KCCI terms FBR’s STGO 25 as an important step towards facilitating businesses

Karachi Chamber of Commerce and Industry (KCCI), Monday, welcomed the issuance of Sales Tax General Order No. 25 of 2026 by the Federal Board of Revenue (FBR), describing it as an important step towards facilitating businesses and ensuring smooth movement of goods between manufacturing units and their own warehouses. 

KARACHI, Sep 28 (APP): Karachi Chamber of Commerce and Industry (KCCI), Monday, welcomed the issuance of Sales Tax General Order No. 25 of 2026 by the Federal Board of Revenue (FBR), describing it as an important step towards facilitating businesses and ensuring smooth movement of goods between manufacturing units and their own warehouses.
President KCCI Rehan Hanif, in a statement issued here, stated that STGO No. 25 of 2026 clarified that movement of goods from a factory to the registered person’s own warehouse, where both premises operate under the same Sales Tax Registration Number (STRN), does not constitute a taxable supply and therefore does not attract the requirement of digital invoicing.
“Under the new procedure, businesses are required to carry a prescribed Stock Transfer Note, clearly endorsed “Stock Transfer – Not a Taxable Supply,” during the transportation of such goods,” he said.
Rehan Hanif, recalling KCCI’s persistent efforts, advocacy and hard work for seeking practical solutions to the issues of business community, said that recent order would help reduce uncertainty for businesses and facilitate uninterrupted movement of goods, while also providing greater clarity to both taxpayers and field formations regarding the documentation required during transit.
He particularly appreciated the provisions regarding the smooth and unhindered movement of goods, prohibition from demands for additional documents beyond the prescribed requirements, and preventing physical checking, examination or unloading of goods in transit.
The business community needed clear, predictable and facilitative procedures and the latest FBR Order addressed an important practical issue, he said, hoping that it will help businesses conduct legitimate inter-premises movement of their goods without unnecessary complications.
