ITP enforces ‘Pehle Salam, Phir Kalam’ protocol: CTO Hamzah

ISLAMABAD, Oct 29 (APP):Islamabad Traffic Police (ITP) Chief Traffic Officer (CTO) Capt (R) Hamzah Humayun has directed traffic officers to ensure courteous and respectful behavior toward citizens at all times, emphasizing that the new protocol — “Pehle Salam, Phir Kalam” — must be strictly followed while performing duties on the roads.
An official told APP on Wednesday that CTO Hamzah gave these instructions during a special briefing held at the Traffic Police Headquarters. He said any rude or discourteous attitude toward the public would not be tolerated under any circumstances.

He further instructed the officials to treat citizens with good manners, politeness, and patience, stating that the dignity and respect of the Islamabad Police depends on the conduct of officers in the field.
CTO Hamzah  said the primary mission is not only the enforcement of traffic laws but also the facilitation of citizens and resolution of their problems. Officers must educate road users about traffic rules to ensure safe and disciplined driving, he added.
Special directions were issued to efficiently manage traffic during peak hours, use modern technology for smarter planning, and ensure smooth road operations across the capital.
He emphasized that every traffic officer represents the Islamabad Police, and their professionalism directly influences public trust in the department.
CTO Hamzah reaffirmed that the success of the force is linked to positive engagement with the community. He urged officers to set a strong example through excellent behavior, service delivery, and responsible policing to further strengthen public confidence.
“Traffic policing is not just about fines — it’s about saving lives and serving people with respect,” CTO concluded.
