MoFE&PT initiates UC-Wise drive to enroll out-of-school child in Capital

ISLAMABAD, Mar 03 (APP): The Ministry of Federal Education and Professional Training (MoFE&PT) launched the “No Child Left Behind” campaign in Islamabad on Tuesday under a Union Council-wise carpet coverage strategy aimed at ensuring universal access to education. The ceremony was held at IMCB Jaba Tali, Islamabad. Federal Minister for Education and Professional Training, Dr Khalid Maqbool Siddiqui, graced the occasion as Chief Guest.

The event was attended by senior officials of the Ministry, representatives of partner organizations, development partners including JICA, and community stakeholders.
Addressing the ceremony, the minister reaffirmed the government’s commitment to the constitutional right to education under Article 25-A, emphasizing that education is a fundamental right of every child.
He stated that the Union Council-wise carpet coverage model will ensure that no household is left unvisited and no child remains deprived of education.
Secretary Mr Nadeem Mabub addressed that the campaign seeks to identify, enroll and retain out-of-school children across Islamabad Capital Territory through a coordinated and collaborative approach.
Under this initiative, comprehensive household surveys will be conducted in all Union Councils to ensure that every out-of-school child is identified and provided access to formal or non-formal education opportunities.
The process includes door-to-door outreach, real-time data entry, and structured monitoring mechanisms to ensure transparency and accountability.
On the occasion, school bags were also distributed among learners enrolled in Non-Formal Education Centres to encourage enrollment and reduce the financial burden on families.
The campaign reflects the government’s broader vision of inclusion, equity, and human capital development and is being implemented in collaboration with the National Commission for Human Development (NCHD), Pakistan Institute of Education (PIE), Japan International Cooperation Agency (JICA), Basic Education Community Schools (BECS), Junior Jinnah Trust (JJT), and other partners.
The ministry has called upon parents, community leaders, and civil society to actively support this initiative so that every child in Islamabad is enrolled in school and provided with quality learning opportunities.
