Commissioner reviews utilisation of 1pc horticulture fund, PHA matters

SARGODHA, Sep 15 (APP):Commissioner Sargodha Division Hafiz Shaukat Ali on Tuesday chaired a meeting
to review utilisation of the one per cent horticulture fund, available land and other
matters related to the Parks and Horticulture Agency (PHA).
The meeting reviewed effective, transparent and public-oriented utilisation of the
horticulture fund for city beautification, promotion of green belts, plantation and
provision of a greener environment.
Hafiz Shaukat Ali directed that horticulture activities be accelerated in line with
Chief Minister Punjab Maryam Nawaz Sharif’s vision of a Green Punjab and clean,
beautiful cities.
He called for exploring possibilities of utilising available government land for
green areas, plantation, greenbelts and urban beautification projects.
The Commissioner directed that the one per cent horticulture fund be utilised
with complete transparency, on merit and in accordance with prevailing financial
rules and regulations.
He stressed advance planning for every project, keeping in view its need,
location, available land, nature of work, estimated cost and expected outcomes.
He ordered preparation of proper estimates and approval from the competent
authority for all fund-related projects.
He also directed strict compliance with government rules during procurement
and tendering processes, along with complete record-keeping of expenditures,
bills, vouchers and completion of works.
The Commissioner further directed physical verification, regular monitoring and
transparent financial oversight of projects. Hafiz Shaukat Ali said the horticulture
fund should be utilised only for approved purposes to derive maximum public
benefit from available resources.
He stressed that besides plantation, special attention should be given to maintenance
of plants, protection of green belts and sustainability of completed projects.
Commissioner Hafiz Shaukat Ali directed relevant officers to present clear priorities,
feasible proposals and a phased action plan regarding available land and proposed
horticulture projects so that measures for urban beautification and environmental
improvement could be implemented effectively.
The meeting was attended by Director Development and Finance, Additional Deputy
Commissioner Revenue Sargodha, MD PHA, Additional Deputy Commissioner Social
Services, Chief Officer Municipal Corporation and other relevant officers.
