AJK Govt releases long awaited funds for local councils

MUZAFFARABAD, Apr 23 (APP): The Azad Jammu and Kashmir (AJK) Government has released long awaited development funds for local councils elected last year.

Minister for Local Government and Rural Development Raja Faisal Mumtaz Rathore told journalists on Tuesday that the first tranche of Rs 411 million, including Rs 133 million for rural councils, had been released while the second one of Rs 408 million would disbursed soon.

The minister said each union council or ward of urban bodies such as municipal corporations, municipal committees and town committees or each constituency of district councils would get funds of Rs 1 million which would be spent on development schemes identified by their respective representatives.

As regards delay in release of the funds, the minister said that as the local councils were elected last year after a gap of 30 years, the government devising a mechanism for the funds disbursement to ensure their proper utilization in sustainable development and avoid their wastage.

He said that the amount was provided from the block allocations fixed for sub head new initiatives in the budget. Rs 350 million allocated in the budget for the PM’s special directive programme was used for the purpose and instead reserved for urgent needed schemes, he added.

Faisal Rathore said earlier Rs 700 million used to be spent on the prime minister’s discretion, which had been reduced in the current fiscal year budget. However, Prime Minister Chaudhry Anwarul Haq had not even used a penny from his discretionary funds, he added.

The minister said a mechanism had been evolved by the government to ensure transparency in the spending of development funds. A digital App had been introduced to monitor development schemes on the ground and no amount would be released without certification of the work done.

He said the AJK Government was trying to further strengthen and empower the local bodies by providing them more funds with the aim to resolve the problems of the people at the grassroots level. Any agitation on roads by the elements having vested interests would not be tolerated, he added.

The minister said when the incumbent government took charge of office the state was facing financial crunch. However, under the directives of PM Chaudhry Anwarul Haq and the prime minister, the crisis had been overcome by adopting strict administrative and financial discipline, and austerity measures.

He said the problems lingering for decades could not be solved within months. The present government was treading on the right path and making its efforts for the betterment of system.

Madina, April 23 (APP):The Governor of Madina, Prince Salman bin Sultan Abdulaziz Al Saud, inaugurated the Umrah and Ziarah Forum 2024 at the King Salman International Convention Centre the other day.
Organized by the Ministry of Hajj and Umrah, this three-day forum aims to enhance the quality of services provided during Hajj and Umrah pilgrimages in the Holy Land.
With a record-breaking 13.55 million pilgrims performing Umrah in 2023, this forum serves as a platform for local service providers to showcase their facilities and services, including transportation, hospitality, and visa preparation to visitors.
In addition to showcasing services, the forum features dialogue sessions, interactive workshops, and an exhibition by local industry players, all aligned with the goals of Saudi Arabia’s Vision 2030, which aims to create a vibrant society, a thriving economy, and a nation with lofty ambitions.
Ahmad Farez Abdul Wahab, a student from Malaysia, expressed that his university in Madina encouraged him to attend the forum to stay updated, particularly on technological advancements, which can benefit both the students and the pilgrims they assist.
Mujahidin Muhd Siri, a travel agency operator from Indonesia, highlighted the forum’s value in allowing agency owners like himself to compare prices and stay informed about the current situation regarding Umrah, especially post-Hajj season.
He also noted the discovery of new locations of interest in Madina, previously unknown to pilgrims from abroad, as an exciting aspect of the forum.

SSGCL to suspend gas supply in Balochistan on April 24 to repair pipelines

QUETTA, Apr 23 (APP): Sui Southern Gas Company Limited (SSGCL) will temporarily suspend its gas supply in some areas of Balochistan to repair gas supply pipelines on April 24 from 9am to 5 pm which were damaged by recent rains and floods in the province.
In a statement on Tuesday Spokesman of SSGCL Salman Ahmed Siddique said that the SSGCL was trying to improve gas pressure in different areas of the province as the gas supply pipelines were damaged due to rains and floods.
In this regard, gas supply will be temporarily closed in some areas of Balochistan by the SSGCL, gas supply will be suspended in respective areas of Balochistan including Quetta, Kuchlak, Pishin, Ziarat, Harnai, Khad Khocha, Mastung, Mangocher, Kalat and adjacent areas on April 24, from 9 am to 5 pm, he said.
He said that respective cities and their adjacent areas of gas would be affected by the 8-hour temporary shutdown. Consumers in these areas were requested to arrange alternative means during these outage hours, he said.
The spokesman said that the organization apologized for the inconvenience caused by this temporary closure.

Ayaz reaffirms resolve to further deepen fraternal Pak-Saudi ties

ISLAMABAD, Apr 23 (APP): Speaker National Assembly Sardar Ayaz Sadiq on Tuesday said that Pakistan attached great importance to its long-standing brotherly relations with Saudi Arabia.

“Pak-Saudi relations are bound by unbreakable bond of religion, culture, history, and mutual trust and respect,” he said during a meeting with the Saudi Ambassador in Pakistan, Nawal bin Saeed Ahmad Al-Malkiy who called on him at Parliament House.

He also expressed, “The continuous upward trajectory of our bilateral ties is extremely heartening, and we are committed to taking this mutually beneficial partnership to new heights by expanding cooperation in all fields of mutual interest.”

The speaker highlighted that the people of Pakistan held deep respect and affinity for Saudi Arabia, the Custodian of the Two Holy Mosques, His Majesty King Salman bin Abdul AI, His Royal Highness Crown Prince Mohammad Bin Salman, and the people of the Kingdom.

“Both brotherly countries share the unanimity of views on important global and regional issues,” he added. Referring to parliament-to-parliament relations, Ayaz Sadiq emphasized that parliamentary diplomacy was of utmost importance to strengthen bilateral relations.

Exchanges of parliamentary delegations and coordination among parliamentary friendship groups would help bring the two nations closer, he added.

During the meeting, the speaker also mentioned the invitation extended to the Chairman of Majlis-e-Shura of the Kingdom of Saudi Arabia to visit Pakistan.

While commenting on the rich history of mutual cooperation, he highlighted that the two Islamic brotherly countries had always supported each other in difficult times. “Saudi Arabia’s support for the economic development of Pakistan is commendable,” he added.

Welcoming Saudi Arabia’s commitment to invest in Pakistan, Ayaz Sadiq remarked that there were ample opportunities for foreign investment in Pakistan, and current economic policies were very conducive for investment.

Ayaz Sadiq also thanked the Saudi government for providing facilities and support to the Pakistani Diaspora living in Saudi Arabia. The ambassador expressed gratitude to the speaker for his gracious remarks on Pak-Saudi ties, expressing best wishes for the custodians of the Holy Haram and the desire to expand bilateral relations.

He further, reaffirmed that Saudi Arabia attached great importance to its brotherly relations with Pakistan, and both the people and government of Saudi Arabia would continue to lend support for the sustainable development and prosperity of Pakistan.

CCP conditionally approves technology transfer agreement between SSGCL to boost LGM manufacturing

ISLAMABAD, Apr 23 (APP): The Competition Commission of Pakistan (CCP) has granted a time-bound approval to the exemption application for the technology transfer and license agreement between the Sui Southern Gas Company Limited (SSGCL) and USA-based M/s Itron Inc. with certain conditions to be complied.
The scope of agreement where exclusivity clauses have been allowed by the Commission is between SSGCL and M/s Itron to facilitate the manufacturing of gas meters in Pakistan, said a press release issued here on Tuesday.
CCP in its approval has directed SSGCL to achieve 100% localization of gas meters as a result of this agreement along with maximum import substitution through adequate local production of gas meters to meet local demand, including the demand of Sui Northern Gas Pipelines Limited (SNGPL), the other gas utility company in Pakistan. The Ministry of Energy has also issued directions to SSGCL in this regard.
CCP considers and grants exemptions pursuant to Section 9 of the Competition Act, 2010, inter alia ensuring that such exemptions have the economic benefits that outweigh the anti-competitive effects of business agreements for any exemption to be awarded.
CCP in its exemption has also directed that both parties to the agreement shall make concrete efforts to capitalize on the export potential of the gas meters and apprise annually to the CCP on the matter during the exemption period. The gas meters must be manufactured according to the specifications approved or allowed by the relevant regulator(s) and international standards.
The conditions set by CCP while awarding exemption are aimed at promoting localisation and facilitating consumer interests in the relevant market besides the economic benefits of import substitution to meet the local demand for gas meters with export potential also.

SACM directs making technical institutes as skill imparting centres

PESHAWAR, Apr 23 (APP): Special Assistant to the Chief Minister of Khyber Pakhtunkhwa for Technical Education, Industries and Commerce, Abdul Karim Tordhir has directed that besides sustainable development and financial self-reliance of the technical education sector, also making the technical education institutions as skills imparting centres.
He said that beside practical training, the workshops and labs of the Technical Education and Vocational Training Authority (TEVTA), result oriented measures should also be taken for the financial stability of the institutes to make it a source of income to increase its financial resources.
He issued these directives during his visit to Government Poly-Technical Institute, at Sardar Ghari here on Tuesday. Besides, Managing Director (MD) TEVTA, Aamir Afaaq, Director (Finance) Munir Gul and Principal of the institute, Engineer Arif Naeem were also present on the occasion.
The Special Assistant reviewed various potential and sources for various commercial productions and directed the management of the institute and TEVTA authorities to prepare a comprehensive plan for the possible usage of the workshops and labs of the college for both training as well as its use for commercial purposes.
He said that in such a way these national resources and assets could be utilized for the welfare and sustainability of TEVTA. He said that the aspects of more useful manner of the training resources could be utilized and a plan for the linkage of its production would be made part of the proposed plan.
The Special Assistant said that this step will not only fulfill the responsibility of the provision practical training to the students and on the other hand the items produced income generated from it will be utilized for the financial stability of
TEVTA.
