PBM urges future bureaucrats to shift Welfare from relief to empowerment

ISLAMABAD, Aug 18 (APP): Pakistan Bait-ul-Mal (PBM) Managing Director Senator Capt. Shaheen Khalid Butt on Tuesday urged 21 probationary officers of the 54th Common Training Programme (CTP) to champion people centred governance and shift social welfare from short term relief to sustainable empowerment during their visit to PBM headquarters as part of their professional training.
The delegation, led by Additional Director Civil Services Academy Muhammad Ali Afzal, visited PBM to gain practical exposure to public sector institutions and understand mechanisms for responsive and inclusive service delivery.
Capt. Shaheen briefed the officers on PBM’s mandate, social protection initiatives and programmes aimed at alleviating poverty and supporting vulnerable segments of society.
Earlier, PBM Director Projects Dr Qasim Zafar gave the delegation a detailed presentation on the institution’s operational framework, major programmes and nationwide interventions for marginalised communities.
During an interactive session, Capt. Shaheen outlined his vision of transforming PBM’s welfare model from immediate assistance towards long term economic empowerment.
He said social welfare should go beyond providing relief and focus on equipping individuals and families with the means to become self reliant and economically productive.
“You are the future leaders of Pakistan,” he told the probationary officers, urging them to bring innovative ideas, dedication and a strong commitment to public service to their careers.
The PBM managing director stressed that effective public service must be rooted in dignity, empathy, fairness and accountability, saying welfare institutions had a crucial role in ensuring that vulnerable citizens were not left behind in national development.
The delegation appreciated PBM’s extensive social protection and welfare services and acknowledged its efforts to provide assistance and opportunities to deserving people across the country.
Concluding the interaction, Capt. Shaheen called for greater unity, collective responsibility and renewed commitment to public service, saying compassionate and inclusive governance could strengthen social cohesion, uphold human dignity and drive sustainable national development.
