Power Division announces historic turnaround in energy sector through transparency

ISLAMABAD, Jan 16 (APP):The Power Division on Friday announced a historic transformation of Pakistan’s energy sector during 2025, attributing the turnaround to strict adherence to transparency, merit and rules-based governance.
In a statement issued here, a spokesperson for the Power Division said that by replacing a culture of discretion and recommendations with open, rules-based systems, the Division has delivered massive public savings and empowered millions of consumers.
The spokesperson further said that losses in the power sector were reduced by Rs 191 billion, while circular debt was brought down by Rs 780 billion without any new borrowing. In addition, future liabilities amounting to Rs 4,500 billion were avoided through the cancellation of unnecessary and costly projects.
“These unprecedented savings were achieved through transparent e-procurement, merit-based appointments of experts and board members, and a strong reliance on data-driven decision-making,” the spokesperson said, adding that the reforms had directly enabled significant tariff relief for consumers.
The statement said that as a result of these measures, the industrial cross-subsidy burden was reduced by Rs 123 billion, while the national average electricity tariff declined substantially. It added that by renegotiating inefficient contracts, terminating costly plants, and launching a clear plan to settle circular debt, the government is systematically lowering costs for all consumers.
For consumers, this new era of transparency means real power. The price of smart meters fell by 40 percent, accelerating their rollout. A new “Own Meter Reading” option allows consumers to take control of their billing. And the launch of the centralized “118” complaint service has made the “culture of favoritism” obsolete—every grievance is now addressed on merit, without the need for connections, added by Spokesperson.
The spokesperson said that the reforms undertaken during the year demonstrated that governance based on transparency and merit resulted in a stronger, fairer and more sustainable power sector. “A solid foundation has been laid for a reliable, competitive and consumer-friendly energy future for Pakistan,” the statement added.
