ISLAMABAD, Nov 04 (APP):Minister for Parliamentary Affairs Dr. Tariq Fazal Chaudhry on Tuesday informed the Senate that the Islamabad Club is a self-sustaining institution that does not receive any financial assistance, subsidy, or budgetary allocation from the Government of Pakistan.
Responding to a question in the Upper House regarding the Club’s annual expenditures, Dr. Tariq Fazal Chaudhry clarified that Islamabad Club generates its own revenue and covers all operational expenses from its indigenous resources, emphasizing that not a single rupee of government funding is provided to it.
He shared that during 2023–24, the Club’s non employee-related expenses which include maintenance, utilities, sports facilities and other operational costs were Rs 1.25 billion. For 2024–25, salaries totaled Rs 1.12 billion, with non-salary expenditures of Rs 1.28 billion. He described these increases as modest, given the rise in overall prices and inflation during the period.
Explaining the Club’s management structure, the minister said the institution is overseen by an administrative officer of grade-22, ensuring transparency and oversight, while day-to-day operations are managed by the Club’s independent governing board.
“The Islamabad Club has its own board, revenue streams, and accountability mechanisms,” he stated, adding that it is regularly audited like other public or semi-public entities where necessary.
Addressing supplementary questions, Dr. Chaudhry stressed that the Club’s accountability is not exempted and that any detailed breakdown of its accounts or employee categories can be provided upon submission of a formal parliamentary question.
He elaborated that Islamabad Club’s expenditure covers maintenance of sports facilities, polo grounds, gardens, restaurants, and machinery operations, all of which require substantial spending on fuel, utilities, and upkeep.
Regarding guest charges and usage fees, the minister explained that members and guests are charged differently, with only a nominal increase in guest fees for the use of facilities.
Dr. Chaudhry reiterated that the Club operates with full transparency, and there is no intention to conceal any financial details. He assured the House that all relevant information, including departmental expenses and administrative details, could be shared with Parliament when requested.
He said, “Islamabad Club neither draws nor demands government funds. It sustains itself entirely through its own revenues. The government’s role is limited to oversight—ensuring transparency, accountability, and proper governance.”
