Russian delegation visits NEOC at NDMA headquarters

ISLAMABAD, Nov 27 (APP):A high-level delegation from the Russian Federation, led by Sergey Tsivilev, Minister of Energy, visited National Emergencies Operations Centre (NEOC) at National Disaster Management Authority (NDMA) Headquarters on Thursday.
The delegation also included Albert Khorev, Ambassador of the Russian Federation to Pakistan, and Denis Nevzorov, Trade Representative of the Russian Federation in Pakistan.

Chairman NDMA Lt Gen Inam Haider Malik welcomed the delegation and apprised them of Pakistan’s evolving disaster management ecosystem and NDMA’s technology-driven modernization.
He highlighted NEOC’s integrated early warning, real-time monitoring, and risk analytics systems designed to support anticipatory and timely decision-making during disasters.
A detailed presentation was delivered by the Centrospas Search and Rescue Team of EMERCOM Russia, showcasing advanced emergency response capabilities, operational models, and international rescue experience. The presentation underscored the potential for deepened cooperation between Pakistan and Russia in disaster preparedness and rapid response.

Mr. Sergey Tsivilev, Minister of Energy of the Russian Federation, appreciated NDMA’s initiatives and emphasized the importance of strengthening Pakistan-Russia collaboration in climate resilience, emergency management training, and knowledge exchange.
Both sides agreed to expand bilateral cooperation, particularly through joint emergency preparedness exercises. A joint training for duty services of crisis management centers focused on the exchange of operational information during emergencies, to be conducted by October 2026.

During the visit, the delegation also met Earthquake 2005 survivors, rescued by Russian Search & Rescue Team, acknowledging their resilience and reaffirming support for people-centered recovery mechanisms. A tree plantation activity was carried out by the delegation as a symbol of commitment to environmental sustainability and future-oriented cooperation.
The visit marks a significant step toward enhancing technical collaboration, building shared capacities, and advancing Pakistan–Russia partnership in humanitarian response and disaster risk reduction.
