to Rs196,631 from Rs197,238, the All Sindh Sarafa Jewellers Association reported.

The price of per tola and ten gram silver remained constant at Rs.2,780 and Rs.2,383.40 respectively.

The price of gold in the international market decreased by $17 to 2,395 from $2,412, the Association reported.

Fly Jinnah launches another non stop flights from Islamabad-Muscat

KARACHI, Apr 18 (APP): Fly Jinnah, Pakistan’s low-cost carrier, has announced the launch of its new non-stop flights between Islamabad and Muscat in Oman, starting from May 10.
The new route will initially start with a frequency of two weekly flights connecting both cities.
