FESCO trains officers in modern procurement, contract management and e-PADS

FAISALABAD, Sep 22 (APP):Faisalabad Electric Supply Company (FESCO) has launched a four-day professional training

workshop to strengthen the procurement capabilities of its officers and employees while particular

focus was put on public procurement laws, modern tendering procedures, contract management

and effective use of the e-PADS digital system.

FESCO spokesman said here on Tuesday that FESCO organized the workshop, titled “Procurement

Life Cycle” in collaboration with the Center of Executive Learning, The University of Faisalabad (TUF),

under the supervision of FESCO’s Organizational Development Directorate at The University of Faisalabad.

The training aimed at equipping officials with practical knowledge of the legal and regulatory requirements governing public procurement and improving their understanding of different stages of the procurement

process.

Dr Irfan Mahmood conducted the training sessions and provided detailed guidance to participants

on the complete procurement cycle, including procurement planning, applicable procurement methods,

preparation of quotation and bidding documents, evaluation of bids, contract award, performance

guarantees, amendments to contracts, extensions of contract periods, claims, audit requirements

and contract close-out procedures.

Officials and employees from several FESCO departments participated in the workshop including

the staff of Material Management, Technical Services, Project Management Unit, Project Director

Construction, Grid Station Construction, Finance, Administration, Civil and Audit.

During training sessions, the participants were briefed about the legal framework and requirements

of the Public Procurement Regulatory Authority (PPRA), enabling them to better understand the

regulatory responsibilities involved at different stages of government procurement.

The trainers highlighted the role of e-PADS in streamlining public procurement through digital

processes, saying its effective use could help make procurement procedures more organized,

transparent and efficient.

Speaking on the occasion, FESCO Director General (HR) Ghulam Mujtaba Khan said continuous

professional training and enhancement of officers’ capabilities were essential for bringing

procurement practices in public-sector organizations in line with modern requirements.

He said that strengthening the practical capacity of officials in PPRA rules and regulations,

modern tendering procedures, contract management and e-PADS would not only improve

procurement processes but also contribute to greater transparency and accountability at

the institutional level.

Ghulam Mujtaba Khan said that e-PADS represented an important step towards implementation

of the Government of Pakistan’s “Digital Pakistan” vision by facilitating the transition of public-sector

procurement towards modern digital systems.

He emphasized that a sound understanding of procurement laws and procedures was essential

for ensuring compliance with legal and regulatory requirements and for improving institutional efficiency.
