ISLAMABAD, May 08 (APP):As many as two treasury bills including the Institute of Science and Technology
Bahawalpur Bill, 2018 and the Sir Syed (Centre for Advanced Studies in Engineering)
Institute of Technology, Islamabad, Bill, 2016, smoothly sailed through National
Assembly on private member day on Tuesday.
Both the bills were piloted by Minister for Federal Education and Professional
Training in the House.
Earlier, the Minister moved a motion to suspend the rules in order to take up
government business.
The Statement of Objects and Reasons of Institute of Science and Technology
Bahawalpur Bill, 2018 says that access to tertiary education in Pakistan in the age
cohort of 17-23 years is less than 10 per cent which is one of the lowest in developing
countries of the region and world. The Federal government intends to establish “Institute
of Science and Technology, Bahawalpur” to contribute to the nation’s scientific and
technological human resources needs and to impart high quality education in identified
areas, fully comparable with international accreditation standards.
The Statement of Objects and Reasons of the Sir Syed Centre for Advance Studies
Bill says that the government encourages establishment of new universities/degree awarding
institutions in order to provide more opportunities to students for higher education learning.
The Education policy 2009 also emphasized upon increased enrolment at all levels of education
including higher education. Towards this objective, the Center for Advanced Studies in Engineering
(CASE) Institute of Technology Islamabad has proposed a bill to grant the Charter of Degree Award
Status by the Higher Education Commission of the Centre for Advanced Studies in Engingeering
(CASE) Institute of Technology, Islamabad.
Meanwhile, the House also adopted the resolution to extend the Capital Development Authority
(Amendment) Ordinance 2018 (No 1 of 2018) for further period of one hundred and twenty days with
effect from May 10, 2018 under proviso to sub-paragraph (ii) of paragraph 9a) of clause (2) of Article
89 of the constitute of Islamic Republic of Pakistan.
