ISLAMABAD, Jun 24 (APP):Federal Minister for Petroleum Ali Pervaiz Malik has directed the Hydrocarbon Development Institute of Pakistan (HDIP) and the Directorate General of Petroleum Concessions (DGPC) to submit a comprehensive restructuring plan within two weeks aimed at strengthening the institute’s governance, efficiency, and strategic role in Pakistan’s energy sector.
The directive was issued during the Minister’s visit to HDIP headquarters and laboratory facilities, where he reviewed the institute’s operations, technical capabilities, and testing services.
During the visit, the Minister toured various laboratories and observed the analytical, certification, and testing services being provided to support the petroleum sector.
Emphasizing the need for institutional modernization, Ali Pervaiz Malik instructed HDIP management to undertake reforms that would enhance organizational performance and align the institute with the evolving needs of the energy sector.
He stressed that the restructuring exercise should focus on strengthening governance, improving operational effectiveness, and positioning HDIP as a leading technical institution for the country’s hydrocarbon sector.
The Minister noted that key governance and leadership positions, including the Board of Governors and executive appointments, must be filled on priority to establish a robust and efficient governance framework capable of driving institutional reforms and ensuring accountability.
Ali Pervaiz Malik further directed HDIP to actively pursue cooperation with leading international institutions and laboratories to improve quality standards, adopt global best practices, and strengthen technical capabilities. He observed that enhanced international collaboration would help raise the credibility and competitiveness of Pakistan’s hydrocarbon testing and certification systems.
Highlighting the strategic importance of reliable data, the Minister underscored the need to strengthen Pakistan’s hydrocarbon information base.
He stated that the availability of comprehensive and credible hydrocarbon data is essential for informed policymaking and would play a critical role in attracting greater domestic and foreign investment into Pakistan’s energy sector.
The Minister reaffirmed the government’s commitment to reforming and strengthening institutions across the energy sector to support investment, improve governance, and enhance Pakistan’s long-term energy security.
