Experts focus on Institutional Development and PPRA Regulations at FUUAST

ISLAMABAD, Feb 10 (APP): A one-day workshop on “Institutional Development and PPRA Regulations” was held at the Federal Urdu University of Arts, Science and Technology (FUUAST)on Tuesday, under the auspices of the Office of Research, Innovation and Commercialization (ORIC).
The workshop was attended by Vice Chancellor of Karakoram International University, Professor Dr Attaullah Shah Bukhari, Director General of the National Commission for Human Development (NCHD), Ali Asghar, Vice Chancellor of the University of Swat, Dr Hasan Sher, Vice Chancellor of Federal Urdu University, Dr Zabta Khan Shinwari, FUUAST, Campus In-Charge Dr Saba Bashir and others.
Vice Chancellor of Karakoram International University, Professor Dr Attaullah Shah Bukhari, delivered a detailed lecture on Public Procurement Regulatory Authority (PPRA) laws and regulations for administrative officers and non-teaching staff of the university.
He explained the background, objectives, scope, and implementation mechanisms of the PPRA framework, while also highlighting the significance of institutional coordination, teamwork, inter-organizational collaboration and others.
He briefed participants on both federal and provincial PPRA rules and responded to questions raised by university staff.
Dr Bukhari further discussed ways to address internal lobbying, conflicts, and mismanagement, and outlined constructive approaches to effectively managing public sector institutions.
Director General of the National Commission for Human Development (NCHD), Ali Asghar, also addressed the workshop and, through a presentation, emphasized the traits of a dynamic workforce and the importance of mutual cooperation in ensuring good governance.
Vice Chancellor of the University of Swat, Dr Hasan Sher, shared his professional experiences and offered practical recommendations for institutional improvement.
Former judge of the Peshawar High Court, Justice (R) Nasir Mehfooz, in his address, stressed that institutional leaders must have a thorough understanding of PPRA regulations and other relevant laws.
Vice Chancellor of Federal Urdu University, Dr Zabta Khan Shinwari, commended the efforts of ORIC Deputy Director Dr. Faisal Javed for organizing a productive workshop. He remarked that while employees have rights, they must also fulfill their duties, adding that service in national institutions should be viewed as a national responsibility rather than merely a job. He emphasized the need to curb unnecessary expenditures and promote professionalism.
Dr. Shinwari highlighted that all three campuses of Federal Urdu University are making rapid progress and said that a university established in the name of Urdu should emerge as a global identity of Pakistan. He reiterated that students remain the university’s top priority and stressed the importance of professional conduct among both teaching and non-teaching staff.
Towards the conclusion of workshop, Vice Chancellor Dr. Zabta Khan Shinwari gave the guests a tour of the Qureshi Clinic established at the university, where visiting professors expressed appreciation for the provision of free medical check-ups and medicines for students and staff.
Shields and gifts were presented to Professor Dr. Attaullah Shah Bukhari and other expert guests in recognition of their contributions. University officials termed the session highly successful.
