IHC seeks comments in plea regarding capital’s senate seats

ISLAMABAD, April 22 (APP): The Islamabad High Court (IHC) on Monday sought comments from respondents in a petition seeking to declare domicile of federal capital as compulsory for the candidates contesting elections against the senate seats of Islamabad.
Chief Justice Aamer Farooq heard the petition filed by the former president IHC Bar Council Nayab Gardezi through his counsel Barrister S.M Yawar.
During the course of proceeding, the petitioner’s counsel pleaded that two seats of the upper house have been allocated for the federal capital.  The petitioner prayed the court to declare compulsory for the candidates, contesting senate elections against Islamabad’s seats, for holding a domicile from the federal capital.
The court served notices to respondents and adjourned the case till May 14.

World Earth Day: Call for conservation of environment, unite against plastic pollution

PESHAWAR, Apr 22 (APP): Collecting polythene bags at Pabbi bazaar on occasion of International Earth Day, the students of three private schools on Monday joined hands to clear it from raw plastics imperative to protect human, animals and water creatures from its hazards.
The students of Educators, Smart and Khan school systems assembled in front of office of the tehsil municipal administration (TMA) Pabbi Nowshera where they actively participated in polythene bags clearance operation on World Earth Day marked in Pakistan.
Every year, international earth day is observed across the globe including Pakistan to show firm support for environmental and forest conservation besides sustainability viz a viz encouraging people to come together and take action for a healthier planet.
The campaign was aimed to raise awareness among people for fostering a deep connection with the nature.
The world earth day 2024 theme was Planet vs Plastics, which aims to bring attention to the serious issue of plastic pollution and its negative effects on living creatures.
“We are gathered here to pass a strong message that we are all united against the scourge of plastic pollution,’ said Haider Ali, administrator of the Educators School Pabbi campus while talking to APP.
During the one hour special drive, he said that 20 kilogram raw plastic bags were collected and properly disposed off.
Professor Dr Muhammad Nafees of the Environmental Sciences Department, University of Peshawar said that the origin of International Earth Day can be traced back to 1970 when its idea was originated from Gaylord Nelson, a US senator, and Denis Hayes, a Harvard student whom were deeply disturbed by the deteriorating environment in their country.
Declaring plastic pollution as a threat to all living creatures, he said it was more injurious then air pollution.
Dr Nafees said black polythene bags are more dangerous for humans because of their repeated usage without proper recycling, thus exposing consumers to serious ailments including intestine infections, vomiting, digestive problems and premature births.
Terming polythene bags major source of plastic pollution, he said that it takes 100 to 1500 years to fully decompose in soil and have drastic effects” on living creatures mostly in third world countries especially in SAARC region.
He said the large-scale production and an excessive use of plastic products have created enormous environmental challenges to humans, wildlife and aquatic creatures world-wide including  Pakistan.
Dr Nafees feared that plastic waste in canals, rivers and oceans would significantly decreased production of fish and other marine species in next few years if its dumping continues at such alarming scale.
Every year, approximately 500 billion plastic bags were used including 50pc one time in world where about eight million tons plastic ends up in canals, rivers and oceans, which is equivalent to a truck filled with garbage every minute worldwide.
Interestingly, 60 million plastic bags was being bought per hour, and only 14pc of the total used was recycled while the rest was disposed into streets, bazaars, oceans, rivers and soils, according to UN Environment Program.
According to reports, about nine percent plastic waste out of about 30 million tons solid waste generated in the country.
Dr Khaista Gul, senior Analyst Environmental Protection Agency (EPA) KP told APP that about 6,000 plastic factories were operating in the country, mostly located in the Punjab (60%) followed by Sindh (30%), Khyber Pakhtunkhwa (7%) and Balochistan (3%) and about 18 registered plastic manufacture companies and dozens others unregistered were operating in Peshawar.
“We have asked plastic companies to use one percent ‘D2W’ chemical in plastic bags an ingredient to attract bacteria to ensure its easy biodegradation within few years,” he said.
Dr Khaista Gul said that only bio-degradable bags having 50 microns size had been allowed in the market and polythene bags banned.
“The plastic size is measured through d2 detector machine and all those bags with less than 50 micron size are being seized the province,” he said.
Taking cognizance of an increase of plastic pollution, KP Govt has imposed complete ban on use and sale of non-biodegradable plastic bags and asked the manufacturers, wholesale dealers and retailers to deplete their stock.
He said dozens of polythene bags factories including manufactured companies in Dir Lower and Hayatabad Industrial Estate Peshawar sealed under Prohibition of Non-degradable Plastic Products (Manufacturing, Sale and Usage) Rules 2016.
“The cases of companies that are violating Govt orders are being sent to Environmental Tribunal Peshawar having the power to impose fine upto Rs 5 million, confiscated stock or imposed Rs100,000 fine per day or send the accused behind the bars,” he said.
He said huge investment was required for installation of waste to energy units on the pattern of China to convert plastic waste into energy, adding at least Rs50 million would be required for setting up of a plant with a capacity to generate 5megawatt energy.
He said plastic pollution had a global and far-reaching negative  impact on the international, regional and local environment, ecosystems, wildlife, livestock viz a viz marine life and great responsibility rests on the international community to help assist all under developing and developing countries including  Pakistan in combating plastic pollution.
 He said local industry should be encouraged to produce environment friendly biodegradable plastics bags besides strengthening of waste management companies in terms of finances, manpower, equipments for speedy disposal of all plastic waste.
The micro plastic, which can’t be seen with naked eye, when comes in contact with heat, it is converted into smaller particles causing air pollution and become part of food cycle of human, fish, wildlife and mammals in land by putting their lives at heightening danger.” Dr Aftab Ahmed, Director Livestock Department told APP.
Declaring micro plastic particles are causing serious health risks, he said that developing issues in young children, fatigue, endocrine disruption, obesity and premature births both in humans and animals through air, water and edible items mostly fish and meat are its adverse effects.
He said that animals and wildlife become victims of polythene bags and eventually die due to malnutrition as it badly affects their digestive system.
In addition to polluting grazing lands and tourists sites, he said non-biodegradable bags mostly find their way to open garbage dumps, landfill sites or municipal sewers, making sewage disposal systems less efficient cause flash flooding in urban areas and increase cost of utility operations.
Dr Ahmed said most of urban waste management companies are focusing on picking waste from communal bins in urban areas but overlook canals, rivers and oceans plastic waste’s disposal and once it is burnt hazardous gases like Dioxins and Furances pollute the air.
He said plastic and water pollution in rivers Kabul and Swat had put populations of Mahsher and Trout fish at high risk.
The experts suggested that urban councils and waste management companies should reach out to communities to sensitize them against plastic pollution.
They said users must be sensitized to understand the gravity of this looming issue for which role of media was key and urged consumers to buy and use biodegradable plastic and clothes bags and ensure its proper disposal to make the planet a peace living abode for upcoming generation.

SC serves notices to ECP in plea regarding JUI-F’s special seat

ISLAMABAD, Apr 22 (APP): The Supreme Court on Monday served notices to respondents in a JUI-F’s petition regarding the notification of its special seat for woman in the National Assembly.
The Jamiat Ulema-e-Islam-Fazl (JUI-F), in its petition, said that Sadaf Yasmeen was its candidate for the special seat but the Election Commission of Pakistan (ECP) issued the notification for Sadaf Ihsan.
The three-member SC bench  headed by Justice Amin ud Din Khan heard the case. During the hearing, Justice Muhammad Ali Mazhar observed that the court would have to serve notices to the ECP and the Attorney General for Pakistan before hearing arguments.
The petitioner’s lawyer Kamran Murtaza said that a stranger was attending NA sessions on the JUI-F’s special seat. His client party did not propose the name of Sadaf Ahsan for the seat.
Justice Mazhar noted that the name of Sadaf Ihsan were included in the candidates list for the seat. The lawyer said that Sadaf Ihsan should present her party’s ticket before the court. The ECP had suspended her notification, he added.
The court served then notices to the ECP and AGP and Sadaf Ihan, and adjourned the case for two weeks.

Commedy play ‘Hotel Jaan-e-Jaan’ staged in Karachi

RDA issues show cause notice to Faisal Town, Phase-II

RAWALPINDI, Apr 22 (APP):Rawalpindi Development Authority (RDA) on the directives of the Director General (DG), RDA, Kinza Murtaza, has issued a show cause notice to illegal housing scheme namely Faisal Town, Phase-II.
According to RDA spokesman, the Metropolitan Planning and Traffic Engineering (MP&TE) Directorate of RDA issued a show cause notice to the owner of the illegal housing scheme, Faisal Town, Phase-II, located at Mera Kalan and Dhalla in Tehsil Rawalpindi for launching marketing of the illegal housing project on the social media.
He informed that the DG had taken notice and advised the citizens not to invest in illegal housing scheme.
The spokesman said that the owner of the illegal housing scheme namely Faisal Town Phase-II is going to hold opening ceremony for booking of plots in new block of Faisal Town Phase-II in violation of rule 46 (1) of Punjab Development
Authorities Private Housing Scheme Rules-2021.
The citizens are advised not to invest in illegal housing projects, he said adding, an illegal housing scheme cannot sale the plots or housing units through print and electronic media or in any manner, without prior approval of Authority.
He said the MP&TE Directorate RDA had directed the owner of illegal housing scheme to stop all kind of development works, advertisement, ceremonies, events and sale/purchase of plots and in case of non-compliance, legal actions would be taken against the violator under the provision of Punjab development of Cities Act 1976 and Punjab Development
Authorities Private Housing Scheme Rules-2021.
He said that the DG had also directed the MP&TE Directorate to take strict action against illegal advertisements and marketing of illegal housing schemes.

Chairman FBR holds E-Kachehri

ISLAMABAD, Apr 22 (APP):Chairman Federal Board of Revenue (FBR) Malik Amjed Zubair Tiwana held E-Kachehri at FBR Headquarters on Monday to listen to the issues of taxpayers and provide prompt assistance.
The E-Kachehri provides a platform to taxpayers to appraise their concerns directly to Chairman FBR and also give their suggestions regarding tax-related issues and matters, said a press release issued here on Monday.
During the Kachehri, the chairman directly received telephone calls from taxpayers and listened to their grievances and recommendation. Chairman FBR gave on-spot directions to relevant offices to promptly resolve issues of the taxpayers.
He also appreciated the suggestions given by some taxpayers and assured them that their valued input would be duly considered.
He reiterated that FBR was taking all possible measures to facilitate the taxpayers by ensuring timely provision of services and promote tax culture and compliance across the country.
E-Kachehri by Chairman FBR provides an opportunity to taxpayers to directly communicate with the Chairman for redressal of their grievances and also helps keep a check on the performance of the Field Formations.
Chairman FBR has already directed all Field Formations to timely resolve the taxpayers’ concerns through improved service delivery.

Notorious drug dealer nabbed with hashish

KHANEWAL, Apr 22 (APP): The city police Kabirwala arrested a notorious drug dealer and recovered hashish from his possession during a special crackdown launched in the area on Monday.
In line with special directives of the District Police Officer (DPO), Rana Omer Farooq, the police under the supervision of Station House Officer (SHO) Zeeshan Elahi launched a special crackdown against drug peddlers and arrested Rafique Niazi during raid at Mouza Manuwala.
The police recovered over 12 kg Hashish from his possession which was going to be delivered at various points of the city.
The police said that the arrested drug dealer was one of the top ten drug dealers of the city. The police registered a case and started investigation.

OSA Blues wins OSA Platinum Jubilee Cricket Tournament

BAHAWALPUR, Apr 22 (APP):OSA Blues has won the first edition of the OSA Platinum Jubilee Cricket Tournament after beating OSA Whites in the final match played at Main Cricket ground of Sadiq Public School Bahawalpur.
OSA Blues won the toss and elected to field first. OSA Whites managed to score 136 runs in the allotted 20 overs for the loss of 9 wickets. Muhammad Furqan of OSA Whites scored an unbeaten 50.
Captain Ali Bukhari, Abdul Moeez, and Ali Hassan shared 2 wickets each for OSA Blues. OSA Blues chased the target in 11.2 overs with 10 wickets in hand. Openers Usama Mustafa and Ali Hassan scored unbeaten 50s.
Usama Mustafa was adjudged Man of the Match for batting and exceptional keeping while Ali Hassan shared the Man of the Match award for all-round performance.
In the individual prizes, the Best Batsman award was given to Ali Hassan of OSA Blues, the Best Bowler award was given to Muhammad Asim of OSA Whites and Abdullah Aziz of OSA Reds was adjudged Player of the Tournament for his all-round performances.
Principal Sadiq Public School David Dowdles was the Chief Guest who gave away trophies and awards. Senior Old Sadiqian and retired civil bureaucrat Maqbul Abbasi was the Guest of Honor of the final match.

UGI arranges 9th sports festival at Bahria campus
