ISLAMABAD, Feb 18 (APP):The National Assembly Standing Committee on Climate Change and Environmental Coordination on Wednesday unanimously decided to move a privilege motion against the Ministry of Climate Change and Environmental Coordination, and the Chairman Capital Development Authority (CDA) over failure to submit the required record, including Public Sector Development Programme (PSDP) proposals.
The committee met at Parliament House under the chairpersonship of Munaza Hassan.
At the outset, the chair expressed concern over the ministry’s failure to provide mandated briefing documents, describing it as disregard for parliamentary oversight and procedural obligations.
Members noted that despite inclusion of PSDP review on the agenda, no comprehensive briefing was furnished for scrutiny.
The committee observed that withholding critical development information from a standing committee violates established rules and undermines its constitutional role in ensuring transparency, accountability and financial prudence in climate-related public spending.
Members also took serious notice of the CDA’s failure to provide the required documentation, emphasizing that repeated non-compliance could not be normalized.
The committee subsequently resolved to initiate a privilege motion against the ministry, and CDA chairman for failing to assist the committee in discharging its parliamentary responsibilities.
In view of the seriousness of the issue and absence of substantive material for deliberation, the committee adjourned the meeting.
The session was attended by MNAs Syeda Shehla Raza, Dr Shazia Sobia Aslam Soomro, Tamkeen Akhter Niazi, Shahida Rahmani, Mir Khan Muhammad Jamali, Tahira Aurangzeb and Mussarat Rafique Mahesar, along with senior officials from the Ministry of Climate Change and Environmental Coordination and the Capital Development Authority.
