All 66 proscribed organizations put at constant surveillance to curb re-emergence: Ghani

 

ISLAMABAD, Apr 25 (APP):The government, in compliance of National Action Plan (NAP), has taken proactive measures and
put all 66 proscribed organizations at constant surveillance to curb their re-emergence.
As per statistics, 66 organizations have been proscribed and four are under observation.
National Counter Terrorism Authority (NACTA), in order to ensure against re-emergence, took an initiative to focus on persons who have been placed on schedule-IV of ATA 1997. Around 7,966 individuals have been placed under this schedule.
Talking about implementation status of NAP till March-2018, National Coordinator NACTA, Ihsan Ghani on Wednesday said the initiatives including prohibition on possession of arms license, passport embargo and freezing of bank account have resulted in rationalization of lists of proscribed persons by concerned provincial governments and implementation of international and domestic legal obligations regarding assets freezing of
proscribed organizations and persons.
He said around 5,089 bank accounts have been frozen through State Bank of Pakistan an amount of over Rs. 93.98 million were frozen. Over 2052 individuals are facing movement restrictions, the statistics
further revealed. Additionally, the terrorist organizations which have attempted to re-emerge with different names are subsequently, banned by the government, he added.
It merits mentioned here that since 1980 Pakistan has been witnessing a mushroom growth of religious, sectarian and sub-nationalist organizations having their own militants wings responsible for terrorist attacks and subversive activities all across the country.
Enactment of ATA 1997 was the first comprehensive effort to check unabated activities all such outfits.
Section 11-B of the Act empowers federal government to notify any organization involved in terrorist and subversive activities as proscribed and place its name in schedule-l of the Act.
Section 11-D of ATA 1997 empowers federal government to place any organization under observation if there are reasonable grounds to believe its linkage, in any manner, with terrorist activities and place its name in schedule-ll of the Act.
Section 11-EE of the Act authorizes the government to notify an individual as a proscribed and its name on schedule-IV of the Act if there are reasonable grounds to believe that he is concerned in terrorist activities or proscribed organizations.
