Royal College of Physicians urges tighter e-cigarette regulations

ISLAMABAD, Apr 19 (APP):Royal College of Physicians highlights E-cigarettes as a tool for reducing tobacco harm and calls for tighter regulations to protect non-smokers, particularly young people.
E-cigarettes are still valuable in combating the effects of tobacco use, yet steps should be taken to minimize their allure, accessibility, and affordability to non-smokers, especially youths, while also addressing environmental concerns, says a report from the UK Royal College of Physicians.
The primary discovery of the report from the UK Royal College of Physicians examines the role of e-cigarettes in preventing fatalities, disabilities, and disparities associated with tobacco usage.
The report, E-cigarettes and harm reduction: An evidence review, reviews how e-cigarettes can be used to support more people to make quit attempts while discouraging young people and never-smokers from taking up e-cigarette use. “E-cigarettes should be promoted as an effective means of helping people who smoke to quit smoking tobacco,” it said.
Comprehensive evidence reviews on the role of e-cigarettes have been commissioned in the UK at regular intervals by Public Health England (PHE) and subsequently the Office for Health Improvement and Disparities (OHID).
The report examines trends in tobacco and vaping use, the effectiveness of e-cigarettes to treat tobacco addiction, the differences in health effects of vaping in people who smoke, vape or do neither, the role of the tobacco industry in the rising use of e-cigarettes, and the ethical dilemmas presented by e-cigarettes.
There is a marked variation in international approaches to e-cigarettes. It added that current evidence suggests nicotine itself confers little risk to health, though acute exposure at typical levels from consumer nicotine products can result in addiction, short-term enhanced cognitive effects, elevated heart rate and systolic blood pressure. It will, however, take decades to accurately quantify any effects of long-term non-tobacco nicotine use.
The report maintained e-cigarettes may have a benefit in both stopping smoking and harm reduction in smokers with mental illness, including those who are not motivated to quit and have been unable to quit before.
The report calls for regulating vaping to protect young people and never smokers from vaping. It wants to raise the prices of vaping by introducing an excise tax and minimum unit pricing while banning multi-buy purchases but making sure they remain a less expensive option for adults using them to quit smoking.
The report also calls for restricting ‘point of sale’ in store promotional materials and product visibility, and restricting promotion on social media, along with ensuring Trading Standards services are sufficiently resourced to effectively enforce e-cigarette sales legislation and reduce underage sales.
The RCP wants vaping products to be less appealing to young people by introducing standardized packaging and flavor descriptors.

SDPI, Ethiopian Embassy forge collaboration to promote Green Legacy Initiative

ISLAMABAD, Apr 19 (APP):The Sustainable Development Policy Institute (SDPI) and the Embassy of Ethiopia on Friday forged collaboration to promote Green Legacy Initiative for green development, nature conservation and food security through afforestation in Pakistan.
Sustainable Development Policy Institute (SDPI) and the Embassy of Ethiopia jointly organized the seminar titled Ethio-Pakistan Fraternity Under The Green Legacy Initiative which is the flagship initiative of the government of Federal Republic of Ethiopia.
In his opening remarks, Executive Director SDPI, Dr Abid Qaiyum Suleri said the Ethiopian Ambassador is launching the leading Green Legacy Initiative in Pakistan that changed the flora and fauna of Ethiopia and incurred great societal impacts in terms of employment creation and food security.
He said the government of Ethiopia is sharing its success story with other developing countries facing climate crisis to achieve resilience against environmental degradation.
Dr Suleri underlined that unprecedented erratic rains in the United Arab Emirates (UAE) unveiled the daunting impacts of climate change that demanded the humanity to revert to the mother nature to explore nature-based solutions.
Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Ethiopia in Pakistan, H.E. Jemal Beker Abdula lauded the Prime Minister’s Coordinator on Climate Change for her efforts and wished her good luck for championing all efforts for mitigating adverse impacts of climate change.
While presenting on the Green Legacy Initiative, the Ambassador underlined that it is a game changer initiative based on developing synergies in raising home grown solutions and retrieving human-nature connections transforming negative anthropogenic activities into positive trajectory through afforestation.
He informed that Ethiopia is aggressively taking up green development initiatives starting from its intended nationally determined contributions, halt on import of fossil fuel-based vehicles, net zero target by 2050, whereas it has started exporting its green legacy products to countries in Europe and Asia.
Ambassador Abdula mentioned that the Initiative is the brainchild of Abiy Ahmed, the Prime Minister of the FDR who came into power in 2018 and injected various policy reforms that make Ethiopia peaceful, stable, prosperous, eco-friendly, resilient and greener. It has been formally launched at the Embassy in Pakistan in 2023, he added.
Commenting on the Initiative, he said it has four components of human-nature relationship, developing synergies and collaboration for one common goal, respect for humanity and political, economic, social and environmental wellbeing.
He mentioned that the success of the initiative relied on mass media mobilization, community ownership and high level leadership to make it a success for all.
“Based on the ecology of the particular country and region, the Initiative can be altered for suitable and convincing outcomes as Federal Republic of Ethiopia has also ensured its food security and nutrition from afforestation and all of its cities are contributing their share in this regard,” he added.
Ambassador said the FDR Embassy is honored to collaborate with SDPI and the PM’s Coordinator on Climate Change and will commence the initiative from Punjab’s mega cities and then will start in Sindh province.
“We will need SDPI support in this regard and we are proud to announce Pakistan-Ethipoia fraternity on Green Legacy Initiative,” he said.
Prime Minister’s Coordinator for Climate Change and Environmental Coordination, Romina Khurshid Alam, via telephone addressed the seminar and extended her gratitude to the Ambassador H.E. Jemal Beker Abdula and the government of Federal Republic of Ethiopia for developing between Pakistan and Ethiopia and the Africa region.
She also commended the SDPI for its remarkable work in the areas of economy, climate change, green economy, and others.
“We are ready to collaborate and work together to promote the Green Legacy Initiative. Moreover, the Ministry of Climate Change and Environmental Coordination is working on establishing International Green Parliamentarians’ Caucus and it need help from Ethiopia and where we can work together to save mother nature and learn from each other’s success,” Romina Khurshid Alam said.
She highlighted that it is now or never to stand for nature to spearhead climate action. “On this word earth day, let us make a pledge to save our planet from plastics and come closer to save it as it’s our mother nature that sustains life,” the PM’s Coordinator said.
At the end, the Executive Director, SDPI presented a memento and the latest publications of the SDPI to the Ambassador.

Study suggests standardized packing, labeling health warning, taxes imposition on smokeless tobacco products

PESHAWAR, Apr 19 (APP): A study on Smokeless Tobacco (SLT) products has revealed availability of a wide variety of SLTs in markets dominated largely by unregulated products including Naswar, snuff and Paan that are considered highly carcinogenic by containing high amount of cancer causing Tobacco Nitrosamines (TSNAs).

The findings reported widespread violation of WHO’s FCTC (Framework Convention on Tobacco Control) articles concerning tobacco use, labelling health warning, taxes, content and sale to minors.

The study titled as `Evidence around Smokeless Tobacco in Pakistan and Policy gap analysis’ is conducted by Heart File, a non-profit think tank, through grant from Vital Strategies and with support of its partners including Sustainable Development Policy Institute, Blue Veins and Association for Better Pakistan.

The purpose of the study is to support the government to develop sustainable and evidence based policy regulations for SLTs describes as a range of products that contain tobacco as the primary ingredient that are used without burning the product usually consumed orally and through the nose.

The most common SLT in Pakistan is Naswar used by an estimated 18 million people while other products are snuff, ghutka, tobacco based paan, losses tobacco leaves, etc.

The study found that Naswar is available in about 97 percent of stores survey across the country. While snuff is available in about 63 percent stores, Ghutka in 31 percent stores, tobacco based Paan in 41 percent stores and tobacco leaves in 26 percent stores.

Around two third of all Naswar available in the market is sold in informal packing, while around a third is sold within formal packing, not bearing any health warning, product contents, or other tobacco product.

About 12 percent of Naswar products in market do not have the manufacturer name on the packing, while 13 percent do mention the name.

Over 99 percent of Naswar brands in market do not have product content listed on their packing while nearly 100 percent of snuff list the product content on their packing.

The study also founds that about 52 percent of stores selling SLTs in the country are located within 100 meter of an education institution while 64 percent of such stores are located within 500 m.

The findings suggest widespread violation of FCTC Articles concerning tobacco use, packaging, labeling, health warnings, taxes, content and sale to minors.

There is need for the introduction of standardized packaging guidelines for all SLT products with appropriate graphic health warning and content disclosure.

The study while mentioning a research finding showing that the level of carcinogenic tobacco specific nitrosamines (TSNAs) is high in Naswar has recommended an urgent need to establish a content regulation framework for SLT products in Pakistan.

The study also laid stress on banning SLTs sale to minors through enactment of a well functioning monitoring system.
The study also found complete absence of taxes on SLT products and suggested to introduce tax and price increase including imposition of both general sales tax and excise duty for smokeless tobacco products.

It also suggested a comprehensive media campaign to raise public awareness about SLT and building an anti tobacco advocacy coalition of legislators, health professionals, journalists, cancer charities and patient support group that can improve public health awareness.

FESCO imposes Rs.774.9m on 7,425 electricity thieves in 223 days

FAISALABAD, Apr 19 (APP):The Faisalabad Electric Supply Company (FESCO) imposed Rs. 774.9 million fine on 7,425 electricity thieves collectively caught during last 223 days of anti-power-theft campaign in the region.
FESCO Spokesman Tahir Sheikh said here on Friday that the company had launched a vigorous anti-theft drive on special direction of the Energy Minister (Power Division). The company imposed fine on pilferers under the head of detection units of 17.3 million, in addition to getting cases registered against 7,348 accused whereas the police arrested 6,098 electricity thieves so far besides recovering Rs. 552.3 million, he added.
Giving further details, he said that FESCO teams detected electricity theft at 1,753 points in First Circle Faisalabad and imposed a fine of Rs.189.4 million on them under the head of 4296,000 million detection units.
In the Second Circle Faisalabad, the FESCO teams caught 1,287 electricity thieves and imposed Rs. 132.6 million fine under 3104,000 detection units.
Similarly, 848 cases of electricity theft were detected in Jhang Circle and the company handed down the power pilferers with a fine of Rs. 90.5 million under 2520,000 detection units. He said that 1,086 electricity thieves were caught from Sargodha Circle and they were imposed Rs.111.3 million fine under 2191,000 detection units.
In Mianwali Circle, 1,918 consumers were found involved in electricity theft and they were handed down with a fine of Rs.187.2 million for 3954,000 detection units.
The FESCO teams also caught 533 power pilferers from Toba Tek Singh Circle and they were fined with Rs.63.6 million for 1265,000 detection units, spokesman added.

FESCO issues shutdown programme

FAISALABAD, Apr 19 (APP):The Faisalabad Electric Supply Company (FESCO) has issued shutdown programme for Saturday for necessary repair, maintenance and expansion of electricity lines.
According to the programme, power supply from Canal Road, Yasrab, Manzoor Park, Farooq Abad, Abdullah Pur, Nishat Mill, Fateh Abad, Pepsi, Dastgir Colony, Rafhan Mill, Susan Road, Saeed Colony, Jubilee, Tariq Abad, Model City, Madani, Rasool Park, FESCO Colony, Amin Town, Depot Bazaar and Mansoor Abad feeders linked with 132-KV OTP grid station, SS Road, Haq Baho, Islamia Park, Cardiology, Shadman, Hajwairi Park, Raja Road, Gulistan Colony, Civil Line, DHQ and Nishat Mill feeders attached with 132-KV Tariq Abad grid station will remain suspended from 8 a.m. to 1 p.m. while National Silk Mill and Koh-e-Noor City feeders connected with 66-KV Old Thermal grid station and KTM-1 feeder originating from 220-KV Jaranwala Road grid station will observe shutdown from 8 a.m. to 12 noon on Saturday (April 20, 2024).

Minister orders completing PIC modular theatres by April 23

LAHORE, Apr 19 (APP):Punjab Health Minister Khawaja Salman Rafique has directed the contractors to complete the remaining modular theatres of the Punjab Institute of Cardiology (PIC) by Tuesday, April 23.
He said this during his visit to the PIC to review the ongoing progress on operation theatres on Friday. He hoped the theatres would become functional by the given date. With completion of these theatres, the hospital capacity would increase from 15 to 20 surgeries on daily basis.
The minister said that PIC Executive Director Professor Dr. Anjum Jalal performed the first successful surgery at the existing modular theater. He also said that patients from all over the country come to the PIC to get better treatment facilities.
MS PIC Dr. Syed Mohsin Ali Shah and contractors were also present on the occasion.

ACS leads dengue prevention campaign rally

MULTAN, Apr 19 (APP):Additional Chief Secretary South Punjab Fuad Hashim Rabbani accompanying Deputy Commissioner (DC) Multan Capt. (Retd) Rizwan Qadeer led an awareness rally in the city on Friday airing a message across south Punjab to intensify dengue prevention campaign to keep people safe from dengue fever.
Deputy Secretary Abdul Saboor Thakur, Section Officer Ahmad Rana, and other officers participated in the rally. Speaking on the occasion, Fuad Hashim Rabbani said that recent rains have increased the risk of dengue, triggering a prompt and robust response from officials as instructed by the Punjab government. He stated that without public participation, the campaign against dengue cannot be successful and stressed that civil society should actively participate in the eradication of dengue larvae.
The DC informed the Additional Chief Secretary that the zero-tolerance policy against violations of the Dengue Act was being enforced in Multan. Over 300 notices have been issued and dozens of buildings have been sealed during the last month, he added.
 He also informed that special wards for the treatment of dengue patients have been established at hospitals.

Rangers, Police conduct joint operations, apprehend suspects in riverine areas

KARACHI, Apr 19 (APP): The efforts led by Pakistan Rangers Sindh and Police to combat criminal activity in the remote riverine regions of Sindh are underway.

As reported by a spokesperson for Sindh Rangers on Friday, joint operations by the Pakistan Rangers Sindh and police resulted in the apprehension of nine suspects across various areas within the Kashmore district. These operations were executed based on intelligence gathered covertly.

The detained individuals are implicated in various criminal activities, including firing upon Rangers personnel along the Indus Highway, aiding criminal elements, perpetrating robberies, engaging in kidnappings for ransom, and other offenses.

Among the arrested suspects are individuals wanted by authorities, included Murtaza, Irshad, Zulfiqar, Manzoor and Buggi Jakhrani. Additionally, during a separate operation, five more individuals, Ghulam Shabbir, Ghulam Hussain, Khadim, Yar Muhammad and Ghulam Abbas were apprehended. Authorities seized weaponry such as a 7 mm rifle with ammunition, two 30 bore pistols with rounds, two SMG magazines with five rounds, along with nine mobile phones and two motorcycles from the possession of the suspects.

Furthermore, in a distinct operation, four suspects connected to aiding the notorious Bunglani gang, identified as Vishwa and Abdullah alias Machu were also arrested.

The apprehended individuals, along with the recovered arms and ammunition, have been transferred to the custody of the police to proceed with legal actions.
