KP minister issues formal departmental guidelines for transgenders

PESHAWAR, Jun 05 (APP):Khyber Pakhtunkhwa Minister for Social Welfare, Syed Qasim Ali Shah on Thursday announced issuing formal departmental guidelines for transgenders under the Department of Social Welfare.
This initiative marks a practical move toward the effective implementation of the Transgender Persons (Protection of Rights) Act 2018, making Khyber Pakhtunkhwa the first province in the country to establish a complete institutional framework under this law.
On this occasion, Minister Syed Qasim Ali Shah stated, “I am proud to fulfill the promise we made. This is not just a policy document—it is a commitment to our fellow citizens who have faced social discrimination for years. We have laid a strong foundation to ensure equality, dignity, and justice for transgenders.”
Through these departmental guidelines, all government institutions have been directed to avoid discriminatory behavior against transgender persons and to ensure their inclusion by appointing a Gender Inclusion Focal Person.
The minister further added: “We want Khyber Pakhtunkhwa to be a society where every citizen, regardless of gender, feels safe, respected, and empowered. This model will serve as guidance for other provinces and symbolize progress toward a comprehensive, peaceful, and equitable Pakistan.”
These guidelines provide not only legal protection for the transgender community but also enable their practical inclusion, facilitation, and representation in government institutions.
