CSA concludes capacity-building programmes for 100 HEC officers

LAHORE, Nov 01 (APP):The Civil Services Academy (CSA) Lahore, in collaboration with the National Academy of Higher Education (NAHE), concluded a series of five professional development programmes for nearly 100 officers of the Higher Education Commission (HEC) from across Pakistan to enhance governance capacity, leadership skills, and institutional effectiveness in the higher education sector.
Designed after a detailed Training Needs Assessment (TNA), the programmes focused on governance excellence, ethical leadership, and institutional transformation to strengthen public sector performance and integrity. Officers, including Assistant Directors, Deputy Directors, Directors, and Director Generals, received practical training in policy formulation, leadership and change management, project planning, strategic and financial management, ethics and accountability, and effective communication.
The training modules also incorporated sessions on emotional intelligence, stress management, and personal grooming under the theme “Classroom and Beyond,” alongside book reviews, case-based discussions, and experiential learning activities to link theory with practice.
As part of experiential learning, officers participated in tree plantation drives, horse-riding sessions, self-defense and sports activities, and aromatherapy workshops aimed at promoting environmental awareness, teamwork, and mental wellbeing.
Addressing the closing ceremony, Director NAHE Dr. Munir Ahmed termed the CSA–NAHE partnership a model of inter-institutional collaboration for national capacity building and emphasized that the training outcomes should translate into improved service delivery, governance, and policy implementation. He assured continued cooperation between NAHE and CSA to design future programmes addressing evolving challenges in higher education.
In his remarks, Dr. Syed Shabbir Akbar Zaidi, Director (Capacity Building), said the Academy has transitioned from traditional lecture-based instruction to an interactive and practice-oriented model emphasizing competence, innovation, and integrity in governance. He underscored CSA’s commitment to bridging theory and practice through collaboration with knowledge-based institutions.

On the occasion, the CSA Director General Farhan Aziz Khawaja appreciated the support of the HEC and the Federal Ministry of Education and lauded the successful completion of the training series. He observed that CSA, once viewed as an inward-looking institution, has now embraced partnerships with diverse professional communities to meet the imperatives of globalization and technological advancement. “CSA converts knowledge workers into knowledge professionals by refining their skills, expanding their knowledge base, and shaping their attitude toward excellence and integrity,” he remarked. He said that 136 probationary officers of the 53rd Common Training Programme (CTP) were recently placed at 10 universities across Pakistan to gain firsthand understanding of governance and operational challenges in the higher education sector.
Through these five capacity-building cohorts, the Civil Services Academy and the National Academy of Higher Education have established a sustainable framework for professional development, fostering ethical governance, innovation, and emotional intelligence among higher education officers.
The ceremony concluded with the distribution of certificates and a renewed commitment by both institutions to develop capable, ethical, and forward-looking leaders in the public sector of Pakistan.
