Vietnam establishes domestic carbon trading exchange framework

HANOI, Jan. 21 (Xinhua/APP): Vietnam has issued a new government decree establishing a legal framework for the organization and operation of a domestic carbon trading exchange, local media VnEconomy reported Wednesday.

The decree sets out regulations on the registration, coding, ownership transfer, custody, trading and settlement of greenhouse gas (GHG) emission quotas and eligible carbon credits, while clarifying the responsibilities of state agencies in managing the carbon market.

Under the decree, all GHG emission quotas and carbon credits must be centrally registered in the national registration system before they can be deposited or traded on the domestic carbon exchange, according to the report.
