BHC directs NHA to ensure passenger facilities, plantation, and drinking water on N-25 and N-50
QUETTA, Sep 23 (APP):The Balochistan High Court directed the National Highway Authority (NHA) to take effective measures for providing passenger facilities, plantation, and access to drinking water along national highways, particularly N-25 and N-50.
A division bench comprising Chief Justice Muhammad Kamran Khan Malakhail and Justice Muhammad Najamuddin Mengal issued the directives while hearing a constitutional petition.
In compliance with the court’s earlier order dated April 9, 2026, Basharat Hussain, Member NHA (West Zone), appeared before the bench and informed that the post of NHA Chairman is currently vacant following a recent transfer.
He sought additional time to present a comprehensive report on the physical progress of ongoing development works and implementation of court orders. During proceedings, the court observed that the distance between the proposed rest areas is considerably long, creating difficulties for travelers.
The bench instructed NHA to install solar-powered tube wells along the highways to ensure plantation and provide clean drinking water to passengers and local communities. It further directed that designated spaces for rest and prayer be established at suitable locations, ensuring accessibility for disadvantaged groups and residents of remote areas.
The court ordered that installation of solar tube wells, provision of drinking water, and plantation works be initiated on a priority basis wherever projects are underway. It also directed the formulation of a practical policy guideline to regulate leasing of adjacent land, establishment of small business centers, and provision of essential facilities tailored to passenger needs.
The bench remarked that ensuring such basic amenities on national highways would not only benefit travelers but also meet the needs of local populations, especially those in underdeveloped and remote regions. Copies of the order were directed to be sent to the Additional Attorney General, Additional Advocate General, and NHA’s counsel for onward communication and implementation.
The case was adjourned for further hearing on November 23, 2026.
