QUETTA, Jul 25 (APP):Balochistan Chief Minister Mir Sarfaraz Bugti on Thursday said that he had issued 332 directives for improving public service delivery during various meetings soon after assuming office, regretting that of them 99 percent is still pending.
The provincial government has taken 253 important decisions to provide relief to the masses. However, the provincial bureaucracy has implemented only 20 decisions so far, he said while addressing a seminar on “Good governance, Civil Services Reforms and Public Service Delivery organized by the Balochistan Civil Service at Jamali Auditorium, Quetta.
Senator Mushahid Hussain Sayed, Senator Sana Baloch, Former Advisor to CM and renowned economist Kaisar Bangali, Secretaries including Dr Javed Shahwani, Abdullah Khan, Ghulam Ali Baloch, Agha Faisal, DG Balochistan Public Service Academy Dr Hafeez Jamali and eminent journalist Shehzada Zulfiqar were the guest speakers while the sitting and retired bureaucrats were also in attendance.
Addressing the gathering he clarified the misconception about the governance as saying “there is no good or bad governance but governance and no governance.
He deplored that no one here in Balochistan is willing to deliver but developed the habit of blaming others for backwardness and poor model of governance and service delivery.
“During my visit to Loralai, it left me with no words when found the Deputy Commissioner of the district does not know the number of schools in his district, of them how many are functional and non-functional and what is the literacy level.
He lamented that in prevailing system of governance, hiring of government servant is easy while firing them from job is so difficult. Even being a Chief Minister, it is difficult for me to fire a driver. We have to revisit the system’s flaws to address these issues.
For the purpose, the current government has suggested over 60 reforms in public departments aimed at improving the governance and service delivery system.
Sarfraz Bugti said that, “Right man on the right job is the only way out to steer the province out of human-made crises”.
He admitted that with 200 billion in hand, the province that counts 44 percent of Pakistan could not be fully developed but expressing optimism, he vowed that by spending this amount fairly, tangible changes could be witnessed.
“We have to find out where this amount could be spent effectively to ensure model governance. If we did not pay heed to control the growing of non-development budget, the provincial government will not have budget for the development budget,” he maintained.
Responding to the demands of the speakers, the chief minister expressed his commitment that efforts would be taken to intact the tenure of officers posting at various positions.
Sarfraz Bugti said that Balochistan is facing law and order situation, governance and climate change challenges. He said that mechanism has been formulated to bring reforms in governance model and the reforms committee has working on the plan.
