CDA board approves regulations to upgrade recognized Katchi Abadis

ISLAMABAD, Feb 24 (APP): The Capital Development Authority (CDA) Board on Tuesday approved the Islamabad Capital Territory Urban Regeneration/Renewal (Regulations, Upgradation and Relocation) Regulations 2025, paving the way for the regularisation and upgradation of recognised katchi abadis in the federal capital.
The decision was taken at the board’s second meeting chaired by CDA Chairman and Chief Commissioner Islamabad Muhammad Ali Randhawa. Senior members of the authority attended the meeting, while Punjab University Vice Chancellor Dr Muhammad Ali joined through a Zoom link.
Officials said the regulations had been framed in compliance with directives of the Supreme Court and under the CDA Ordinance, 1960. The framework applies to Katchi Abadis declared regularized by the federal government between 1995 and 2004.
Under the approved regulations, only those residents will be considered entitled who were found residing in the settlements in surveys conducted up to Dec 31, 2002.
The CDA’s Planning Wing will carry out fresh surveys of the recognised katchi abadis. Based on the findings, schemes will be prepared for their upgradation and, where required, resettlement.
The upgradation process will include preparation of layout plans, improvement of infrastructure, provision of basic amenities, and construction and repair of roads and streets. Beautification measures are also part of the plan to integrate these settlements into Islamabad’s planned urban structure.
Randhawa said the measures would promote organised urban development in the federal capital.
The board also considered a design proposal for establishing a model graveyard at the Pandoriyan site to cater to the needs of the city’s growing population.
The CDA chairman directed officials to ensure the provision of spacious prayer halls, ablution areas, public toilets and adequate parking space.
He also called for inclusion of ambulance and hearse services, CCTV surveillance and other modern facilities in the project.
