Health Authority accelerates Kahuta hospital video case inquiry

RAWALPINDI, Jul 10 (APP):Two more culprits involved in making inappropriate videos of female patients at THQ Hospital, Kahuta have been identified and are being investigated by the District Health Authority’s inquiry committee. The National Cyber Crime Investigation Agency (NCCIA) has already arrested Shakil, a radiology machinist, and Zainul Abideen, a ward servant, from Tehsil Headquarters Hospital (THQ) Kahuta for harassing female patients and recording illicit videos, with Shakil also accused of blackmailing women using the footage.
The arrests, made on July 9, 2025, follow a complaint that prompted an FIR under the PECA act -2016, marking a significant breach of medical ethics and public trust.
CEO Health Dr. Asif Arbab Khan Niazi, in an exclusive statement to the Associated Press of Pakistan (APP) on Thursday, revealed that the issue dates back to 2022, when Shakil was warned and monitored by male and female officials under Dr. Zaheer’s supervision. Despite an earlier inquiry and punishment, Shakil did not reform his behavior.
“Recently, a complaint with the videos was submitted to the FIA, leading to the arrest of Shakil and another individual. We’ve suspended them, launched a new inquiry, and also suspended two other staff members who knew about the videos but didn’t report them. The department has ordered strict punishment to prevent such acts in the future,” the CEO said.
“We have expanded the inquiry radius in which two more employees are being investigated for not informing the hospital management despite knowing all the notorious acts”, he said adding that the health authority would not tolerate any malicious acts by the hospital staffers anywhere.
Dr. Asif reaffirmed that severe action will be taken against the culprits to set a precedent so that no such acts are repeated in future.
The initial inquiry against the culprits confirmed that Shakil acted inappropriately with a female patient in the X-ray room, while Zain recorded the incident.
 A three-member inquiry committee constituted at District Health Authority is investigating further, with a report due within seven days.395
