NHA reopens bidding for Ghotki & Ubaro toll plazas on N-5

ISLAMABAD, Apr 28 (APP):The National Highway Authority (NHA) has reopened online bidding for toll plaza contracts in two key sites, Ghotki and Ubaro on the N-5 (Sindh-North) route for operation, maintenance, and toll collection until mid-2026.
The NHA announced a new round of online bidding for the operation and maintenance of two toll plazas, Ghotki and Ubaro. Interested companies have until May 12, 2025, to submit their bids through the NHA’s e-bidding system.
A spokesperson from the NHA confirmed that the bidding process will follow a single stage, single envelope method. This means that technical and financial proposals will be submitted together and evaluated in one go.
To be eligible, firms must be registered as active taxpayers with the Federal Board of Revenue. They must also have no pending dues with the NHA or any other government agency. Companies currently in arbitration with the NHA may still apply, but those that are blacklisted, debarred, or declared defaulters are not allowed to participate.
For the Ghotki toll plaza, the bid security is set at Rs. 28 million with a net reserve price of Rs. 69.06 million. For Ubaro, the net reserve price is Rs. 72.56 million. Bids below the reserve price will not be accepted.
He further said that official bidding documents will be available for free download from April 30, 2025, on the NHA e-bidding portal. Interested bidders should regularly check the portal for any updates or changes to the schedule.
All e-bids must be submitted online by May 12, 2025, no later than 11:00 AM. The bids will be opened on the same day at 12:00 PM by the designated Tender Opening and Evaluation Committee. In-person participation of bidder representatives is allowed during the opening process.
In addition, the original bid security must reach the NHA headquarters by 11:30 AM on May 12.
