400 refresher courses conducted to improve performance : NAB

ISLAMABAD, Nov 28 (APP): National Accountability Bureau (NAB)
has so far conducted around 400 refresher and capacity building
training courses with help of local and foreign partners organizations.

Besides, the Bureau has introduced a Human Resource Management Information System (HRMIS) for better career planning and human resource development.

Chairman NAB, Qamar Zaman Chaudhry while reviewing an overall
performance of Bureau at a meeting on Monday said ten-month
timelines for NAB operations has been introduced – two months
for complaint verification, four months for inquiry and four months
for investigation.

The other initiatives included revision of Standard Operating
Procedures (SOPs), introduction of Quantified Grading System for
objective performance evaluation, establishment of three Regional
Bureaus at Multan, Sukkur and Gilgit-Baltistan, establishment of
Forensic Science Laboratory, introduction of Internal Accountability
Mechanism (IAM) and introduction of Monitoring and Evaluation System
(MES).

Qamar Zaman said Bureau has constituted Prevention Committees
on Capital Development Authority (CDA), Ministry of Religious
Affairs, Agriculture and National Food Security, National Health
Services, Regulations and Coordination, Federal Bureau of Revenue
(FBR), Press Information Department (PID) and also Prevention
Committees constituted in provinces on Health, Education, Revenue
and Housing.

The basic objective was to identify loopholes, suggest ways
and means to plug loopholes and measures for improvement/strengthening regulatory mechanism of Federal
and Provincial Governments for transparency, meritocracy, fair
play and compliance of relevant laws/rules.

NAB’s Prevention Committee has forwarded its
recommendations to Ministry of Religious Affairs which
considered and worked aggressively to ensure better
facilities and address problems of Hujjaj.

Arrangements made by Ministry of Religious Affairs last
year were appreciated by Hujjaj.

The Chairman said NAB has prosecuted corrupts and
recovered looted public money of Rs. 279 billion since its inception
which was a great achievement. The allocation to NAB for its working
since creation was Rs. 12 billion which was only 4.2 % of recoveries
made by NAB.

He said present leadership of NAB has taken a number of
measures, aimed at correcting structural deficiencies, improving
efficiency and create an enabling environment to achieve the
objectives of National Accountability Ordinance (NAO) which were
revisited and revised to meet present day needs, transparent and
merit based recruitment system has been introduced and 104 investigation officers were recruited on merit.

Qamar Zaman Chaudhry said Monitoring and Evaluation (M&E)
was a process that helped in improving performance and achieving results to improve current and future management of outputs, outcomes and impact.

He said Monitoring and Evaluation System was an important
management tool to track progress and it facilitated in decision
making as well as establishing links between the past, present and
future actions.

He said the initiatives undertaken under the supervision
of present leadership were bearing fruits/started yielding dividends
resulting in optimal utilization of resources and improved
efficiency. This has been acknowledged by independent monitoring
agencies in country and abroad, he added.
