Guatemalan delegate warns of “democracy in decline” in the west, urges global cooperation

ISLAMABAD, Nov 12 (APP):Former President of Guatemala Jimmy Morales at the Inter-Parliamentary Speakers’ Conference (ISC) on Wednesday warned that democracy in parts of the West is being distorted into “licentiousness,” eroding governance, justice, and peace.
The delegate, drawing on Guatemala’s experience, said corruption, impunity, and abuse of power had weakened institutions and turned democracy into a tool for personal gain rather than public service.
He cautioned that freedom of expression was often misused to spread hatred and division.
Calling for a “comprehensive international approach,” he urged developed nations and global organisations to help strengthen democratic institutions, promote transparency, and support civic education without imposing ideological agendas.
He outlined four recommendations, including conditional aid linked to accountability reforms and greater support for civil society.
Concluding, he said democracy’s misuse threatens global stability and must be countered through collective action rooted in justice, equity, and integrity.
