Punjab govt rolls out new SOPs to improve facilities for prison visitors

LAHORE, Jul 22 (APP):The Punjab government on Tuesday issued new Standard Operating Procedures (SOPs) to facilitate visitors meeting inmates in jails, as part of the chief minister’s ongoing “Safe Jail” reform policy.
According to the notification, the Home Department has directed all jails across the province to implement improved arrangements ensuring a dignified and respectful environment for visitors, including the families of inmates.
The SOPs include designated and marked parking areas near jail premises, secure parking for vehicles and motorcycles and free shuttle service from parking areas to the jail’s main gate where necessary.
Clean and comfortable waiting areas with adequate seating, proper flooring, ventilation and separate washrooms for male and female visitors have been made mandatory.
The washrooms will be equipped with water, soap, hand sanitizers, lighting, ventilation and functional locks.
The waiting areas are to be fitted with air coolers during summer and LED screens displaying informative documentaries and videos related to jail reforms and public awareness.
A proper sound system will also be installed to guide visitors through a queue management system, ensuring orderly and respectful announcements.
Special arrangements will be made for senior citizens, women and persons with disabilities, including separate seating areas.
Children visiting inmates will be provided free biscuits and candies, while visitors aged 70 and above will be given priority.
Trained support staff will be deployed in all waiting areas under the supervision of the assistant jail superintendent to assist and guide visitors through the meeting process.
The Home Department has also ordered that inmate belongings brought by families be delivered promptly using individual labeled baskets.
Furthermore, a WhatsApp number for complaints related to visitation will be prominently displayed in all waiting areas, allowing visitors to directly report issues to the home department and the office of the Inspector General (IG) Prisons.
The Home Department spokesperson said that jail superintendents will be held responsible for strict implementation of these SOPs.
Monitoring teams from the department and directorate will conduct regular inspections. Non-compliance will lead to disciplinary action against the superintendent and deputy superintendent (Executive) of the concerned jail, added spokesperson.
