IGP Islamabad commends officers for effective duty

ISLAMABAD, Apr 28 (APP): The Inspector General of Police (IGP) Islamabad, Syed Ali Nasir Rizvi on Sunday visited and inspected different checkpoints in the federal capital.

A public relations officer said that, IGP Islamabad appreciated the police officers deployed on duty at the checkpoints and summoned them to his office.

The IGP Islamabad held a meeting with the police officers in his office, praising them with commendation certificates to boost their morale.

On this occasion, the IGP Islamabad said that boosting the morale of police officers dedicated to the service and protection of citizens and fulfilling duties with utmost sincerity is essential.

He further stated that the protection of citizens’ lives and property is our top priority.

Five persons killed, eight injured due to rains in KP

PESHAWAR, Apr 28 (APP):The Provincial Disaster Management Authority (PDMA) issued a report on the loss of lives and property due to rains in Khyber Pakhtunkhwa (KP) during the last two days, in which five people died and eight were injured.
According to the report, three men and two women died, while five children, two men and one woman, were injured.
A total of 14 houses were damaged, of which one was completely damaged and 13 were partially damaged.
Due to heavy rains, life and financial accidents took place in different districts of Bajaur, Batagram, Mansehra, Buner, Dir Upper, and Lower.
All highways and link roads in the province have been opened for all types of traffic.
Relief activities are ongoing in the rain-affected districts by PDMA and all related agencies.
Rains are likely to continue intermittently until April 30.
PDMA had issued a letter to all the district administrations on April 24 to stay alert and take preemptive measures.
PDMA’s Emergency Operation Center is fully functional, so people should report any untoward incident to 1700.

PM, IDB President agree to expedite completion work on different projects

RIAYDH, April 28 (APP): Prime Minister Muhammad Shehbaz Sharif and President of Islamic Development Bank (IDB) Dr. Muhammad Sulaiman Al Jasser on Sunday agreed for early completion of different IDB’s development projects in Pakistan.

The prime minister thanked the IDB for its $1 billion worth investment on different uplift projects in Pakistan during his previous tenure in office.

The president of IDB called on the prime minister on the sidelines of the special meeting of World Economic Forum (WEF), PM Office Media Wing said in a press release.

The meeting was attended by Minister for Foreign Affairs Ishaq Dar, Minister for Finance and Revenues Muhammad Aurangzeb, Minister for Information and Broadcasting Attaullah Tarar, Minister for Petroleum Dr Musadik Malik, Minister for Commerce Jam Kamal Khan and Minister for Power Awais Ahmed Khan Leghari.

During the meeting, progress on different projects in Pakistan was reviewed and the both sides discussed ways to explore further avenues for cooperation.

The prime minister also lauded the IDP’s assistance in the rehabilitation of flood affected people and commended the personal cooperation and leadership role of Dr Al Jasser.

He observed that IDB’s beneficial partnership with Pakistan was not only providing job opportunities and assisting in reconstruction efforts but also supporting the government’s endeavours for achievement of objectives of sustainable progress.

The prime minister informed that for fast tracking the foreign investment, removing all concerns of foreign investors and provision of one window operation, Special Investment Facilitation Council (SIFC) was fully functional.

The IDB president said that Pakistan was a founding and the most important member of the Bank.

He observed that the country was blessed with abundant natural and water resources and its huge manpower could be fully utilized.

Dr Al Jasser also prayed for the progress and prosperity of Pakistan.

Week-long anti-polio drive from Monday

RAWALPINDI, Apr 28 (APP):As many as 906,011 children under five years of age will be vaccinated against polio during a week-long campaign that will commence in the three tehsils of the district on April 29.
Chief Executive Officer (CEO) of the District Health Authority, Dr. Ejaz Ahmed, told APP that children would be vaccinated in the areas of Rawalpindi City, Cantonment, Tehsil Rawalpindi (Rural), Gujar Khan, and Taxila.
Meanwhile, District Superintendent of Vaccination Dr. Muhammad Nadeem of the District Health Authority said that 2,834 mobile teams, 677 area incharges, and 192 Union Council’s medical officers would participate in the drive to complete the immunization task.
In addition, “269 fix centers have been set up to administer the drops,”  adding that anti-polio drops would also be administered at 125 transit points while teams have been deputed to toll plazas so that no child could miss immunization.
Dr. Nadeem added that the objective of regularly conducting anti-polio campaigns was to keep children through protective drops and increase their immunity.
He urged the citizens, particularly the parents, to come forward and play their role in eliminating the crippling disease from society. The parents should cooperate with Special to achieve the set target, he added. Deputy Commissioner Hasan Waqar Cheema directed the officials of the health authority to perform their duty as a national responsibility, adding that no negligence would be tolerated during the campaign.

Dry weather likely to persist in city

The maximum and minimum temperatures recorded were 36 degrees centigrade and 19 degrees centigrade during the last 24 hours.
Dry weather has also been forecast for rest of the region.

Vaccination drive underway in Cholistan

BAHAWALPUR, Apr 28 (APP):Livestock Department, Government of Punjab has continued the vaccination drive against black quarter disease in Cholistan which was detected in cattle.
Director, Livestock Cholistan, Dr. Muhammad Tauseef Tahir told media persons that the Livestock Department, Government of Punjab had continued a vaccination campaign in the Cholistan desert area to control black quarter disease. “Black quarter disease was found in cattle in different parts of the country including Cholistan,” he said.
He said that tens of thousands of cattle including buffaloes, cows, camels and goats had been vaccinated in order to boost their immunity against viruses and diseases. He said that the vaccination drive was launched in Cholistan in January 2024 which still was underway.
He said that teams of the Livestock Department had vaccinated 309,350 cattle in Cholistan so far and added that the target of vaccinating 474,787 cattle would be achieved soon. He added that the campaign would remain continuous in upcoming month of May.

Renowned TV host, film star, poet, writer Tariq Aziz remembered

ISLAMABAD, Apr 28 (APP): Renowned Radio and Television host, film star, poet and writer Tariq Aziz was remembered on his birth anniversary on Sunday.

Born on April 28, 1936 in Jalandhar, his family migrated to Pakistan after partition and settled in Sahiwal.

Tariq Aziz kicked off his career with Radio Pakistan in the 1960s and later became Pakistan’s first television host.

He became popular from his famous program Neelam Ghar which started in 1974 and later renamed as Tariq Aziz Show that continued for four decades.

He performed in a number of movies including Chiragh Kahan Roshni Kahan, Salgirah, Qasam Us Waqt Ki, Katari, Haar Gaya Insan and Insaniyat.

He was awarded with the Pride of Performance Award by the Government of Pakistan in 1994 for his services to the entertainment industry.

Tariq Aziz passed away in Lahore on June 17, 2020 at the age of 84 due to cardiac arrest.

Modern tools to help transform crime investigation procedures

PESHAWAR, Apr 28 (APP):Not with standing to the modern investigation practices especially to deal with white-collar and crimes and other subversive activities, the inadequate use of modern tools in police investigation has either resulted in wrong convictions or set free the accused even in grave cases.
 The weak investigation procedures where criminals mostly involved in serious crimes took the advantage of the lacunas and loopholes in the police investigation reports, which led to acquittal of the accused.
“Majority of accused charged in white-collar, cybercrimes, murder, dacoities, robbery, narcotics, attempt were set free by courts due to lack of evidences and loopholes in the police investigation reports,” said Noor Alam Khan, President, Vice Prisoners KP while talking to APP.
Owing to delayed investigation, incomplete challans and contradictions in police investigators and medical officers’ reports in murder and attempt to murder offenses besides increased in number of civil cases, he said the suspects started languishing in jails for a longer period of times waiting for bails, which had overburdened prisons in the province.
The Federal Ombudsman Office 2021 report revealed that about 88,687 prisoners had languished in 116 jails of Pakistan including KP against the sanctioned capacity of 65,168 inmates while the number of female and juvenile prisoners recorded about 1,399 and 1,430 respectively.
“I have often seen contraction in medical officer, police investigation report and FIRs in criminal cases, resulting acquittal of criminals in serious nature offenses including broad day murders and robberies in KP,” said Noor Alam Khan, adding time has come to adopt modern investigation tools including cellular forensic and artificial intelligence techniques to plug all these loopholes so that no accused involved in these offenses could be set free.
Except Mardan jail, he said no prison has been constructed in Khyber Pakhtunkhwa in the last ten years where prisoners’ often complained about lack of essential services and overcrowding in holding cells.
Former IGP KP, Syed Akhtar Ali Shah said that use of modern investigation tools including artificial intelligence, hotpots policing, drones’ technology, DNA and core investigation skills besides geo-fencing were imperative for best police investigation procedures. “White callar and cybercrimes have been emerged as a major challenge for law enforcement agencies,” he said.
In the wake of speedy growth of internet and social media users, he said the significance of modern investigation’s tools were increased for quick addressing of complaints related to financial fraud, harassment, defamation on social media.
“KP needs to increase data and artificial intelligence experts besides digital forensic software to strengthen its prosecution services both on police and judicial sides,” he said and added that the fingerprint system being an effective investigative technique in detection of crimes needed complete overhauling.
Former top police boss said that sophisticated gadgets such as polygraphs and voice stress analyzers are used for verifying suspects’ statements, adding that police force was mostly relying on video footage acquired of any significant crime incident for probe.
He said the use of sophisticated gadgets and digital technology would help enable investigators to quickly identify suspects and their handlers in post-blast incidents through different images captured on CCTV cameras. “The fingerprint examination was earlier done manually and our investigators used this tool through a fingerprint directorate where images of the fingerprints of suspects prepared on a print card using roller-ink”, he added.
Following an introduction of Pakistan Automated Fingerprint Identification System (PAFIS), he said that fingerprints are now secured and processed electronically through biometric technology that helped in the arrest of culprits swiftly. The centralized PAFIS database has not only helped check an interprovincial movement of suspects but also stored fingerprint impressions in the national database assisting in issues related to matching of latent impressions lifted from a crime scene. Declaring DNA-typing is a revolutionary technology currently being used by police in developed countries, he said its use was imperative to trace certain cases.
Advocating for adaptation of digital forensics practices involving an accurate analysis and presentation of computer-related evidence to examine digital evidences found or transmitted by digital devices, he said police’s services includes recovery of deleted data from cell phones, SIM cards, hard drives and retrieval of Internet history, IMEI numbers, email records, messages, call logs and data records besides SIM forensics require to be strengthened keeping in view of the changing investigating dynamics.
The much-awaited video surveillance system as promised for Peshawar city project needs to be implemented soon as this system will help in curbing subversive activities and street crimes besides helping in traffic monitoring and VIP security.
Shafiullah Khan, Director, Police Investigation School Peshawar said that the school has been raised by KP police in 2014 where police investigators and officials of relevant departments are being provided extensive professional training by qualified specialists engaged from across the country.
During 2014-2023, he said that 468 courses including cellular forensic, basic investigation, DNA and medico legal reporting, hotspot policing, geo-tagging and case file management were conducted which benefited 10,703 trainees including 10,546 male and 157 female investigators.
Shafiullah Khan said that online and digital technologies were introduced that helped increase the capacity of investigators of police and other departments besides increasing the conviction ratio of the accused.

PM to attend, address WEF special session on global health agenda

RIYADH, Apr 28 (APP): Prime Minister Muhammad Shehbaz Sharif on Sunday will spend a busy day here and will participate in the special meeting of the World Economic Forum (WEF).

The prime minister will express his views in a session regarding the global health agenda, PM Office Media Wing said in a press release.

On the sidelines of the WEF, he will meet Emir of Kuwait Mashal Al Ahmed Al Jabr.

“The Prime Minister is expected to meet with the Saudi Ministers of Finance, Industry and Investment. The Prime Minister will also meet the Co-Chairman of the Bill & Melinda Gates Foundation, the Managing Director of the International Monetary Fund and the President of the Islamic Development Bank,” it was further added.

In a post on X, the prime minister said that he was attending the WEF special meeting and looking forward to important discussions on the pressing challenges of their times.

Wheat farmers in a fix on price, procurement mechanism

LAHORE, Apr 28 (APP): Amidst an expected plentiful wheat crop this year, farmer community especially small farmers are in real fix due to fluctuating wheat price and market exploitation.
As wheat harvesting starts across Punjab, representatives of Kisan Board and Kisan Ittehad have raised concerns about farmers’ manipulation by hoarders, middlemen and stockists.
Although Punjab Food Minister Bilal Yasin has promised grower friendly policy, but his promise may dash down if the farmers are not given proper wheat price and its timely procurement.
When the wheat price is same as last year, the main challenge for the government would be to reign in market mafia who has sharpened teeth to engulf poor farmers’ profit.
The provincial minister has promised to procure two million metric tons wheat and Pakistan Agricultural Storage and Services Corporation (PAASCO) 1.4 million metric ton. But if there is bumper crop then what would be mechanism to save farmers from exploiters.
“Minimum wheat support price for current season is Rs 3900 per 40 kg. Food Director would prepare division and district-wise targets in line with the provincial targets and Food deputy directors would fix centre wise targets,” the minister said. “Gunny bags distribution has started and so the purchase of wheat.”
He informed that procurement campaign would continue till completion of the target. Punjab Information Technology Board (PITB) would set up control room and call centers to monitor the process and responsible for all IT related solutions required for wheat procurement. “Delivery charges at rate of Rs 30 per 100 kg would be paid additionally to suppliers and growers than the minimum support price of Rs 3900 per 40 Kg.”
Bilal said around 393 wheat purchase centers have been set up for procurement across the province and six jute bags of 100 kgs or 12 PP bags of 50 kgs per acre would be provided to farmers.
“Private purchase, transportation and storage of wheat would be allowed on condition that private buyer would declare wheat stock before concerned officials for record purpose,” he added.
Since wheat is our main staple food with per capita consumption of almost 125kg annually, many a times the country has to import it despite having good and vast agriculture land.
Reason behind this discrepancy generally was non-prudent policies of the previous governments as whenever there is bumper crop farmers’ do not get proper price. Therefore, they reduce wheat cultivation area in next season.
Another problem is availability of inputs on standard rates as hoarders in connivance with concerned department purchase bulk fertilizers and seed and later sell it to farmers above the prescribed rates.
“I was forced to purchase Urea fertilizer bag at Rs 5500 instead of declared price of Rs 3600 and DAP around Rs 1000 to 2000 over and above the normal price,” informed a Faisalabad based farmer, Muhammad Imran.
Cultivating an eight acre small patch, Imran’s land is on tail and is hardly irrigated by canal water. So he also has to buy tube well water that cost him extra.
“Watering my crop twice or thrice during the season means to pay Rs 15000 to 20,000 to tube well owner for irrigating one acre land. Then there are labor charges for cultivating, harvesting and crushing,” Imran told.
“Therefore, in a situation when fertilizers, seed and water already cost much, leaving us on mercy of exploiters would totally ruin us,” he said.
Meanwhile, the representatives of Kisan Board Pakistan and Pakistan Kisan Ittehad have demanded from the government to enhance procurement limit and revise the support price.
“We desire, the government should procure five million metric ton wheat and price be revised to Rs 5000 per 40 kg,” President KBP Sardar Zafar Hussain said.
“Moreover, if procurement is delayed and field is left open for private buyers, the price would down, ruining the farmers,” he opined.
Similarly, Pakistan Kisan Ittehad leader Khalid Mehmood Khokhar has demanded from the food department to buy at least 3.5 million tons fresh wheat, provide minimum 200 sacks to a farmer and fix support price at Rs 4,700 per 40 kg.
These representatives of farmers have also demanded action those caretaker government responsible who imported extra 800,000 ton surplus wheat by amending February 14 decision to banning import.
“If there is already imported wheat and a plentiful crop on cards, the farmers will have to suffer loss,” Khalid Mehmood remarked. “So, the Punjab government should buy more wheat this year just to save the farmers from loss.”
He said if the price of wheat is not paid adequately, the farmers would be unable to buy fertilizers and pesticides for cultivating maize and mustard.
Meanwhile, PASSCO has also started process to procure 1.4 million metric tons wheat and gunny bags had already been distributed to growers with hopes to complete procurement within stipulated time.
Punjab Agriculture department has advised farmers make proper arrangements for ensuring smooth wheat harvesting as poor management could result in 10 to 12 percent crop losses.
Farmers have also been asked to seek guidance from food department whenever required by calling toll free number (0800-13505) at Control Room set up to resolve their complaints during wheat purchase campaign.
