RAWALPINDI, Jan 08 (APP):The Rawalpindi Development Authority (RDA) will soon launch a comprehensive digital framework to facilitate housing schemes and the public through electronic registration, an online property transfer system, and digital approvals of building plans.
According to the RDA spokesman, a meeting chaired by Additional Director General RDA Muhammad Anwar Baran reviewed measures to streamline regulatory procedures through technology-driven solutions. Hafiz Abdul Ghafoor of the Punjab Land Records Authority (PLRA) briefed participants on the proposed digital mechanism designed to improve transparency, efficiency and service delivery.
He informed the meeting that housing schemes would be onboarded via their respective regulators through an integrated online portal, for which functional prototypes had already been developed. Housing schemes would also utilise the Property Transfer System (PTS) for secure transactions and property transfers, he added.
Participants were told that building plan approvals would be processed online to ensure accountability and time-bound decision-making. The property transfer system is expected to be formally launched on 15 February, after which the manual system will be phased out.
The new system will provide convenience to citizens by enabling simple online applications, faster approvals and NOCs, reduced human intervention, and improved marketing and sales processes in the real estate sector, thereby promoting good governance.
The RDA management reaffirmed its commitment to leveraging technology for better service delivery and urged stakeholders to support the digital transformation initiative. The authority assured continued guidance and training to ensure a smooth transition to the new system, terming the initiative a key step towards modernising urban development processes and enhancing public convenience.
The meeting was attended by Chief Planner RDA Muhammad Tahir Meo, Director Administration Iftikhar Ali, Director Land Ghazanfer Ali Awan, Director Estate Management Aabgeena Khan, Director Finance Shahid Yaqoob, Deputy Director IT Dawood Khalid, and other senior officers.
