NA workshop pushes evidence-based lawmaking

ISLAMABAD, Jul 04 (APP):The Young Parliamentarians Forum (YPF) of the National Assembly on Saturday launched a two-day workshop on Post Legislative Scrutiny (PLS) in Islamabad.
This Workshop aimed to equip lawmakers with practical tools to evaluate the implementation and effectiveness of laws, strengthen parliamentary oversight and promote evidence-based lawmaking in line with Speaker National Assembly Sardar Ayaz Sadiq’s vision for improved governance.
The workshop, organised by the YPF in collaboration with the Shaoor Foundation for Education and Awareness (SFEA), brought together members of the National Assembly to enhance their capacity to assess whether legislation passed by Parliament is being implemented in its true letter and spirit and achieving its intended objectives.
YPF President Syeda Nosheen Iftikhar inaugurated the workshop, outlining its objectives and reaffirming the Forum’s commitment to strengthening parliamentary oversight through institutionalised post-legislative scrutiny and capacity-building initiatives for lawmakers across the country.
The opening session was attended by MNAs Raja Osama Sarwar, Shaista Khan, Babar Nawaz Khan, Akhtar Bibi, Syed Shah Ahad Ali Shah, Shamaila Rana, Miqdad Ali Khan, Sadaf Ihsan, Danyal Chaudhary, Makhdoom Zain Hussain Qureshi and Neelum Kumari, along with SFEA Chairman Ali Hameed.
Welcoming the participants, SFEA Executive Director Raja Shoaib Akbar highlighted the importance of strengthening legislative institutions through knowledge-sharing and collaboration.
Technical sessions led by Special Secretary (Special Initiatives) of the National Assembly Secretariat Syed Shamoon Hashmi focused on Parliament’s oversight role, international best practices in post legislative scrutiny, legislative evaluation techniques and practical methods for assessing the implementation and impact of laws.
The participants also attended an interactive session on the Federal Budget 2026-27 and youth-related challenges, conducted by CPDI Executive Director Mukhtar Ahmad Ali, which examined Parliament’s role in addressing emerging issues through effective budgetary oversight and legislative action.
Concluding the first day’s proceedings, Syeda Nosheen Iftikhar said institutionalising post-legislative scrutiny would help Parliament move beyond lawmaking to ensuring effective implementation of legislation, improving governance and reinforcing democratic accountability.
She also appreciated the efforts of National Assembly Secretariat officials Raja Muhammad Ali, Syed Arslan Kazmi and Arsalan Kiani for their role in successfully organising the workshop.
The recommendations emerging from the workshop are expected to support stronger parliamentary committees, enhance legislative oversight and promote a more transparent, responsive and citizen-centred legislative process in Pakistan.
