Bureaucratic bottlenecks hampering Parliament’s efforts against terrorism: Rabbani

ISLAMABAD, Nov 11 (APP): Chairman Senate Mian Raza Rabbani on Wednesday said bureaucratic bottlenecks were hampering the entire efforts made by the Parliament to tackle the menace of terrorism effectively.
Entire efforts of the government and Parliament against terrorism are being affected due to “bureaucratic bottlenecks,” he passed these remarks during the question-hour session of the Senate when Minister of State for Interior Muhammad Baligh-ur-Rehman informed the House about the posts laying vacant in the National Counter Terrorism Authority (NACTA).
The minister said NACTA had total 203 sanctioned posts, out of which
48 had been filled and 155 were still vacant, for which the recruitment process was underway.
He said requisition for posting of seven officers on deputation had
been sent to the Establishment Division, out of which two officers have joined the authority and the rest were not able to join due to one reason or the other.”Why it is taking so long” the Chairman questioned.
The minister said NACTA has an important role in implementation of the
National Action Plan (NAP) ” initiated by the Federal government in consultation with all political parties to fight terrorism.
He said rules of NACTA had almost been finalized, but yet to be adopted.
Replying to a question, Balig-ur-Rehman said the National Crisis
Management Cell of the Interior Ministry was being merged with NACTA for making the strategy against terrorism more effective.
Replying to a question about appointments in the National Police
Academy, he said no initial appointments were made in the academy since 2005 due to imposition of ban on fresh recruitment.
However, he said, 14 persons had been appointed/regualized under the
Aghaz-e-Haqooe-e-Balochistan package in pursuance of decision of the Cabinet Sub-Committee.
To a question, the minister said as many as 964 appointments were made
against different posts in Islamabad Capital Territory (ICT) Police during last five years, while 448 posts were still laying vacant for which recruitment process was underway.
Replying to another question, he said there was one sanctioned post of
Tehsildar (BS-16) and eight posts of Naib Tehsildars (BS-14) in ICT, adding two Naib Tehisldars were working on deputation basis.
“No post of Naib Tehisldar is vacant as out of eight posts, three each have been filled by promotion and initial recruitment/transfer, while two by deputation,” he added.
