RAWALPINDI, Oct 15 (APP): The Military Lands and Cantonments (ML&C) Department has unveiled a comprehensive reform document titled “Fixing the System, Fueling the Future: Reforms of ML&C, Initiatives and Transparency Transformation”, highlighting major structural and governance improvements introduced over the past two years.
According to an ML&C spokesman on Wednesday, the reform initiatives were undertaken under the vision and leadership of ML&C Director General Major General Irfan Ahmed Malik, whose guidance has been instrumental in driving institutional change and fostering a culture of efficiency and transparency.
The report was recently presented to Secretary Defence Lieutenant General Muhammad Ali, who appreciated the efforts of the ML&C team and commended the achievements as a well-defined road-map for the department’s future course. He lauded the reforms as a milestone in establishing good governance practices within the organisation.
The document consolidates progress in key domains, including digital governance and automation, financial transparency, human resource restructuring, performance-based evaluation mechanisms, infrastructure modernization, and citizen facilitation initiatives.
A department spokesperson said that these interventions had reshaped the operational ethos of the ML&C, aligning it with the principles of integrity, accountability, and public service. Data-driven decision-making, policy harmonization, and measurable field-level accountability had been embedded to ensure responsive and equitable governance, the spokesperson added.
The report notes that while the reform process remains ongoing, the past two years have served as a crucial diagnostic and corrective phase. The initial interventions have produced significant results, laying strong institutional foundations for sustainable transformation.
The document is expected to serve both as a record of achievement and as a framework for future policy formulation, in line with the department’s vision of “Pro-People, Efficient Local Governance and Effective Military Lands Management.”
