LHC CJ inaugurates three digital systems to modernize judiciary

LAHORE, Dec 30 (APP): Lahore High Court (LHC) Chief Justice Aalia Neelum on Tuesday inaugurated three landmark digital systems aimed at modernizing the judicial and financial management framework of Punjab’s judiciary.
Describing the initiative as a historic milestone, she said the new systems would automate judicial processes, enhance transparency, and bring the administrative structure of the judiciary in line with international standards.
The inauguration ceremony was attended by LHC Registrar Amjad Iqbal Ranjha, Director General District Judiciary Malik Ali Zulqarnain Awan, Director General Judicial and Case Management Javed Iqbal Bosal, President and CEO of the National Bank of Pakistan, and the Director General of the Punjab Information Technology Board.
Addressing the ceremony, Chief Justice Aalia Neelum noted that for the first time in the 150-year history of the judiciary, the traditional financial system is being replaced with modern, technology-driven solutions. She said the core objective of these initiatives is to minimize human intervention, eliminate the risk of fraud, and restore public trust in the judicial system. Digitization of financial and administrative processes, she added, will ensure efficiency, transparency, and security. The Chief Justice also commended the Lahore High Court’s IT Wing for its dedicated efforts in developing these advanced systems.
The first system, the Civil Courts Accounts Management System, marks a major transformation in the collection and management of judicial fees, fines, and payments. To curb forgery and the issuance of fake receipts, the system has been directly integrated with the Case Management System and the National Bank of Pakistan. Under the new mechanism, challan forms (32-A) will be generated automatically with a unique PSID, making each transaction fully verifiable. Judicial officers have been provided controlled online access to issue payment orders, while future plans include integration with the Accountant General’s Office to further streamline financial verification.
The second initiative, the Judicial Deposits and Securities Management System, has been introduced to manage funds and securities deposited in banks under court orders. Through this system, Lahore High Court branches will maintain comprehensive records of individual and collective judicial deposits. Automation will enable the Banking and Funds Management Wing to monitor accounts with greater accuracy, eliminate human error, and ensure transparent and up-to-date financial records.
In addition, the judiciary has launched an Inventory Management System to digitize the management of judicial assets and store supplies. The system tracks the complete lifecycle of government property, from receipt to distribution across offices. An automated alert mechanism notifies officials in advance of item expiry or potential wastage. By maintaining detailed records of both usable and obsolete stock, the system ensures full compliance with Standard Operating Procedures (SOPs) and prevents the loss of public resources.
