The Federal Investigation Agency (FIA) Anti-Human Trafficking Circle Rawalpindi has arrested a suspect accused of defrauding a citizen of Rs1.07 million on the pretext of arranging a work visa for Russia and recovered the entire amount during the investigation.

ISLAMABAD, Jul 22 (APP): The Federal Investigation Agency (FIA) Anti-Human Trafficking Circle Rawalpindi has arrested a suspect accused of defrauding a citizen of Rs1.07 million on the pretext of arranging a work visa for Russia and recovered the entire amount during the investigation.
An FIA official told APP on Wednesday that the accused, Ghulam Qasim alias Dr. Qasim, was arrested after the completion of Inquiry No. 1095/2024.
The official said the suspect had allegedly lured the complainant by promising to arrange a Russian work visa for his son, Muhammad Zahid, and received a total of Rs1.07 million through multiple bank transactions. However, he neither arranged the promised employment visa nor returned the money.
The investigation revealed that the suspect received the payments through different bank accounts during 2023 and 2024. He repeatedly failed to join the inquiry despite being summoned, prompting the FIA to register FIR No. 438/2025 under Sections 18 and 22 of the Emigration Ordinance, 1979, read with Section 109 of the Pakistan Penal Code, after obtaining approval from the competent authority.
The official said the accused was produced before a competent court, which granted his physical remand for further investigation.
During interrogation, the FIA recovered the entire defrauded amount of Rs1.07 million from the suspect and returned it to the complainant through the legal process.
The official said further investigation was underway to determine whether the accused had defrauded other job seekers using similar tactics, reiterating the FIA’s resolve to take strict action against human smugglers and visa fraudsters exploiting citizens seeking overseas employment.
