Committee backs urgent repeal of Pakistan General Cosmetics Act, reviews restructuring plans

ISLAMABAD, Nov 25 (APP):The Standing Committee on Science and Technology, meeting for its 13th session on Tuesday, took a decisive step toward regulatory reform as it unanimously backed the urgent repeal of the Pakistan General Cosmetics Act, 2025.
Convened under the chairmanship of MNA Jam Abdul Karim Bijar at the Ministry of Science and Technology, the session also reviewed major restructuring plans aimed at enhancing efficiency and strengthening Pakistan’s scientific institutions.
The Committee considered “The Pakistan General Cosmetics (Repeal) Bill, 2025,” moved by MNA Syed Rafiullah, and agreed that the repeal was both necessary and time-sensitive.
The members noted that the Federal Cabinet had already approved winding up the Pakistan General Cosmetics Authority, and related administrative processes were at their final stage. Endorsing the mover’s concerns, the Committee stated that withdrawing the Act was essential to uphold public health and ensure regulatory coherence.
The National Institute of Electronics (NIE) briefed the Committee on its mandate and ongoing initiatives, including the design and development of electronic systems, advancement of technical know-how, collaboration with national R&D centers, and fabrication of modern electronic components.
The Secretary, Ministry of Science and Technology, informed the Committee that NIE would be merged under a new administrative restructuring framework to improve coordination, operational efficiency, and institutional performance.
Federal Minister for Science and Technology, Khalid Hussain Magsi attended the meeting and supported the Committee’s deliberations.
He assured members that all matters discussed would be addressed promptly and reaffirmed the Ministry’s commitment to strengthening coordination with the Committee for better policy execution.
It was also decided that the next meeting of the Committee will be held at COMSTECH Headquarters, where members will receive a detailed briefing on the organization’s functions, performance criteria, and operational mechanisms.
The meeting was attended by MNAs Ammar Ahmad Khan Leghari, Seema Mohi-Ud-Din Jamili, Makhdoom Tahir Rashid Ud-Din (via Zoom), Syed Mustafa Mehmood (via Zoom), Irfan Ali Leghari, Usman Ali, Syed Rafiullah (Mover), Syed Waseem Hussain (Mover), along with senior officers from the Ministry of Science and Technology.
