NSPP hosts roundtable on National Housing Policy 2025

LAHORE, Nov 18 (APP): The National Institute of Public Policy (NIPP) on Tuesday hosted a high-level roundtable discussion titled “National Housing Policy 2025: On the Anvil” at the National School of Public Policy (NSPP), bringing together senior policymakers, urban planners, architects, development experts and academics to deliberate on the key features and implementation strategy of the forthcoming National Housing Policy 2025.
Dean NIPP Dr. Naveed Elahi opened the session with welcoming remarks, highlighting the need for a modern housing policy that reflects Pakistan’s evolving urban landscape, sustainability priorities and inclusive development goals. The NIPP research team also shared an analytical overview of the draft policy.
The panel featured notable experts including Dr. Nasir Javed, Urban Development Specialist and former CEO Urban Unit; architect Kamil Khan Mumtaz, former head of NCA Lahore; Waseem Bajwa, CEO Pakistan Infrastructure Development Co. Ltd. and MD National Construction Ltd.; Imran Ali Sultan, Program Director Punjab Affordable Housing Program; Dr. Fariha Tariq, Dean School of Architecture & Planning UMT; and Khawaja Muhammad Sikander Zishan, Director General Punjab Housing and Town Planning Agency.
Participants discussed a broad range of themes, including frameworks for affordable and rental housing, land-use and urban planning reforms, innovative financing models and public–private partnerships, green and climate-resilient infrastructure, technological solutions for efficient housing delivery, and efforts to reduce regional disparities—particularly challenges in rural housing.
In his concluding remarks, NSPP Rector Dr. Muhammad Jamil Afaqi emphasized that with Pakistan entering a phase of rapid urbanisation, a forward-looking and inclusive national housing policy is critical for ensuring safe, affordable and sustainable housing for all citizens. He added that the insights emerging from the roundtable would feed into the ongoing consultative process and help refine the final draft of the National Housing Policy 2025.
NSPP will prepare a comprehensive report based on the recommendations and present it to the government and relevant stakeholders.
