ISLAMABAD, Jun 10 (APP): Chairman National Accountability
Bureau (NAB), Qamar Zaman Chaudhry on Friday said, considering
training an important aspect in capacity building, the bureau plans
to establish its own training academy in Islamabad.
He was chairing a meeting held here to review Training of
Trainers (TOT), Refresher and Capacity Building Courses for NAB
Investigation Officers/Case Officers/Prosecutors conducted till May
31, 2016 and planned for remaining months of year 2016.
The Chairman said, “We plan to have our own Training Academy on
pattern of Malaysian Anti-Corruption Academy in Islamabad in order
to meet training requirements of all ranks of NAB officers/officials
on modern lines with state-of-art techniques and technology.
He said a Digital Forensic Science LAB has been established
in NAB Rawalpindi which has capacity to have Digital Forensics,
Question Documents and Finger prints analysis to help investigate
cases within stipulated time period.
He said NAB is an apex anti corruption organization of
the country which has assigned gigantic task of eradication of
corruption from the country and added this requires an extremely
dedicated and highly trained manpower.
He said NAB attaches great importance to its Human Resource
Development and accordingly, a comprehensive yearly Training Plan
for 2016 has been devised to ensure continued professional
development of its officers/officials and Prosecutors.
Qamar Zaman Ch. said in order to ensure successful
implementation of Training Plan, it is equally important that
trainers are fully capable and geared up to undertake this
responsibility.
He said Training Cells created at all regional levels are
primarily responsible to liaise and carry out planned activities in
their respective Regional Bureaus. Therefore, the Training of
Trainers (ToT) programme at NAB Headquarters was organized by
T&R Division.
He said T&R Division has prepared Training Programme for 2016
based on regional feedback and input of experts from other law
enforcing agencies, adding that plan prepared by T&R Division was
then discussed and refined at highest level in NAB.
The Chairman said course contents have been revised and
improved and Investigation Officer’s Refresher Courses have been
planned for two weeks on part time basis, instead of one week on
full time basis to ensure 100% participation and to minimize
disturbance in routine activities of investigation officers.
During 2016 as compared to two such courses held last year,
NAB has planned six Capacity Building Courses, six Staff Development
Courses for officials and IT training and understanding of
Monitoring and Evaluation System (MES) has added this year, he said
and added NAB’s efforts are to apprise its officers/officials and
prosecutors about the importance of training.
Also it is important that operational methodology is conveyed
in uniform pattern which is prepared after due deliberation and
consultation of all stakeholders.
He said, “We have decided that those courses like MCMC, SMC
and MNC should be made mandatory for promotion in NAB. We have
conditionalized the promotion of officers with above said training
mandatory courses.” This all will add up in overall performance of
NAB, he added.
The Chairman NAB directed DG (T&R) to implement Training plan
for 2016 in letter and spirit.
He said 104 Investigation Officers have been trained at Police
Training College Sihala. The course contents had been designed on
modern lines and a standardized syllabus for all investigation
officers for their capacity building courses had been formulated to
ensure quality and uniformity.
During the meeting, DG Training and Research (T&R) informed
that eight Training of Trainers (TOT) Course of 5 days duration
were held and were attended by 18 officers.
He informed that four refresher courses for IOs/COs were
planned during 2016. Out of four refresher courses, two courses
of two weeks duration have been conducted till May 31, 2016 in which
221 officers ensured participation.
He said nine inland Trainings have been availed in collaboration
with Foreign Agencies i.e. Australian National Police, British High
Commission Asian Development Bank and UNODC during 2016.
Around 49 NAB officers from Regional NAB’s have attended these
trainings till May 31.
